The Court of Appeal of Uganda (also constituted as the Constitutional Court of Uganda) is the second-highest judicial organ in Uganda. It derives its powers from Article 134 of the 1995 Constitution. It is an appellate court when hearing cases appealed from the High Court of Uganda. However, it has original jurisdiction when adjudicating matters relating to the constitutionality of matters before it. All judgments by the Court of Appeal are theoretically appealable to the Supreme Court of Uganda, if the Supreme Court decides to hear the appeal. [1]

Location

The Court of Appeal of Uganda is located in Twed Towers, on the fourth floor, along Kafu Road, in the neighborhood called Nakasero, in the Central Division of Kampala, the capital and largest city in Uganda. [1] The geographical coordinates of the offices of the Uganda Court of Appeal are: 0°19'34.0"N, 32°35'01.0"E (Latitude:0.326111; Longitude:32.583611). [2]

Overview

The Court of Appeal of Uganda is headed by the deputy chief justice and has fourteen other justices. The quorum required for a court decision varies depending on the matters under consideration. When sitting as an appellate court in a civil or criminal matter, the required quorum is an odd number of justices, not less than three in number. When sitting to consider a constitutional matter, quorum is achieved by an odd number of justices, not less than five. In Uganda, the Deputy Chief Justice is not a member of the Supreme Court. [1]

While there, she served at the rank of Deputy Chief Justice of Uganda. Her first name is sometimes spelled as Leticia or as Letitia.

Steven Kavuma is a Ugandan judge and the immediate former deputy chief justice of Uganda. He was appointed to that post on 5 March 2015. From April 2013 until March 2015, he served as the acting Chief Justice of Uganda, pending the appointment of a substantive Chief Justice by the President of Uganda. However, the way Uganda's judiciary is configured, the Deputy Chief Justice is not a member of the Supreme Court of Uganda, but is a member of the Court of Appeal of Uganda.

Alfonse Chigamoy Owiny-Dollo is a Ugandan lawyer and judge. He has been the Chief Justice of Uganda since 20 August 2020.

Eldad Mwangusya is a Ugandan judge who has served as a Justice of the Supreme Court of Uganda, since 2015.

Olive Kazaarwe Mukwaya, is a Ugandan lawyer and judge who, serves as the Commission Secretary of the presidential Commission of Inquiry into Land Matters in Uganda, established by president Yoweri Museveni in December 2016. Immediately prior to her appointment to this commission, she served as a Registrar, in the Planning and Development Division of the Judiciary of Uganda. There she oversaw the implementation of a multi-million dollar "Good Governance Project", funded by a donation from DANIDA, to the Government of Uganda.

Elizabeth Mpagi Bahigeine, also Elizabeth Mpagi-Bahigeine, is a Ugandan lawyer and judge who, served as the Deputy Chief Justice of Uganda from 2010 until her retirement in 2012. Immediately prior to her appointment as deputy chief justice, she was a Justice of the Court of Appeal of Uganda, which also serves as the Constitutional Court of Uganda.

Remegious Kyonooneka Kasule, commonly Remmy Kasule,, is a Ugandan lawyer and judge, who serves as a member of the Court of Appeal of Uganda.

Elizabeth Musoke is an Ugandan justice of the Supreme Court of Uganda, since November 2022.

Simon Mugenyi Byabakama is a Ugandan lawyer and judge, on the Court of Appeal of Uganda, which doubles as the country's Constitutional Court. He was appointed to the court of appeal on 11 October 2015.

The High Court of Uganda, also Uganda High Court, is the third-highest judicial organ in Uganda, behind the Supreme Court of Uganda and the Court of Appeal of Uganda. It has "unlimited original jurisdiction", with powers to try any case of any value or crime of any magnitude. It is also mandated to hear all appeals from all Magistrates Courts. High Court judgements are appealable to the Uganda Court of Appeal.

In Uganda, a Principal Judge is responsible for supervising the justices of the High Court, including the assignment of duties to members of the Court. The Principal Judge is also responsible for supervising the Magistrates Courts below the High Court.
