A persistent and broad area of convection was first mentioned by the Joint Typhoon Warning Center (JTWC) on September 28 for possible tropical cyclogenesis, to the northwest of Palau. [3] It slowly moved to the northwest while becoming well defined, and a Tropical Cyclone Formation Alert (TCFA) was issued on the afternoon of September 30. The disturbance had a blossoming convection surrounding its low-level circulation center at that time. [3] [4] The next day, the Japan Meteorological Agency (JMA) reported that the area of convection coalesced to a tropical depression, located approximately 970 km to the east-northeast of Manila, Philippines. [4] [5] On the same day, the JTWC followed suit and gave the system its identifier 22W. [3] [6] The PAGASA also declared the system a tropical depression at that time in the Philippine Area of Responsibility and was provided the name Kadiang. [7] The storm intensified overnight in the Philippine Sea and early the next day, the JMA, JTWC and the PAGASA declared it a tropical storm, with the former giving it the name Flo. [3] [6] [5] At this time, Flo was located in a marginally favorable environment for further strengthening, with warm sea surface temperatures and good outflow, being offset by moderate wind shear from the nearby Ed, which was impacting Guam at that time. [6] Its central dense overcast also became defined on satellite imagery, sign that the system was strengthening. [6] Also at that day, the JMA upgraded the system to a severe tropical storm, with its ragged eye emerging. [5] The PAGASA also followed at that time. [2] Forecasts shows that Flo will move away from the Philippines; however, the system accelerated to the west, nearing the coastline of Isabela. [8] On the next day, the JTWC upgraded Flo to a typhoon, with the JMA and the PAGASA following suit. [3] [6] [5] At that time, the system is approaching the Aurora-Quezon border. [9] It soon reached its peak intensity, having maximum sustained winds of 120 km/h (75 mph) and a minimum pressure of 970 hPa, while nearing landfall. [6] It made landfall on the afternoon of the same day near the Isabela-Aurora border, moving slightly to the north-northwest. [8] It traversed the Northern Luzon that night, while weakening to a severe tropical storm. [8] [6] On October 5, it moved ashore on Lingayen Gulf, before moving on the South China Sea by the afternoon. [8] [6] Interaction with Ed, which was located to the south of Japan and a high pressure over South China forced Flo to undergo a cyclonic loop near Pangasinan before making landfall again near Bolinao before dawn, as a high-end tropical storm. [8] [6] At first, Flo is forecasted to move through the west, making landfall in South China; however, due to these circumstances, the system accelerated even closer to the country. [6] Moving to the northeast, it made another and last landfall near San Fernando, La Union at night. [8] [6] On the next morning, Flo has exited the Philippines landmass, before passing near the Nansei Islands, just before starting its extratropical transition. [6] At 18:00 UTC of October 18, it then fully became extratropical near Japan. [4] The remnants of the system accelerated to the north-northeast, before dissipating on 06:00 UTC of October 11 over the Sea of Okhotsk. [4]

Preparations

As Flo approaches the Philippines, all the domestic and international flights at Ninoy Aquino International Airport were cancelled and over 3,000 families were evacuated. [2] Some residents near the mountains and lahar-threatened communities were also forced to leave. [2] Military trucks were also dispatched to help the evacuees and rescue equipment were readied in case of flash floods. [2] [10] Sea vessels and large cargo boats were advised to dock in a safe place due to possible storm surge and the Department of Education suspended primary and secondary classes. [11] Isabela, Cagayan, Ifugao, and several other nearby provinces, including the populous Metro Manila have been placed on storm alerts. [11] [12] Government offices were also suspended. [12] The Philippine President at that time, Fidel V. Ramos, approved 10.2 million ($360,000) from the calamity fund for food packs that would be given to the evacuees. [2]

Impact

Between 02:00 and 04:00 UTC, Flo (known as Kadiang in the Philippines) made landfall between Isabela and Aurora coastline, causing large storm surges. [8] [13] [14] At least 576 died, and both an unknown number of missing and injured were reported from the typhoon. [15] [8] [16] In the capital Manila, strong winds broke the moorings of a barge and another small freighter, pushing them to the shorelines of the Roxas Boulevard. [15] [17] [18] The capital also experienced 93 mph winds from the storm. [19] Two more fishing ships, MV Camiguan and MV Uniselva, were also washed out in the shores off Manila Bay due to storm surges. [20] [21] Mudflows from Mount Pinatubo were also triggered by the typhoon, inundating houses in Pampanga. [2] Over 40,000 hectares of farmland were also destroyed and/or flooded in Central and Northern Luzon. [2] Widespread flooding were also reported at these areas, including some parts of Calabarzon and Metro Manila. [2] [10] Adding on, over 384,802 families were affected. [2]

As reported by the National Disaster Coordinating Council, the total damages from the typhoon were estimated at 5.3 billion ($188 million, 2005 USD). [2] [22] [23] The total deaths were finalized from 86 to 576 individuals, making it one of the deadliest tropical cyclones to hit the country. [7] [24]

Aftermath

International aid

President Fidel Ramos declared vast majority of Northern Luzon in state of calamity due to the catastrophic effects of Flo in the Philippines. [25] The president also approved $1.35 million for agricultural rehabilitation. [25]

However, these efforts were halted as Typhoon Ira of early-November of the same season caused heavy destruction towards the country. [26]

The season's first named storm, Kujira, developed on May 3 while the season's last named storm, Nida, dissipated on December 3.

