Vishnu Bhagwat,PVSM,AVSM is a former Chief of the Naval Staff of India.
He is the first and only Chief of Naval Staff who was relieved from office while still serving and stripped of Admiral rank as punitive measure. [1] [2]
He went to School at The Lawrence School,Sanawar on a Govt. of India scholarship for talented children. Vishnu Bhagwat was commissioned into the Indian Navy on 1 January 1960. A graduate of the National Defence Academy,he was awarded the Telescope for the Best All-Round Cadet on the training ship,INS Tir and the Sword of Honour for the Best All-Round Midshipman of the Fleet.[ citation needed ]
In his 36 years of service he had a vast and varied experience in combat operations,warship production,acquisition and acceptance,personnel management and command. He was actively associated with the 1961 Goa Liberation Operations. He was promoted to lieutenant-commander on 1 April 1970. [3] During the 1971 Indo–Pak war his ship was in the escort groups for missile boats responsible for humbling the adversary. A Specialist in Communication and Electronic Warfare,he was Flag Lt. to Chief of the Naval Staff in 1968–70 and Naval Assistant to Chief of the Naval Staff in 1986–87.[ citation needed ]
Bhagwat was promoted to commander on 1 January 1976. [4] He completed his first major command in INS Amini with the Western Fleet before being assigned as the Fleet Operations Officer of the same Fleet (1978–79). Promoted to captain on 1 January 1982, [5] he commissioned the third Rajput class guided missile destroyer (DDG),INS Ranjit in September 1983 and was in command for 2½years during which the ship set new fleet standards/records in weapons,sensors and operations.[ citation needed ]
On promotion to Flag rank as rear admiral on 11 January 1988, [6] he served as additional DG Defence Planning Staff,Chief of Staff of Western Naval Command and commanded the Eastern Fleet. He was promoted to vice-admiral on 5 October 1992. [7] He was Deputy Chief of the Naval Staff for two years at the Naval Headquarters. Prior to taking over as the Chief of the Naval staff on 1 October 1996,he was Flag Officer Commanding-in-Chief Western Naval Command.[ citation needed ]
In his appointments in Flag rank,Bhagwat made dedicated efforts to enhance self-reliance in defence production and development of indigenous skills and technological know-how. He played a key role in ushering the era of 'computerisation' in the Navy. He was inspired by the rigorous technological approach adopted by United States Navy Admiral Hyman Rickover "Father of the Nuclear Navy" and Soviet Admiral of the Fleet Sergey Georgiyevich Gorshkov. In an article authored in 2014 he cautioned that relying on an ad hoc decision-making process,without a carefully considered overall perspective on the implications of FDI in armament technology,is not a substitute for building a comprehensive plan and robust policy for the country's inclusive growth,development and security.
An alumnus of the National Defence Academy,Khadakwasla Pune,Defence Services Staff College,Wellington,Tamil Nadu,National Defence College New Delhi,Bhagwat is a recipient of Ati Vishisht Seva Medal (AVSM) in 1986 and was conferred the Param Vishisht Seva Medal (PVSM) on 26 January 1996.
He is an author of a number of papers,articles and has written two well known books,namely An Eye Opening as I Saw and Betrayal of the Armed Forces - The Inside Truth
Vishnu Bhagwat was appointed chief of naval staff on 30 September 1996 and was relieved of office on 30 December 1998 under Article 310 of the Constitution of India. The unprecedented and much publicised row between the government and the admiral began after the Cabinet appointments committee appointed Vice-Admiral Harinder Singh as deputy chief of the naval staff. Refusing to accept the Cabinet order,Admiral Bhagwat went public with his opposition to the government's decision. The government said that a series of actions from Admiral Bhagwat "were in deliberate defiance of the government." The Supreme Court of India later dismissed a petition by the former Navy chief challenging the Government's decision to dismiss him from service and the punitive measure to strip him of the title of Admiral. He moved to Mumbai with his wife. [9]
After Bhagwat's dismissal,All India Anna Dravida Munnetra Kazhagam leader J Jayalalitha,who had offered support to the ruling BJP-led coalition government at the centre,demanded that the former naval chief should be reinstated;Defence Minister George Fernandes should quit or be relieved of his portfolio;and a Joint Parliamentary Committee probe should be ordered. The government rejected her demands. J Jayalalitha met President K R Narayanan on 12 April 1999 and withdrew the 18-MP support to the Bharatiya Janata Party led coalition government.
In 2003,Bhagwat reportedly questioned installation of Veer Sarvarkar's portrait in the Central Hall of Parliament of India. This invited the ire of the Shiv Sena,a political party of India,and they gheraoed and assaulted Bhagwat. [10] [11]
He is married to Niloufer Bhagwat,who was a lawyer. [12] He has a son and a daughter. [9]
Admiral Laxminarayan Ramdas,PVSM,AVSM,VrC,VSM,ADC was an Indian naval officer who was a flag officer of the Indian Navy. Ramdas first served in the Indian Navy in 1953,before being promoted as a flag lieutenant to Ram Dass Katari,the first Indian Chief of the Naval Staff Admiral. In the Indo-Pakistani war of 1971,he was involved in a naval blockade of East Pakistan,hindering attempts to evacuate 93,000 troops and leading to East Pakistan's surrender. During his service in the military confrontation,he was awarded the Vir Chakra. Ramdas later served as the 13th Chief of Naval Staff from 1990 to 1993.
Admiral Vijai Singh Shekhawat,PVSM,AVSM,VrC,ADC is a former Chief of Naval Staff of the Indian Navy. He was 14th Chief of Naval Staff and served as Navy Chief from September-30 1993 to September-30 1996. Admiral Shekhawat is a Patron of the General K.S. Thimayya Memorial Trust.
Admiral Arun Prakash,PVSM,AVSM,VrC,VSM is a former Flag Officer of the Indian Navy. He served as the Chief of the Naval Staff from 31 July 2004 to 31 October 2006 and as the Chairman of the Chiefs of Staff Committee from 31 January 2005 to 31 October 2006. He is one of India's most decorated naval officers.

