Dilawar Syed is a Pakistani-American businessman,entrepreneur,and government official. [1] He currently serves as Deputy Administrator of the U.S. Small Business Administration. [2] He previously served as Special Representative for Commercial and Business Affairs at the United States Department of State. [3]
Syed immigrated to the United States from Pakistan as a college student to attend the College of Wooster in Ohio. Syed earned his Bachelor of Arts in economics and computer science from the University of Texas at Austin and a Master of Business Administration from the Wharton School of the University of Pennsylvania. [4]
Before joining the U.S. Small Business Administration as Deputy Administrator, [2] Syed served as Special Representative for Commercial and Business Affairs at the U.S. Department of State. [3] Prior to his government service,Syed was an entrepreneur for 20 years in the fields of software,health care,and artificial intelligence. [5] He was the president of Freshworks, [6] where he helped scale the software company's products to thousands of small and medium-sized businesses. Freshworks would later hold its Initial Public Offering on NASDAQ in September 2021. [7] From 2018 to 2021,he was the president and CEO of Lumiata,an artificial intelligence for healthcare company. [8]
Syed was the founding chair of the California Entrepreneurship Task Force (ETF) within the Governor's Office of Business and Economic Development. [9] During the COVID-19 pandemic,ETF served as an important state resource for small businesses impacted by the pandemic. [10] Syed also served as a member of the Silicon Valley Recovery Roundtable,which was tasked with helping lead the region's economic recovery. [11] Syed’s public service started in 2010 when he was appointed by President Barack Obama to serve as a commissioner on the White House Initiative on Asian Americans and Pacific Islanders (AAPIs) [8] and chaired its Economic Growth committee. In that role,Syed led the Obama Administration's engagement with AAPI small businesses after the passage of the American Recovery and Reinvestment Act of 2009. He served as that Committee's liaison with the U.S. Small Business Administration and the United States Department of Commerce President's Export Council. [4]
Nomination
On March 3,2021,President Joe Biden nominated Syed to be Deputy Administrator of the U.S. Small Business Administration. [1] He was renominated to the post on January 3,2023. [12] Following the 2022 elections,Democrats secured a one-seat majority on the Small Business and Entrepreneurship Committee and voted to advance his nomination on March 22,2023. [13] [14] This followed nearly two years of delaying attempts by Republican members of the committee. [15] In June 2021 his nomination had been favorably voted out of the Committee in a voice vote but the parliamentarian ruled a roll call vote was required. [16] Since then,Republican members repeatedly did not attend committee meetings denying the quorum needed to take a roll call vote on his nomination in the committee,which was at that point evenly split between Republicans and Democrats. [17] Republicans conditioned his roll call vote on the SBA taking action on loans Planned Parenthood affiliates received under the Trump Administration. Republicans suggested that Syed's Muslim faith and work with Emgage Action implied he might be anti-Israel,but Jewish and other religious and civil rights organizations defended Syed,and GOP senators discontinued this allegation. [17] On June 8,Syed was confirmed by the full Senate with bipartisan support. [18] He was sworn into office on July 10,2023. [19]
Syed's nomination was backed by more than 200 [20] business,civil rights,and faith groups. In addition,he was endorsed by the United States Chamber of Commerce. [21] As of 2024,he is the highest ranking Muslim-American in the Biden-Harris Administration. [15]
Deputy Administrator Role
In a July 2024 interview with Economic Development Growth Engine for Memphis &Shelby County,Syed described his focus as SBA Deputy Administrator as ensuring "access to resources,SBA-backed loans,and contracting opportunities" [6] and showing up in under-served communities. When interviewed by the Daily Memphian ,he emphasized his outreach to underserved communities,saying,"I like to spend time in places where people don’t know about SBA resources." [9]
Hurricane Response
In October 2024,Syed traveled to Miron,North Carolina,Savannah,Georgia,Valdosta,Georgia and several other urban and rural population centers in the Southeast to survey storm damage and assess needs of survivors impacted by Hurricane Helene . [22] While announcing the expansion of SBA disaster recovery centers in the region,Syed pointed to the agency’s outreach to underserved communities that had been impacted,stating,“Communities that are underserved,that have been historically underserved,we are reaching out to them." [22]
Syed was among the first senior government officials to raise concerns over the availability of funding for SBA disaster loans and to highlight the need for Congressional action to appropriate additional funding following widespread economic damage caused by Hurricanes Helene and Milton. [22]
In February 2022,Syed was appointed as the Special Representative for Commercial and Business affairs in the Bureau of Economic and Business Affairs at the Department of State. [3] As Special Representative,he drove commercial diplomacy and advances trade,commercial,and economic policies for American companies and workers. [23]
Commercial and Economic Engagement
Syed drove commercial diplomacy at the State Department. The office's mission is to promote the U.S. private sector abroad and ensure there is "a level playing field for [US] companies to compete and win". [24] In 2022,he embarked on ten bilateral visits to promote U.S. commercial interests overseas. [24] In March 2022,Syed joined Commerce Secretary Gina Raimondo and Senator Roy Blunt on a presidential delegation to commemorate U.S. National Day at the Expo 2020 Dubai.
