On 7 October 2019, a suicide bomber detonated an improvised explosive device in a rickshaw in Jalalabad as a minibus carrying Afghan Army recruits passed it. At least fourteen people were killed and 37 others were injured. [2] [3] [4]
The Taliban insurgency began after the group's fall from power during the 2001 War in Afghanistan. The Taliban forces fought against the Afghan government, led by President Hamid Karzai, and later by President Ashraf Ghani, and against a US-led coalition of forces that has included all members of NATO; the 2021 Taliban offensive resulted in the collapse of the government of Ashraf Ghani. Mihtarlam, also spelled Mehtar Lam, is the sixteenth-largest city of Afghanistan. It is the capital of Laghman Province and center of Mihtarlam District. It is the only large urban settlement in the province. The town is situated in the valley formed by the Alishang and Alingar rivers, 47 km northwest of the city of Jalalabad. There is a paved road between the cities that takes approximately one hour to travel by car.
In 2007, 34 terrorist attacks and clashes, including suicide attacks, killings, and assassinations, resulted in 134 casualties and 245 injuries, according to the PIPS security report. The report states that Pakistan faced 20 suicide attacks during 2007, which killed at least 111, besides injuring another 234 people. The Islamic State–Taliban conflict is an ongoing armed conflict between the Islamic State and the Taliban in Afghanistan. The conflict escalated when militants who were affiliated with Islamic State – Khorasan Province killed Abdul Ghani, a senior Taliban commander in Logar province on 2 February 2015. Since then, the Taliban and IS-KP have engaged in clashes over the control of territory, mostly in eastern Afghanistan, but clashes have also occurred between the Taliban and IS-KP cells which are located in the north-west and south-west.
A suicide car bomb exploded at a security checkpoint outside a police station in the Afghanistan capital, Kabul, on 7 August 2019. The explosion occurred in the early morning, in a predominantly Shia neighbourhood in western Kabul. At least 14 people were killed and 145 injured, mostly civilians. The Taliban claimed responsibility for the attack, citing that one of their suicide bombers attacked "a recruitment centre". The attack occurred as ongoing negotiations between the Taliban and the United States were being conducted.
