Chao Hick Tin SC (born 27 September 1942) is a Singaporean former judge who served as the fourth attorney-general of Singapore between 2006 and 2008.
Chao was born in Singapore. He was educated at Catholic High School before graduating from the University College London with a Bachelor of Laws degree and a Master of Laws degree in 1965 and 1966 respectively. [1]
Chao was called to the Bar as a barrister of the Middle Temple in 1965. In 1967,he joined the Attorney-General's Chambers,Singapore where he rose to become a Senior State Counsel in 1979.
Chao was appointed the Head of the Civil Division in the Attorney-General's Chambers in 1982 and held that post until his elevation to the Supreme Court bench on 1 October 1987 as Judicial Commissioner. His elevation to the position of a Judge of the Supreme Court followed on 15 November 1990. On 2 August 1999,he was appointed a Judge of Appeal of the Supreme Court. On 11 April 2006 he stepped down from the court to become Attorney-General of Singapore. He ceased to be Attorney-General and was reappointed a Judge of Appeal every two years since 11 April 2008, [2] and shortly thereafter was appointed vice-president of the Court of Appeal,until he retired the day before his 75th birthday on 27 September 2017. On 5 Jan 2018,Chao was appointed senior judge of the Supreme Court for three years, [4] followed by another two-year term commencing 5 January 2021. [5]
Chao later stepped down as Senior Judge on 2 June 2022. [6]
Throughout his tenure as a judge,Chao was known to be the judge presiding over several landmark cases,including the 2015 landmark ruling of Kho Jabing,a former death row inmate who was sentenced to life imprisonment and 24 strokes of the cane in a re-trial for the 2008 murder of construction worker Cao Ruyin,after the legal reforms allowed judges to have the power to sentence those convicted of murder with no intention to kill to life in prison or death. Chao and four other judges heard the case,and Chao was one of the three judges who,based on the majority decision,elected to sentence Kho to death a second time based on the brutality of the crime and blatant disregard for human life. This ruling also coined the main sentencing guidelines for murder under the new death penalty laws of Singapore. Kho was later executed on 20 May 2016. [6] [7] [8]
Chao is also one of the founding members of the ASEAN Law Association. [9] He was also the first Commander of the Volunteer Special Constabulary,holding the rank of Assistant Commissioner of Police. [10]
In 2019,Chao was appointed as the Chairman of the Singapore Chamber of Maritime Arbitration,a leading specialist arbitration institution that provides neutral,cost-effective,and flexible framework for the resolution of shipping and international trade arbitrations. [11]
In the National Day Awards of 2008,Chao was awarded the Darjah Utama Bakti Cemerlang (Distinguished Service Order) for his special contributions to the Pedra Branca dispute case. [12] [13]
Pedra Branca is an outlying island and the easternmost point of Singapore. The name of the island,which is Portuguese for "white rock",refers to whitish guano deposited on the rock. The island consists of a small outcrop of granite rocks with an area of about 8,560 square metres (92,100 sq ft) at low tide. During the low water spring tide it measures,at its longest,137 metres (449 ft) and has an average width of 60 metres (200 ft). Pedra Branca is situated at 1°19′48″N104°24′27″E,where the Singapore Strait meets the South China Sea.
A stay of execution is a court order to temporarily suspend the execution of a court judgment or other court order. The word "execution" refers to the imposition of whatever judgment is being stayed and is similar to an injunction.
Tan Lee Meng is an emeritus professor in the National University of Singapore Faculty of Law. He was first appointed as a Judicial Commissioner on 2 February 1997,and then appointed Judge in August 1997,serving until he reached the mandatory retirement age of 65 on 7 July 2013. He also completed two consecutive three-year terms of service as a Senior Judge of the Supreme Court of Singapore. He returned to the NUS after his time in the judiciary,having made "outstanding contributions to the Supreme Court,the Legal Service and the legal profession." At the time of his appointment,Tan was the first ever academic to be appointed to the Supreme Court and his judgments were said to be "instructive,soundly reasoned,and easy to grasp."

A former member of the People's Action Party,he was the Member of Parliament representing the Thomson division of Bishan–Toa Payoh GRC between 2006 and 2015. Choo Han Teck is a Singaporean judge of the Supreme Court. He was formerly a lawyer before his appointment to the court as a judge. It was revealed in 2021 that Choo was one of the defence lawyers representing Adrian Lim,the infamous Toa Payoh child killer who was executed in 1988 for charges of murdering a girl and boy as ritual sacrifices. In 1994,Choo also defended Phua Soy Boon,a jobless Singaporean who was hanged in 1995 for killing a moneylender.
Steven Chong Horng Siong is a Singaporean judge who has been serving as a judge of the Court of Appeal of Singapore since 2017. He had previously served as the seventh attorney-general of Singapore between 2012 and 2014,and a judge of the High Court of Singapore between 2010 and 2012,and again between 2014 and 2017.
Thirugnana Sampanthar Sinnathuray,known professionally as T. S. Sinnathuray and to his friends as Sam Sinnathuray,was a judge of the High Court of Singapore. Educated at University College London and called to the bar at Lincoln's Inn,he practised for a few years in a law firm before beginning a career with the Singapore Legal Service,serving with the Attorney-General's Chambers as Crown Counsel and deputy public prosecutor (1960–1963),and senior state counsel (1966–1967);with the Subordinate Courts as a magistrate (1956–1959),first district judge (1967–1970),and senior district judge (1971–1978);and with the Supreme Court as deputy registrar and sheriff (1959–1960),and registrar (1963–1966). In 1978 he was elevated to the office of Judge of the High Court of Singapore,and served until his retirement in 1997.
The Pedra Branca dispute was a territorial dispute between Singapore and Malaysia over several islets at the eastern entrance to the Singapore Strait,namely Pedra Branca,Middle Rocks and South Ledge. The dispute began in 1979 and was largely resolved by the International Court of Justice (ICJ) in 2008,which opined that Pedra Branca belonged to Singapore and Middle Rocks belonged to Malaysia. Sovereignty over South Ledge belongs to the state in the territorial waters of which it is located.

Kho Jabing,later in life Muhammad Kho Abdullah,was a Malaysian of mixed Chinese and Iban descent from Sarawak,Malaysia,who partnered with a friend to rob and murder a Chinese construction worker named Cao Ruyin in Singapore on 17 February 2008. While his accomplice was eventually jailed and caned for robbery,Kho Jabing was convicted of murder and sentenced to death on 30 July 2010,and lost his appeal on 24 May 2011.
Quentin Loh Sze-On is a Singaporean judge who sits on the High Court of Singapore and the Supreme Court of Fiji.
Galing Anak Kujat is a convicted robber and a native Malaysian of Iban descent who came from Sarawak,Malaysia. He was best known to be the accomplice of Kho Jabing,a convicted murderer who also came from Malaysia and was known for his years-long battle against the death penalty in Singapore. Galing and Kho were both involved in the 2008 robbery and murder of mainland Chinese national and construction worker Cao Ruyin in Singapore. Initially facing a murder charge and possible execution,Galing was eventually imprisoned and jailed for robbery with hurt.