In July 2022,Syed visited South Asia,touring India, [25] Pakistan, [26] and Bangladesh. [27] In India,he emphasized the potential of U.S.-India trade to ease global supply chain challenges,saying that "India can play a big role in plugging the gaps in emerging areas such as semiconductors,pharma,and renewable energy". [28]
In September 2022,Syed co-chaired economic dialogue between the U.S. and the United Arab Emirates in Abu Dhabi. [29] This covered a breadth of topics including sanctions,Open RAN 5G technology,cybersecurity,the digital economy and interoperability,women’s economic empowerment,intellectual property,clean energy initiatives,food and water security,global health security,and health cooperation. [30]
In a November 2022 visit to Japan,Syed pushed for the "revival of the semiconductor industry" in Japan to help alleviate microchip supply chain challenges. [31]
In June 2023,Syed led the U.S.–Iraq Business Council delegation to Iraq,the first commercial delegation to the country since 2018. [32] Syed held meetings with Iraq's Prime Minister,several cabinet ministers,the Iraqi private sector. [32] The visit took place "amid growing interest from U.S. companies in doing business in Iraq" after Iraq passed its highest-ever national budget worth $150 billion,setting aside expenditure for infrastructure. [33] The delegation included companies in the construction,education,energy,finance,health,and technology sectors. [34]
Competition with Global Powers
Syed visited Portugal in May 2023 to promote U.S. commercial investments,particularly in Lithium processing. He challenged "reliance on untrusted Chinese state-owned companies for critical infrastructure [which] threatens our shared security and values,as well as undermines the free market". [35] Syed asked for the Portuguese to reconsider their commercial relationships with China,stating "[the U.S. wants] our friends in Portugal to make these decisions fully aware of the risks of working with the PRC". [35]
The same month,Syed visited West Africa. In Gabon,he said "Africa belongs to Africans,and not to any power" [36] and pushed for private investment from the U.S. in the country. [37] In Cabo Verde,he also pushed for American investments in digital infrastructure,the maritime industry,and energy. [38]
Commercial Diplomacy USA Tour
Syed launched a domestic tour in 2022 to democratize “access to U.S. government programs in underserved regions and applying a whole-of-government approach to commercial diplomacy”with stops in Irvine,California,Reno,Nevada,Houston,Texas and Detroit,Michigan. He stressed the importance of “strategic competition in critical sectors and emphasized the importance of entrepreneurship and innovation to America’s global leadership”. [39] Syed’s visit showcased industries such as biotech and auto design in Irvine and Orange County. [40] In Reno,he met with Hillary Schieve and industry leaders to emphasize Nevada’s role in boosting local lithium production and closing the lithium supply chain gap with China. [41] In Houston,the U.S. Chamber of Commerce hosted Syed for a discussion on the role of U.S. suppliers in the global energy sector and to ensure energy security. [42]
The United States order of precedence is an advisory document maintained by the Ceremonials Division of the Office of the Chief of Protocol of the United States which lists the ceremonial order,or relative preeminence,for domestic and foreign government officials at diplomatic,ceremonial,and social events within the United States and abroad. The list is used to mitigate miscommunication and embarrassment in diplomacy,and offer a distinct and concrete spectrum of preeminence for ceremonies. Often the document is used to advise diplomatic and ceremonial event planners on seating charts and order of introduction. Former presidents,vice presidents,first ladies,second ladies,and secretaries of state and retired Supreme Court justices are also included in the list.

EDA works with boards and communities across the country on economic development strategies.

Jovita Carranza is an American businesswoman who served as the 26th Administrator of the Small Business Administration from 2020 to 2021,having previously served as the 44th Treasurer of the United States from 2017 to 2020. She was appointed to both roles by President Donald Trump. Before that she served as the Deputy Administrator of the Small Business Administration from December 2006 to January 2009. Appointed by President George W. Bush,Carranza was unanimously confirmed by the U.S. Senate. Prior to her first appointment to the SBA,Carranza served as Vice President of Air Operations for United Parcel Service (UPS) at its facility in Louisville,Kentucky.
Earl Anthony Wayne is an American diplomat. Formerly Assistant Secretary of State for Economic and Business Affairs,Ambassador to Argentina and Deputy Ambassador to Afghanistan,Wayne served nearly four years as Ambassador to Mexico. He was nominated by President Obama and confirmed by the Senate in August,2011. He departed Mexico City for Washington July 31,2015 and retired from the State Department on September 30,2015. Wayne attained the highest rank in the U.S. diplomatic service:Career Ambassador. He is currently a Professorial Lecturer and Distinguished Diplomat in Residence at American University's School of International Service where he teaches courses related to diplomacy and US foreign policy. Wayne also works with the Woodrow Wilson International Center for Scholars,the Atlantic Council,the Center for Strategic and International Studies,. Wayne is co-chair of the Mexico Institute's Advisory Board at the Wilson Center. He is also on the board of the American Academy of Diplomacy and the Public Diplomacy Council of America. Wayne is an independent consultant,speaker and writer and works with several not-for-profit professional associations. He was an adviser for HSBC Latin America on improving management of financial crime risk from 2015 until 2019 and served on the board of the American Foreign Service Association from 2017 to 2019.
In his "A New Beginning" speech on June 4,2009,at Cairo University in Cairo,Egypt,President of the United States Barack Obama announced,"I will host a Summit on Entrepreneurship this year to identify how we can deepen ties between business leaders,foundations and social entrepreneurs in the United States and Muslim communities around the world". The Presidential Summit on Entrepreneurship,held in Washington,D.C.,on Monday April 26,and Tuesday,April 27,2010,at the Ronald Reagan Building,followed through on President Obama's commitment by highlighting the importance of social and economic entrepreneurship,and strengthening mutually-beneficial relationships with entrepreneurs in Muslim-majority countries and Muslim communities around the world. At the second summit in Istanbul,Turkey,Vice President Joe Biden announced that the Presidential Summit would become the marquee event that kicks off Global Entrepreneurship Week each year,with the 2013 host being the United Arab Emirates.