Typhoon Chan-hom, known in the Philippines as Typhoon Emong, was the sixth tropical depression and the second tropical storm to develop during the 2009 Pacific typhoon season. Chan-hom developed out of an area of convectional cloudiness associated with an area of disturbed weather which originated from the remnants of Tropical Depression Crising and formed southeast of Nha Trang, Vietnam on May 2. Moving towards the northeast, it slowly organized according to JTWC who issued a TCFA, and JMA classified Chan-hom as a minor tropical depression later that day. The next day, both JTWC and JMA upgraded the depression to a tropical storm and named it Chan-hom. On May 6, the storm intensified into a Category 1 typhoon, and on May 7, Chan-hom intensified into a Category 2 typhoon equivalent. However, Chan-hom weakened into a severe tropical storm after passing northern Luzon. On May 14, Chan-hom regenerated into a Tropical Depression, before dissipating late on May 15.

Tropical Storm Mujigae, known in the Philippines as Tropical Depression Maring was a tropical storm that affected the Philippines, China, Hong Kong, and Vietnam in September 2009. Mujigae originated from an area of convection that developed along with a monsoon trough with favorable conditions on 8 September. The disturbance organized to a tropical depression and was assigned the names 14W by the Joint Typhoon Warning Center and Maring by PAGASA later that day. Tropical Depression 14W would rapidly develop and attain tropical storm status by the JMA and be assigned the name Mujigae on 10 September. Mujigae soon encountered unfavorable conditions with wind shear and make landfall in Hainan Island on 11 September and Vietnam on 12 September before rapidly weakening and dissipating.

The 2011 Pacific typhoon season was a below average season that produced a total of 21 named storms, 8 typhoons, and four super typhoons. This season was much more active than the previous season, although both seasons were below the Pacific typhoon average of 26. The season ran throughout 2011, though most tropical cyclone tend to develop between May and October. The season's first named storm, Aere, developed on May 7 while the season's last named storm, Washi dissipated on December 19.

Typhoon Conson, known in the Philippines as Typhoon Basyang, was the second tropical cyclone during the 2010 Pacific typhoon season to impact the Philippines. Developing out of a tropical disturbance east of the Philippines on July 11, 2010, Conson quickly developed as it tracked nearly due west. Favorable environmental conditions, such as low wind shear and warm sea surface temperatures, allowed the system to intensify into a severe tropical storm by July 12. Around the same time, the JTWC assessed the storm to have been equivalent to a Category 1 hurricane. The following day, Conson struck Quezon Province with winds of 100 km/h (60 mph) before weakening. After crossing the archipelago, the storm entered the South China Sea where it was able to re-strengthen. By July 16, Conson attained typhoon status as it neared the southern Chinese island of Hainan. After brushing the island at peak intensity with sustained winds estimated at 130 km/h (80 mph), the storm weakened in the Gulf of Tonkin due to less favorable conditions. The storm eventually made landfall near Hanoi, Vietnam on July 17 and dissipated the following day.

Typhoon Nalgae, known in the Philippines as Typhoon Quiel, was a powerful tropical cyclone that struck the Philippines, and it affected Hainan, China as a weak tropical storm. Nalgae was the eighth typhoon and the fourth super typhoon in 2011. Forming as the 32nd tropical depression of the season, the system formed on September 26 over the Philippine Sea. On September 27, it was named Nalgae as it explosively intensified into a typhoon on the next day. Nalgae reached its peak intensity as a Category 4 typhoon on September 30 while it made landfall over Luzon. Nalgae weakened into a tropical storm as it entered the South China Sea on October 1. Nalgae made landfall over the island of Guandong in China on October 4 as it weakened to a tropical depression. Nalgae dissipated on October 5 east of Vietnam.

