The 2003 Wales Rally GB (formally the 59th Wales Rally GB) was the fourteenth round of the 2003 World Rally Championship. The race was held over four days between 6 November and 9 November 2003, and was based in Cardiff, Great Britain. Subaru's Petter Solberg won the race, his 5th win in the World Rally Championship. Sébastien Loeb is a French professional rally, racing and rallycross driver. He is the most successful driver in the World Rally Championship (WRC), having won the world championship a record nine times in a row. He holds several other WRC records, including most event wins, most podium finishes and most stage wins. Loeb retired from full time WRC participation at the end of 2012. He currently drives part time in the WRC for M-Sport Ford World Rally Team, and full time in the World Rally-Raid Championship (W2RC) for Bahrain Raid Xtreme.

Stéphane Jean-Marc Sarrazin is a French professional racing driver. He has won races across a number of single-seater, sportscar and rallying disciplines and competitions, was French Formula Renault champion in 1994, and Le Mans Series champion in both 2007 and 2010. He has finished on the podium six times at the 24 Hours of Le Mans race, including four outright second positions, although he has never won. He participated in one Formula One Grand Prix, the 1999 Brazilian Grand Prix, for Minardi as a replacement for Luca Badoer, who had injured his wrist. He suffered a big spin in the race coming up to the start-finish straight on lap 31 and scored no championship points. He also carried out testing duties for the Prost Grand Prix team during the 1999–2001 Formula One seasons and for Toyota Racing in their first season in 2002.

Timothy James Harvey is a British racing driver, best known for being the 1992 British Touring Car Champion, and the 2008 and 2010 Porsche Carrera Cup Great Britain champion. A household name in the 1990s, Harvey won sixteen races in the British Touring Car Championship between 1987 and 1995, and competed in the series until 2002. He was also the winner of the invitational Guia Race of Macau touring car event, in 1989.

James Steele McRae is a British former rally driver. He was highly successful in the British Rally Championship, winning the title a record five times in 1981, 1982, 1984, 1987 and 1988 which as of 2020 still stands. In the European Rally Championship for drivers, he was runner-up in 1982, while his highest placing in the World Rally Championship was fifteenth in 1983. McRae runs a plumbing business in his home town of Lanark. He and his wife Margaret had three sons, Colin, Alister and Stuart. Both Colin and Alister McRae were World Rally Championship drivers, with Colin winning the world championship in 1995. McRae's brother-in-law Hugh "Shug" Steele is also a former rally driver.