He previously served as the Flag Officer Commanding-in-Chief (FOC-in-C) of the Southern Naval Command and Flag Officer Commanding Eastern Fleet (FOCEF). Admiral Radhakrishna Hariram Tahiliani,PVSM,AVSM was a Flag officer in the Indian Navy. He served as the 11th Chief of the Naval Staff from 1 December 1984 until 30 November 1987. His prior commands included those as the Flag Officer Commanding-in-Chief (FOC-IN-C) of the Western Naval Command,FOC-IN-C of the Southern Naval Command and Flag Officer Commanding Western Fleet (FOCWF). Admiral Jayant Ganpat "Podgy" Nadkarni,PVSM,AVSM,NM,VSM,ADC was an Indian Navy Admiral who served as the 12th Chief of the Naval Staff of the Indian Navy from 1 December 1987 to 30 November 1990.
Admiral Sourendra Nath Kohli,PVSM was an Indian Navy admiral who served as the 7th Chief of the Naval Staff from 1 March 1973 until 29 February 1976. Kohli served as the Flag Officer Commanding-in-Chief (FOC-IN-C) of the Western Naval Command during the Indo-Pakistan War of 1971 and successfully led Indian Navy's Western Fleet in Operation Trident and Operation Python against the Pakistan Navy fleet in Karachi. His prior commands include those as the commanding officer of INS Mysore (C60) and INS Rana (D115).
Vice Admiral Gulab Mohanlal Hiranandani,PVSM,AVSM,NM was a former flag officer in the Indian Navy. He served as the Vice Chief of the Naval Staff from 1987 to 1989. Prior to that,he served as the Flag Officer Commanding-in-Chief Southern Naval Command. He was the Commissioning Commanding Officer of the INS Rajput (D51),the lead vessel of the Rajput class destroyers. He was awarded the Nausena Medal for gallantry during the Indo-Pakistan War of 1971.
Vice Admiral Rustom Khushro Shapoorjee 'Rusi' Ghandhi,PVSM,VrC was a former flag officer in the Indian Navy. He last served as the Flag Officer Commanding-in-Chief Western Naval Command from 1977 to 1979. He is the only officer to have commanded ships in all wars and conflicts post Independence. He commanded the frigate INS Betwa (1959) during the Annexation of Goa,the destroyer INS Khukri (F149) during the Indo-Pakistani War of 1965 and the cruiser INS Mysore (C60) during the Indo-Pakistani War of 1971.
Admiral Sunil Lanba,PVSM,AVSM,PJG,ADC is a retired Indian naval officer who served as the 23rd Chief of the Naval Staff of the Indian Navy. He assumed the office on 31 May 2016 after Admiral Robin K. Dhowan and demitted office three years later on 31 May 2019. During this time,he also served as Chairman of the Chiefs of Staff Committee and Honorary Aide-de-Camp to the President of India.

He took over the position from Admiral Sunil Lanba who was promoted to Chief of Naval Staff,and was succeeded by Vice Admiral Ajit Kumar.

Vice Admiral Ajit Kumar PVSM,AVSM,VSM,ADC is a retired Indian Navy Admiral. He served as Flag Officer Commanding-in-Chief (FOC-in-C) Western Naval Command. He assumed the position on 31 January 2019 after Vice Admiral Girish Luthra's retirement and superannuated on 28 February 2021. Prior to this appointment,he served as Vice Chief of Naval Staff.

Previously,he served as the Flag Officer Commanding-in-Chief,Western Naval Command. In his prior appointments,he served as the Chief of Integrated Defence Staff,Chief of Personnel,Controller Personnel Services,the Flag Officer Commanding Western Fleet,Flag Officer Sea Training and the Chief of the Staff of the Western Naval Command. He was the Commandant of the Naval War College,Goa and served as a naval advisor to the government of Seychelles. He is an alumnus of National Defence Academy,the Naval War College,the Army War College,Mhow and the Royal College of Defence Studies.
Vice Admiral Murlidhar Sadashiv Pawar,PVSM,AVSM,VSM is a retired officer of the Indian Navy. He served as the Deputy Chief of the Naval Staff. He assumed office from Vice Admiral G Ashok Kumar on 30 January 2019 and served till 31 May 2021 till his retirement. He is succeeded by Vice Admiral Ravneet Singh. Prior to this appointment,he served as chief of staff,Eastern Naval Command.
Vice Admiral Ravindra Bhartruhari Pandit,PVSM,AVSM is a former Flag Officer of the Indian Navy. He last served as the Commander-in-Chief,Strategic Forces Command. He assumed the position from Air Marshal Rajesh Kumar. He earlier served as the Chief of Staff of the Western Naval Command,as Commandant of Indian Naval Academy and as the Flag Officer Commanding Western Fleet.
Admiral Dinesh Kumar Tripathi,PVSM,AVSM,NM is a serving four star flag officer of the Indian Navy. He is the current and the 26th Chief of the Naval Staff. He took over as the 26th CNS succeeding Admiral R. Hari Kumar on 30 April 2024. He previously served as the 38th Vice Chief of the Naval Staff. He earlier served as the Flag Officer Commanding-in-Chief Western Naval Command,prior to that he served as the Chief of Personnel (COP) and as the Director General of Naval Operations (DGNO).