<span class="mw-page-title-main">2020 Pacific typhoon season</span> Typhoon season in the Western Pacific Ocean

The 2020 Pacific typhoon season was the first with below-average tropical cyclone activity since 2017, with 23 named storms, 10 of which became typhoons and only 2 became super typhoons. This low activity was a consequence of La Niña that persisted from the summer of the year. It had the fifth-latest start in the basin on record, slightly behind 1973, and was the first to start that late since 2016. The first half of the season was unusually inactive, with only four systems, two named storms and one typhoon at the end of July. Additionally, the JTWC recorded no tropical cyclone development in the month of July, the first such occurrence since reliable records began. The season's first named tropical cyclone, Vongfong, developed on May 8, while the season's last named tropical cyclone, Krovanh, dissipated on December 24. However, the season's last system was an unnamed tropical depression which dissipated on December 29.

<span class="mw-page-title-main">Tropical Storm Rumbia (2013)</span> Pacific severe tropical storm in 2013

Severe Tropical Storm Rumbia, known in the Philippines as Tropical Storm Gorio, was a tropical cyclone that brought widespread flooding in areas of the Philippines and China late June and early July 2013. The sixth internationally named storm of the season, Rumbia formed from a broad area of low pressure situated in the southern Philippine Sea on June 27. Steadily organizing, the initial tropical depression moved towards the northwest as the result of a nearby subtropical ridge. On June 28, the disturbance strengthened to tropical storm strength, and subsequently made its first landfall on Eastern Samar in the Philippines early the following day. Rumbia spent roughly a day moving across the archipelago before emerging into the South China Sea. Over open waters, Rumbia resumed strengthening, and reached its peak intensity with winds of 95 km/h (50 mph) on July 1, ranking it as a severe tropical storm. The tropical cyclone weakened slightly before moving ashore the Leizhou Peninsula late that day. Due to land interaction, Rumbia quickly weakened into a low pressure area on July 2 and eventually dissipated soon afterwards.

<span class="mw-page-title-main">Typhoon Chebi (2006)</span> Pacific typhoon in 2006

Typhoon Chebi, known in the Philippines as Super Typhoon Queenie, was a powerful typhoon that impacted Luzon during November 2006. Chebi is the third typhoon since Typhoon Xangsane to hit the country destructively. The 30th tropical depression developed east of the Mariana Islands on October 31 as a weak disturbance. The system was dubbed into a tropical depression on November 8, until both the JMA and PAGASA upgraded it to a tropical storm on November 9. Chebi rapidly intensified to a Category 4 typhoon the next day and made landfall over northern Philippines on November 11. The system finally dissipated near Hong Kong and Vietnam on November 14.

Typhoon Nari, known in the Philippines as Typhoon Santi, was a strong and deadly tropical cyclone that first struck Luzon before striking Vietnam. The storm was the 41st depression and the 8th typhoon in the 2013 typhoon season. Typhoon Nari was a deadly typhoon that made landfall in the Philippines and Vietnam. Nari made landfall on October 14, 2013 as a moderate category 1 typhoon.

<span class="mw-page-title-main">Tropical Storm Rumbia (2000)</span> Pacific tropical storm in 2000

Tropical Storm Rumbia, known in the Philippines as Tropical Storm Toyang, brought deadly flooding to the central and southern Philippines in November and December 2000. The last of three consecutive tropical cyclones of at least tropical storm intensity to strike the Philippines, Rumbia began as a tropical depression on November 27, gradually intensifying to reach tropical storm intensity the next day. Strengthening later stagnated, and Rumbia would weaken back to depression status as it made landfall on the central Philippines on December 1. Though the Japan Meteorological Agency (JMA) determined Rumbia to have dissipated on December 2, the Joint Typhoon Warning Center (JTWC) continued to monitor the system over the next few days as it tracked across the South China Sea. For a period of time beginning on December 5, Rumbia reorganized and strengthened back to tropical storm intensity before wind shear began to weaken the system. Located south of Vietnam on December 7, the storm's circulation center became devoid of convection, and by then Rumbia was declared by the JTWC to have dissipated.

<span class="mw-page-title-main">Tropical Storm Linfa (2015)</span> Pacific typhoon in 2015

Severe Tropical Storm Linfa, known in the Philippines as Severe Tropical Storm Egay, was a tropical cyclone that affected the northern Philippines, Taiwan and southern China in early July 2015. The tenth named storm of the annual typhoon season, Linfa developed on July 1 over in the Philippine Sea. It moved erratically westward toward the Philippines, eventually striking the island of Luzon on July 4. Linfa weakened across the island, but reorganized over the South China Sea. It turned northward and strengthened to near typhoon intensity, or winds of 120 km/h (75 mph), but weakened as it curved to the northwest toward southern China. On July 9, the storm made landfall along the Chinese province of Guangdong, dissipating the next day west of Hong Kong.

