Luhansk Oblast is subdivided into districts ( raions ) which are subdivided into territorial communities ( hromadas ).

On 18 July 2020, the number of districts was reduced to eight. [1] [2] This includes territories not under control of Ukrainian government, where the old territorial division is in use. The eight districts are:

  1. Alchevsk (Алчевський район), the center is in the town of Alchevsk;
  2. Dovzhansk (Довжанський район), the center is in the town of Dovzhansk (Sverdlovsk);
  3. Luhansk (Луганський район), the center is in the city of Luhansk;
  4. Rovenky (Ровеньківський район), the center is in the town of Rovenky;
  5. Shchastia (Щастинський район), the center is in the urban-type settlement of Novoaidar;
  6. Sievierodonetsk (Сєвєродонецький район), the center is in the city of Sievierodonetsk;
  7. Starobilsk (Старобільський район), the center is in the town of Starobilsk;
  8. Svatove (Сватівський район), the center is in the town of Svatove.

Until 2020, Luhansk Oblast was subdivided into 32 regions: 18 districts ( raions ) and 14 city municipalities (mis'krada or misto), officially known as territories governed by city councils. [3]

In 2014, in Luhansk Oblast the War in Donbass started. As a result, part of the area was controlled by the Ukrainian government, whereas the rest was controlled by the forces of the Luhansk People's Republic (LPR). In particular, several raions and city municipalities were split between the government-controlled and LPR-controlled areas. To facilitate the governance, the Verkhovna Rada on 7 October 2014 made some changes in the administrative divisions, so that the localities in the government-controlled areas were grouped into districts. The list below contains LPR-controlled areas [4] [5] as well.

The raion was abolished on 18 July 2020 as part of the administrative reform of Ukraine, which reduced the number of raions of Luhansk Oblast to eight. The last estimate of the raion population was 22,856.

Shchastia Raion is a raion (district) of Luhansk Oblast, Ukraine. It was created in July 2020 as part of the reform of administrative divisions of Ukraine. The de jure administrative center of the raion is the city of Shchastia, although, until 2022, the de facto administrative center was located in the urban-type settlement of Novoaidar because the city of Shchastia was situated too close to territory controlled by Russia via its Luhansk People's Republic proxy militias. Population: 77,615. Following the full-scale Russian invasion of Ukraine in 2022, the entire region fell under Russian control.

Rovenky Raion is a prospective raion (district) of Luhansk Oblast, Ukraine. It was formally created in July 2020 as part of the reform of administrative divisions of Ukraine. The center of the raion is in the town of Rovenky. Population: 294,125. The area of the raion is controlled by Russia, which continues to use the old, pre-2020 administrative divisions of Ukraine.

Novoaidar is a rural settlement in Shchastia Raion, Luhansk Oblast, in the Donbas region of eastern Ukraine. Resirence of Novoaidar settlement hromada. Novoaidar is 57km, by road from regional centre Luhansk, 43km from Sieverodonetsk, and 747km from Kyiv. Novoaidar is located on the river Aidar, and is on Highway H21, which runs from Donetsk to Starobilsk.
