The 2014 West Midlands Police and Crime Commissioner by-election was a by-election for the position of Police and Crime Commissioner in the West Midlands Police region of the United Kingdom, held on 21 August 2014. It was triggered by the death of Bob Jones, the inaugural West Midlands Police and Crime Commissioner, who died on 1 July 2014. [1] [2] [3]
The election had to be held with 35 working days of the vacancy by virtue of Section 51 of the Police Reform and Social Responsibility Act 2011. [4] On 4 July 2014, Birmingham City Council, who oversaw the election, confirmed that the poll would be held on 21 August 2014. [5]
On 25 July 2014, Birmingham City Council published the statement of persons nominated, which confirmed that four people had been validly nominated to stand: [6]
Jamieson won the election with 50.83% of first preference votes on a turnout of 10.38%. [12] Turnout ranged between 9.78% in Sandwell to 11.58% in Solihull. [13] Alexandra Runswick, director of the pressure group Unlock Democracy, said that "few voters knew that the election was happening and even fewer cared". [13] The previous lowest turnout for a large-scale by-election in the United Kingdom since the Second World War was 18.2%, in the 2012 Manchester Central by-election. [13]

David Charles Jamieson is a British politician who served as the West Midlands Police and Crime Commissioner from 2014 to 2021. A member of the Labour Party, he was previously the Member of Parliament (MP) for Plymouth Devonport from 1992 to 2005 and a Solihull Metropolitan Borough Councillor from 2010 to 2014.
There are four types of elections in Wales: elections to the House of Commons of the United Kingdom, elections to the devolved Senedd, local elections to the 22 principal areas, and the Police and Crime Commissioner elections, in addition to by-elections for each aforementioned election. Elections are held on Election Day, which is conventionally a Thursday. The 2012 police and crime commissioner elections were polls held in most police areas in England and Wales on Thursday 15 November. The direct election of police and crime commissioners (PCCs) was originally scheduled for May 2012 but was postponed in order to secure the passage of the Police Reform and Social Responsibility Act 2011 through the House of Lords. The government considers the elected commissioners to have a stronger mandate than the "unelected and invisible police authorities that they replace". The elections took place alongside by-elections for the House of Commons in Cardiff South and Penarth, Corby and Manchester Central, and a mayoral election in Bristol.
A police and crime commissioner is an elected official in England and Wales responsible for generally overseeing police forces. A police, fire and crime commissioner (PFCC) is an elected official in England responsible for generally overseeing both police forces and fire services. Commissioners replaced now-abolished police authorities. The first incumbents were elected on 15 November 2012.
Robert Moelwyn Jones, CBE was a British Labour politician who served as a member of Wolverhampton City Council from 1980 to 2013 and as the West Midlands Police and Crime Commissioner in England from 2013-14.
Ron Ball is a former Warwickshire Police and Crime Commissioner (PCC), and the first person to hold the post. At the time of his election he was the only independent PCC not to have a background in policing. After a four-decade long career in aviation as an airline pilot on both commercial and cargo flights he was elected to the newly created office of Police and Crime Commissioner on 15 November 2012. One of his first acts in the post was to endorse an alliance with a neighbouring police force aimed at pooling resources and reducing overall costs. Although his role was a non-operational one, he requested a review of a police investigation into a motoring accident that left several people injured, citing public concerns over the incident. After it emerged that police officers who held a meeting with former Conservative Chief Whip Andrew Mitchell following his involvement in the Plebgate affair had not given a proper account of their conversation, Ball became caught up in the affair after criticising the findings of the Independent Police Complaints Commission (IPCC) which recommended the officers be disciplined. Ball did not contest the 2016 election for the post, and was succeeded by Philip Seccombe of the Conservative Party.
Alan Charles was the Labour Derbyshire Police and Crime Commissioner from 2012 to 2016. He was the first person to hold the post, having been elected on 15 November 2012. In July 2015, Charles announced that he would not be seeking re-election to the position because he "wanted to spend more time with his family".

William Milroy Etheridge is an English politician who was previously a Member of the European Parliament (MEP) for the West Midlands region. He was elected in 2014 as a UK Independence Party (UKIP) candidate, but left the party in October 2018 and joined the Libertarian Party. He joined the Brexit Party in 2019 but rejoined UKIP in September 2020.
The South Yorkshire Police and Crime Commissioner is the police and crime commissioner of the South Yorkshire Police in South Yorkshire. The post was created on 21 November 2012, following an election held on 15 November 2012, and replaced the South Yorkshire Police Authority. The current South Yorkshire Police and Crime Commissioner is Alan Billings of the Labour Party, who was elected in 2014 and again in 2016. The role was created in 2012 and the initial office holder was Shaun Wright, who resigned on 16 September 2014. The police and crime commissioner is required to produce a strategic South Yorkshire Police and Crime Plan, setting out the priorities for the South Yorkshire Police, and their work is scrutinised by the South Yorkshire Police and Crime Panel.
The South Yorkshire Police and Crime Commissioner by-election was a 2014 by-election on 30 October 2014 for the position of Police and Crime Commissioner in the South Yorkshire Police region of the United Kingdom. It was triggered by the resignation of Shaun Wright, the inaugural South Yorkshire Police and Crime Commissioner, who stepped down from the position on 16 September 2014 following the Rotherham child sexual exploitation scandal. Wright had been head of children's services in Rotherham between 2005 and 2010, while events surrounding the scandal were taking place. The Labour candidate, Alan Billings, was elected.

The inaugural West Midlands mayoral election was held on 4 May 2017 to elect the Mayor of the West Midlands, with subsequent elections to be held every four years from May 2020. The election took place alongside five elections for English metro mayors and other local elections, and ahead of the general election on 8 June 2017.
The 2021 West Midlands Mayoral Election was held on 6 May 2021 to elect the mayor of the West Midlands, on the same day as other local elections across England and Wales, including councillors in six of its seven boroughs and the police and crime commissioner for the West Midlands city region. This was the second election for the post, which had its first election in 2017 due to the Cities and Local Government Devolution Act 2016. The mayor was elected using the supplementary vote system. The election was originally due to take place in May 2020, but was postponed due to the coronavirus pandemic.
Yvonne Mosquito is a British politician who served as the 109th Lord Mayor of Birmingham between 2018 and 2019 for the Labour Party. She has served as a member of Birmingham City Council from 1996, currently for the ward of Bordesley and Highgate and until 2018 for the ward of Nechells. Mosquito also served as West Midlands Deputy Police and Crime Commissioner between 2012 and 2016, until a suspension in March 2016 after visiting the family of a murder victim.
Elections of police and crime commissioners in England and Wales were held on 6 May 2021, on the same day as the Senedd election in Wales and the local elections in England. This was the third time police and crime commissioner elections have been held. The elections were originally due to take place in May 2020 but were postponed owing to the COVID-19 pandemic. They were therefore held in May 2021, a year later than originally scheduled.
The 2021 Wiltshire Police and Crime Commissioner by-election was a by-election for the position of police and crime commissioner in the Wiltshire Police area of the United Kingdom, held on 19 August 2021.