<span class="mw-page-title-main">Typhoon Koppu</span> Pacific typhoon in 2015

Typhoon Koppu, known in the Philippines as Super Typhoon Lando, was a powerful and devastating tropical cyclone that struck Luzon in October 2015. It was the twenty-fourth named storm and the fifteenth typhoon of the annual typhoon season. Similar to Goni earlier in the year, Koppu originated from a tropical disturbance east of the Mariana Islands on October 10. Moving briskly west, the system consolidated into a tropical depression the following day and further into a tropical storm on October 13. Situated over the warm waters of the Philippine Sea, Koppu quickly deepened. The storm reached its peak intensity on October 17 with ten-minute sustained winds of 185 km/h (115 mph) according to the Japan Meteorological Agency (JMA). The Joint Typhoon Warning Center assessed Koppu to have been a Category 4-equivalent super typhoon with one-minute sustained winds of 240 km/h (150 mph). The storm subsequently made landfall at this strength near Casiguran, Philippines. Rapid weakening ensued due to interaction with the mountainous terrain of Luzon and the disheveled core of Koppu emerged over the South China Sea on October 19. Unfavorable environmental conditions inhibited reorganization and the system diminished to a tropical depression on October 21.

Typhoon Melor, known in the Philippines as Typhoon Nona, was a powerful tropical cyclone that struck the Philippines in December 2015. The twenty-seventh named storm and the eighteenth typhoon of the annual typhoon season, Melor killed 51 people and caused ₱7.04 billion in damage.

<span class="mw-page-title-main">2022 Pacific typhoon season</span> Typhoon season in the Western Pacific Ocean

The 2022 Pacific typhoon season was the third consecutive season to have below-average tropical cyclone activity, with twenty-five named storms forming. Of the tropical storms, ten became typhoons, and three would intensify into super typhoons. The season saw a slightly below average activity by named storm count, although many of the storms were weak and short-lived, particularly towards the end of the season. This low activity was caused by an unusually strong La Niña that had persisted from 2020. The season's first named storm, Malakas, developed on April 6, while the last named storm, Pakhar, dissipated on December 12. The season's first typhoon, Malakas, reached typhoon status on April 12. The season ran throughout 2022, though most tropical cyclones typically develop between May and October. Tropical storms Megi and Nalgae were responsible for more than half of the casualties, while typhoons Hinnamnor and Nanmadol both caused $1 billion in damages.

<span class="mw-page-title-main">Tropical Storm Barijat</span> Pacific tropical storm in 2018

Tropical Storm Barijat, known in the Philippines as Tropical Storm Neneng, was a weak tropical storm that caused flooding in the far northern regions of the Philippines and Southern China. Barijat, which is a Marshallese word for coastal areas impacted by waves or winds, the thirty-third tropical depression and twenty-third tropical storm of the 2018 Pacific typhoon season, it was first noted as an area of convection in the South China Sea on September 6. On September 8, it was upgraded to a tropical depression, and by September 11, it intensified into a tropical storm, with the Japan Meteorological Agency (JMA) giving it the name Barijat. Barijat peaked in intensity 6 hours later, with 10-min winds of 40 knots and 1-min winds of 45 knots. Barijat continued westward, and on November 12 at 00:30 UTC, it made landfall over Zhanjiang, quickly dissipating afterwards.

<span class="mw-page-title-main">Typhoon Manny</span> Pacific typhoon in 1993

Typhoon Manny, known in the Philippines as Typhoon Naning, was a long-lived and deadly tropical cyclone that struck the Philippines during the 1993 Pacific typhoon season. It was the second typhoon to hit the Visayas, in the central Philippines, that year, following Kyle. The twenty-ninth named storm and fifteenth typhoon of the season, the system formed from a near-equatorial trough that also spawned Lola during the month in the east Caroline Islands on December 3. Moving northwestwards, it strengthened to a tropical storm on the next day before intensifying further to a severe tropical storm that night. The system attained typhoon status on December 8, while making an anticyclonic loop, nearly the same as Pamela, 11 years later. It then rapidly intensified while moving to the southwest, with the typhoon reaching its peak of 220 km/h (135 mph) and an unusually high barometric pressure of 960 mbar before crossing the central Philippines on December 10 and 11. It soon moved through the South China Sea as a tropical storm before weakening to a tropical depression as it encountered high wind shear. However, it restrengthened back to a tropical storm as it moved back again to a favorable environment before passing to the south of Vietnam as the system weakened back below gale-force winds. It then dissipated on December 16 as it passed through Thailand.

<span class="mw-page-title-main">Typhoon Saola (2023)</span> Pacific typhoon in 2023

Typhoon Saola, known in the Philippines as Super Typhoon Goring, was a powerful and erratic tropical cyclone that affected the Philippines, southern Taiwan, Hong Kong, Macau and South China. The name Saola, is in reference to a rare animal found in Vietnam. The ninth named storm, seventh typhoon, and third super typhoon of the 2023 typhoon season, Saola originated from an area of convection east of Taiwan and headed southwestwards.
