Luhansk Oblast is subdivided into districts ( raions ) which are subdivided into territorial communities ( hromadas ).
On 18 July 2020, the number of districts was reduced to eight. [1] [2] This includes territories not under control of Ukrainian government, where the old territorial division is in use. The eight districts are:

Until 2020, Luhansk Oblast was subdivided into 32 regions: 18 districts ( raions ) and 14 city municipalities (mis'krada or misto), officially known as territories governed by city councils. [3]
In 2014, in Luhansk Oblast the War in Donbass started. As a result, part of the area was controlled by the Ukrainian government, whereas the rest was controlled by the forces of the Luhansk People's Republic (LPR). In particular, several raions and city municipalities were split between the government-controlled and LPR-controlled areas. To facilitate the governance, the Verkhovna Rada on 7 October 2014 made some changes in the administrative divisions, so that the localities in the government-controlled areas were grouped into districts. The list below contains LPR-controlled areas [4] [5] as well.
Luhansk Oblast, also referred to as Luhanshchyna (Луга́нщина), is the easternmost oblast (province) of Ukraine. Its administrative center is the city of Luhansk. The oblast was established in 1938 and bore the name Voroshilovgrad Oblast until 1958 and again from 1970 to 1991. It has a population of 2,102,921.

The last estimate of the raion population was 39,700.

Sievierodonetsk Raion is a raion (district) of Luhansk Oblast, Ukraine. It was created in July 2020 as part of the reform of administrative divisions of Ukraine. The center of the raion is the city of Sievierodonetsk. Population: 362,539.
Shchastia Raion is a raion (district) of Luhansk Oblast, Ukraine. It was created in July 2020 as part of the reform of administrative divisions of Ukraine. The de jure administrative center of the raion is the city of Shchastia, although the de facto administrative center is located in urban-type settlement of Novoaidar because the city of Shchastia is situated too close to territory controlled by Russia. Population: 77,615.
Rovenky Raion is a prospective raion (district) of Luhansk Oblast, Ukraine. It was formally created in July 2020 as part of the reform of administrative divisions of Ukraine. The center of the raion is in the town of Rovenky. Population: 294,125. The area of raion is controlled by Russia, which continues to use the old, pre-2020 administrative divisions of Ukraine.
Novoaidar is an urban-type settlement and the de facto administrative center of Shchastia Raion in Luhansk Oblast, in the Donbas region of eastern Ukraine, located east of Sievierodonetsk. It has an estimated population of 7,773.
