Expansion season | 1995 |
The 1995 National Football League expansion draft was held on February 15, 1995. [1] The two new expansion teams, the Carolina Panthers and the Jacksonville Jaguars, alternated picks from lists of unprotected players from existing franchises. Existing NFL teams made six players available, [2] and the new teams were required to pick a minimum of 30 and a maximum of 42 players. Each time one of the expansion franchises selected a player from an existing team, that team was then permitted to remove a remaining player from its list of available players.
The Jaguars were awarded the first pick in the expansion draft after winning a coin toss. The Panthers were then awarded the first overall pick in the 1995 NFL draft (which they would eventually trade to the Cincinnati Bengals), and the Jaguars were given the second pick.
The Panthers ultimately picked 35 players, while the Jaguars picked 31.

Don Bosco Anthony Boselli Jr. is an American former professional football player who was a tackle in the National Football League (NFL) for seven seasons with the Jacksonville Jaguars. He played college football for the USC Trojans, winning the Morris Trophy in 1994. Boselli was the first player drafted by the Jaguars, who selected him second overall in the 1995 NFL draft.
An expansion draft, in professional sports, occurs when a sports league decides to create one or more new expansion teams or franchises. This occurs mainly in North American sports and closed leagues. One of the ways of stocking the new team or teams is an expansion draft. Although how each league conducts them varies, and they vary from occasion to occasion, the system is usually something similar to the following:
Mark Allen Brunell is an American football coach and former quarterback who is the quarterbacks coach for the Detroit Lions of the National Football League (NFL). He previously played in the NFL for 19 seasons, most notably with the Jacksonville Jaguars. For his accomplishments in Jacksonville, he was inducted to the Pride of the Jaguars in 2013.
The NFL draft, officially known as the Annual Player Selection Meeting, is an annual event which serves as the most common source of player recruitment in the National Football League. Each team is given a position in the drafting order in reverse order relative to its record in the previous year, which means that the last place team is positioned first and the Super Bowl champion is last. From this position, the team can either select a player or trade its position to another team for other draft positions, a player or players, or any combination thereof. The round is complete when each team has either selected a player or traded its position in the draft. The first draft was held in 1936 and has been held every year since.
The 1995 NFL season was the 76th regular season of the National Football League (NFL). The league expanded to 30 teams with the addition of the Carolina Panthers and the Jacksonville Jaguars. The two expansion teams were slotted into the two remaining divisions that previously had only four teams : the AFC Central (Jaguars) and the NFC West (Panthers).
Willie Bernard Jackson Jr. is an American former professional football wide receiver in the National Football League (NFL) for the Dallas Cowboys, Jacksonville Jaguars, Cincinnati Bengals, New Orleans Saints, Atlanta Falcons and Washington Redskins. He played college football at the University of Florida. As a football coach, he was the wide receivers coach for the Orlando Apollos of the Alliance of American Football (AAF).
The history of the Houston Texans began in 2002, bringing the National Football League back to Houston, Texas after the city's previous franchise, the Houston Oilers, relocated to Nashville, Tennessee to eventually become the Tennessee Titans. The Texans are the newest franchise in the NFL. Despite some growing pains in the first nine years of their existence, the Texans became a more dominant team in the NFL's AFC South division in the 2010s, though they have yet to appear in a Super Bowl or a conference championship game.
The history of the Jacksonville Jaguars, an American football team in the National Football League (NFL), formally dates to November 30, 1993, when the NFL awarded Jacksonville, Florida the expansion franchise that became the Jacksonville Jaguars. The Jaguars, along with the Carolina Panthers, started play in the 1995 NFL season as expansion teams.
The Carolina Panthers' history formally dates back to 1993, when the NFL awarded the franchise to Charlotte, North Carolina. The Panthers, along with the Jacksonville Jaguars, began play in the 1995 NFL season as expansion teams. They have played in Charlotte since 1996, winning six division titles and two NFC Championships. The Panthers were the first NFL franchise based in the Carolinas and the second professional sports team based in Charlotte, the first being the NBA's Charlotte Hornets.
The 1995 Cleveland Browns season was the team's 50th season overall and 46th in the National Football League. It ultimately became their final NFL season until 1999, their final season at Cleveland Stadium, and Bill Belichick's final year as Browns head coach. The team finished 5–11, fourth in the AFC Central, though most of the season was overshadowed by the Cleveland Browns relocation controversy. The team was documented in NFL Network's A Football Life.
The 1960 NFL expansion draft was the first National Football League (NFL) draft in which a new expansion team, which eventually became known as the Dallas Cowboys, selected its initial players. The NFL awarded Dallas, Texas a franchise to compete for revenue with Lamar Hunt's Dallas Texans of the upstart American Football League. However, the Dallas expansion franchise was approved too late for it to participate in the 1960 NFL draft which had been held on November 30, 1959. Thus, Dallas is the only NFL expansion team to not have had the benefit of a college draft in its first year.
The 2002 National Football League expansion draft is the most recent National Football League (NFL) draft in which a new expansion team, named the Houston Texans, selected its first players. On October 6, 1999, in Atlanta, NFL owners had unanimously voted to award the 32nd NFL franchise and Super Bowl XXXVIII to the city of Houston, Texas. In order for the Texans to become competitive with existing teams, the league awarded them the first pick in the 2002 NFL draft and gave them the opportunity to select current players from existing teams. That selection was provided by the expansion draft, held on February 18, 2002.
The 1966 NFL expansion draft was a National Football League (NFL) draft in which a new expansion team, named the Atlanta Falcons, selected its first players. On June 30, 1965, NFL Commissioner Pete Rozelle awarded the first NFL franchise in the Deep South to the city of Atlanta and granted ownership to Rankin Smith Sr.
The 1961 NFL expansion draft was a National Football League (NFL) draft in which a new expansion team, named the Minnesota Vikings, selected its first players. That selection was provided by the expansion draft, held on January 26, 1961.
The Cleveland Browns had spent three years with its operations suspended after Art Modell had relocated the Browns' organization and players to Baltimore, Maryland to form the Baltimore Ravens at the end of the 1995 NFL season. Upon returning to the league, in order to become competitive with existing teams, the Browns were awarded the first pick in the 1999 NFL draft, and the league gave the Browns the opportunity to select current players from the other teams. That selection was provided by the 1999 National Football League expansion draft, held on February 9, 1999. 150 players were left unprotected by their teams for the Browns to draft.
Joshua Hines-Allen is an American professional football defensive end for the Jacksonville Jaguars of the National Football League (NFL). He played college football for the Kentucky Wildcats, where he won the Chuck Bednarik Award and Bronko Nagurski Trophy as a junior. Hines-Allen was selected seventh overall by the Jaguars in the 2019 NFL draft and has received two Pro Bowl selections with the team.
Brian Burns is an American professional football linebacker for the New York Giants of the National Football League (NFL). He played college football for the Florida State Seminoles and was selected by the Carolina Panthers in the first round of the 2019 NFL draft.
