Elections to City of Lincoln Council in Lincolnshire, England, were held on 6 May 1999. The whole council was up for election with boundary changes since the last election in 1998. The Labour party stayed in overall control of the Council.

Lincolnshire is a county in eastern England, with a long coastline on the North Sea to the east. It borders Norfolk to the south east, Cambridgeshire to the south, Rutland to the south west, Leicestershire and Nottinghamshire to the west, South Yorkshire to the north west, and the East Riding of Yorkshire to the north.
