On 17 August 2016, two armed men with axes and firearms attacked the traffic police station on Shchelkovskoye highway near Moscow. Both the attackers were shot dead by police.

Traffic police

Traffic police or traffic officers, often referred to colloquially as traffic cops, are police officers who direct traffic or serve in a traffic or roads policing unit enforcing rules of the road. Traffic police include officers who patrol major roads and also police who address traffic infractions on other roads. It has been noted that:

...traffic police, who are regarded as peripheral to most police forces, participate in both authoritative intervention and symbolic justice. Perhaps alone of all the assignments, traffic police are full-service police. They are different from the rest, however, because their work is limited to a particular venue — namely, public thoroughfares — and to particular people — namely, those who operate motor vehicles. But in terms of work, traffic police are detectives as well as patrol officers.

Attack

The attack took place on Wednesday afternoon in Balashikha on the Shchelkovskoye highway, 20km (12 miles) east of Moscow. [1] The attack on the police station was carried out by two men armed with guns and axes. They seriously injured the policeman Mikhail Balakin, who was on duty in the street near the post, and opened fire on the police station building from his service weapon. By answering fire, the third inspector of the station, lieutenant Valery Pankov, managed to neutralize the attackers and called for reinforcements. [2]

Victims

Two policemen were injured, one of them, Mikhail Balakin, died in the hospital later two weeks [3] after the attack. [4]

Attackers

According to the Interfax news agency, attackers were natives of Chechnya. They were not previously known to authorities. [5] Both the attackers were shot dead by police, one died instantly, while the other later succumbed to his injuries. The attackers did not have accomplices.

Reaction

A criminal case was initiated in the Investigative Committee of Russia on the grounds of the crime provided for in Article 317 of the Criminal Code of the Russian Federation (encroachment on the lives of law enforcement officers). The official representative of the Ministry of Internal Affairs stated that the police officers who neutralized attackers will be presented to the state award. [6]

The Investigative Committee of the Russian Federation has since January 2011 been the main federal investigating authority in Russia. Its name is usually abbreviated to Sledkom. The agency replaced the Russian Prosecutor General's Investigative Committee and operates as Russia's anti-corruption agency. It is answerable to the President of Russia and has statutory responsibility for inspecting the police forces, combating police corruption and police misconduct and is responsible for conducting investigations into local authorities and federal governmental bodies.

Islamic State of Iraq and Levant released a statement claiming that the attackers were "fighters from the Islamic State" [7] and calling it revenge for Russia's aerial bombing campaign in Syria. [8]

Russian military intervention in the Syrian Civil War

The Russian military intervention in the Syrian Civil War began in September 2015, after an official request by the Syrian government for military aid against rebel groups. The intervention initially involved air strikes by Russian aircraft stationed in the Khmeimim base against targets primarily in north-western Syria, and against Syrian opposition militant groups opposed to the Syrian government, including the Syrian National Coalition, the Islamic State of Iraq and the Levant (ISIL), al-Nusra Front and the Army of Conquest. In addition, Russian special operations forces and military advisors were stationed in Syria. Prior to the intervention, Russian involvement in the Syrian Civil War had mainly consisted of supplying the Syrian Army with arms and equipment. At the end of December 2017, the Russian government said its troops would be based in Syria permanently.
