Proposition 58 is a California ballot proposition that passed on the November 8, 2016 ballot. Proposition 58 repealed bilingual education restrictions enacted by Proposition 227 in 1998.

In California, a ballot proposition can be a referendum or an initiative measure that is submitted to the electorate for a direct decision or direct vote. If passed, it can alter one or more of the articles of the Constitution of California, one or more of the 29 California Codes, or another law in the California Statutes by clarifying current or adding statute(s) or removing current statute(s).

It preserves the requirement that public schools ensure students obtain an English language proficiency, require school districts to solicit parent/community input in developing language acquisition programs, require instruction to ensure English acquisition as rapidly and effectively as possible, and authorize school districts to establish dual–language immersion programs for both native and non–native English speakers. [3]

After the passage of Proposition 227 in 1998, students were required to be taught in an English-only environment, where the student was taught English by a teacher who only speaks English. Proposition 227 also required limited English proficient students who were in separate classes to be put into regular classes, ended bilingual programs, and required students to be taught in an English-only environment. Under Proposition 58, the public school systems will have the right to choose the way they see as appropriate for their students to learn English more swiftly. Parents will have a say on how the child will be taught. Students will have the option to be taught in an English-only environment, or a bilingual environment, where a person of the student's native language teaches them English. This also allows English speaking students to learn in another language. [3]

A California Department of Education spokesperson anticipated a shortage of bilingual teachers under Proposition 58. The number of bilingual credentials had fallen after Proposition 227's passage. [5]

The act was an extensive statute that funded primary and secondary education. It also emphasizes equal access to education and establishes high standards and accountability.

English for Children (Arizona Proposition 203, 2000)

Arizona Proposition 203, also known as English for the Children, is a ballot initiative that was passed by 63% of Arizona voters on November 7, 2000. It limited the type of instruction available to English language learner (ELL) students. Before Proposition 203, schools were free in terms of ELL instruction to use bilingual or immersion methods. According to a cover letter from the Arizona Department of Education Superintendent of Public Instruction Lisa Graham Keegan to the Arizona Legislature, it was impossible to make a correct analysis regarding how many students were learning through English as a second language programs, as opposed to bilingual education. The school districts had submitted "conflicting information," and 40% had not submitted any data, in spite of three deadline extensions.

The Bilingual Education Act (BEA), also known as Title VII of the Elementary and Secondary Education Amendments of 1967, approved by the 90th United States Congress on January 2, 1968, and was the first United States federal legislation recognized the needs of limited English speaking ability (LESA) students. The BEA was introduced in 1967 by Texas senator Ralph Yarborough and was signed by President Lyndon B. Johnson on January 2, 1968. While some states, such as California and Texas, and numerous local school districts around the country already had policies and programs designed to meet the special educational needs of elementary and secondary school students not fluent in the English language, this act signaled that the federal government now also recognized the need for and value of bilingual education programs in U.S. public education. Passed on the heels of the Civil Rights Movement, its purpose was to provide school districts with federal funds, in the form of competitive grants, to establish innovative educational programs for students with limited English speaking ability.

Ron Keeva Unz is a former businessman, best known for an unsuccessful race in the California gubernatorial election, 1994, and for sponsoring propositions promoting structured English immersion education. He was publisher of The American Conservative from March 2007 to August 2013. Dual language is a form of education in which students are taught literacy and content in two languages. The majority of dual language programs in the United States teach in English and Spanish, although increasing numbers of programs use a partner language other than Spanish, such as Arabic, Chinese, French, Hawaiian, Japanese, or Korean. Proposition 227 was a California ballot proposition passed on the June 2, 1998, ballot. Proposition 227 was repealed by Proposition 58 on November 8, 2016.

Structured English Immersion (SEI) is a technique for rapidly teaching English to English Language Learners. The term was coined by Keith Baker and Adriana de Kanter in a 1983 recommendation to schools to make use of Canada's successful French immersion programs. The Canadian model was developed to encourage bilingualism through immersing Anglophones in the minority language and replaced many English-only laws in various Canadian provinces before the 1960s, while in the United States the same approach was advocated to force minority speakers to adopt English.

Translanguaging involves issues of language production, effective communication, the function of language, and the thought processes behind language use.

Mother-tongue education in Hong Kong is the act of teaching in the native language of the pupils in a certain area of country, as opposed to teaching in a foreign language. The subject is especially important in regions where there is a foreign language that is highly prevalent for historical, political or economical reasons.

Spanish Bilingual education in California is the incorporation of the Spanish and English language to teach various subjects in primary education. Proposition 227 affected Spanish bilingual programs negatively by mandating that instruction be conducted "overwhelmingly in English." Although there was no direct statement in this proposition prohibiting the use of Spanish for instruction, many teachers and districts stopped teaching in the Spanish language because they were pressured to focus on English-only curriculum. However, there continue to be dual language bilingual programs in the state.

Teaching English as a foreign language (TEFL) refers to teaching the English language to students with different first languages. TEFL can occur either within the state school system or more privately, at a language school or with a tutor. TEFL can also take place in an English-speaking country for people who have immigrated there. TEFL teachers may be native or non-native speakers of English. Other acronyms for TEFL are TESL, TESOL, and ESL.
