Foster children in Canada are known as permanent wards (crown wards in Ontario). [1] A ward is someone, in this case a child, placed under protection of a legal guardian and are the legal responsibility of the government. Census data from 2011 counted children in foster care for the first time, counting 47,885 children in care. The majority of foster children – 29,590, or about 62% – were aged 14 and under. [2] The wards remain under the care of the government until they "age out of care." This age is different depending on the province.
Different provinces have different regulations for the wards in their care. Many of the provinces also have third party groups set up to support both youth and alumni in and from care. These networks are not connected to the provincial governments

Cases are filed though individual provinces Social Services departments. In 92% of cases, the child remains at home and is not in put in an Out-of-Home Placement. [6]
The three most common categories for maltreatment are ‘neglect’ and ‘Exposure to intimate partner violence’ (witness of physical or emotional abuse) both tied at 34%, followed by physical abuse at 20%. Sexual abuse sits at 3%. [7] Police statistics for youth under 18 show that youth, accounting for 21% of the Canadian population account for 21% of all physical assaults and 61% of all sexual assaults in Canada. In 71% of all police-reported assaults, the victims were between the ages of 12–17. [6]
86% of the time, cases are filed against the biological mother. [6]
A former youth from care is also considered to be the risk factor in 8% of cases. [6]

There is a severe over representation of Aboriginal youth in Canada's foster care system. Of all children in care, the percentage of Aboriginal children reaches 62% to 85% in some provinces. First Nation children make up 82% of the Aboriginal children in foster care, while Metis children make up 13%, and Inuit children make up 4%. [8]

Many legal actions have been taken attempting at correcting the overrepresentation. For example, In 1995, the Aboriginal Custom Adoption Recognition Act came into effect recognizing Aboriginal customary law with regards to custom adoptions in the Northwest Territories, a form of adoption that has been practised by many Indigenous communities for generations. [9] Lastly, In 2017, Bill 99 was introduced as an amendment to the Youth Protection Act of Quebec, bringing the preservation of culture as an important factor in the decision making process for foster children, and stated that whenever possible, Indigenous children will be placed with a member of his extended family or community. [10]
There are many indigenous organizations, services and activist groups who work in collaboration with the federal government of Canada and within each province or territory to manage services for First Nations, Inuit and Métis families. These groups work to find ways to reduce the number of indigenous children taken into the foster care system for racially biased and/or preventable reasons. They also attempt to act as third part mediators who are literate in the social welfare system, providing avenues for social workers and Indigenous families to be in healthy communication and trusting relationships. This is vital considering the history of the Sixties Scoop. [11]
Indigenous-based agencies deliver mandated child and family services and programs in a way which maintains and strengthens the individual, the family, and the community within the context of Indigenous values and customs. Without indigenous networks of care, certain alternative care models might be disregarded or withheld from communities who practice these traditions. Additionally, Customary care preserves a child's cultural identity, respects the child's heritage, facilitates cross-generational connections, and recognizes the role of the community in raising its children. While 54% of cases have no child functioning concerns, a wide range of categories for physical, emotional, cognitive and behavioural issues may be exhibited by youth: [6]
Many children enter care with bad health; over 90% have medical needs ranging from minor skin conditions to severe neurological disease. Children in care experience twice as many chronic difficulties, such as poor eyesight and hearing, when compared to children outside of the system. Often, children in care have poor or undocumented history of immunizations. Children in kinship care exhibit fewer health problems then those in regular foster care. Advice on smoking, drug and alcohol use as well as safe sex practices are most often given only after the child was engaged in such activities. [13]
In a number of studies, youth who have aged out of the child welfare system have spoken of their experiences and highlighted areas where they could have been better prepared for their transition from care. They speak of the frustration of being "cut off" from the system once they reach their 18th (or 19th) birthday to fend for themselves, with limited life skills, financial support and support networks. The transition from care is alluded to as a process that may take many years, not an event triggered by a youth’s 18th (or 19th) birthday. In most cases, the youth were not emotionally ready to live independently. Youth living with their families don’t typically achieve independence until their mid- to late-twenties, whereas youth in care are "expelled" from the system at age 18, whether they are ready or not. For youth aged 24 years from the general public, 15% did not complete high school, 13.8% are unemployed, 6.4% are pregnant or are an unwed parent, and 5.5% are on public assistance. For youth from the foster care system of the same age, 50% did not complete high school, 50% are unemployed, 60% are pregnant or are an unwed parent (among females), and 30% are on public assistance. Foster care is a system in which a minor has been placed into a ward, group home, or private home of a state-certified caregiver, referred to as a "foster parent", or with a family member approved by the state. The placement of a "foster child" is normally arranged through the government or a social service agency. The institution, group home, or foster parent is compensated for expenses unless with a family member.
Child abuse is physical, sexual, emotional and/or psychological maltreatment or neglect of a child, especially by a parent or a caregiver. Child abuse may include any act or failure to act by a parent or a caregiver that results in actual or potential wrongful harm to a child and can occur in a child's home, or in organizations, schools, or communities the child interacts with.

Kinship care is a term used in the United States and Great Britain for the raising of children by grandparents, other extended family members, and unrelated adults with whom they have a close family-like relationship such as godparents and close family friends because biological parents are unable to do so for whatever reason. Legal custody of a child may or may not be involved, and the child may be related by blood, marriage, or adoption. This arrangement is also known as "kincare" or "relative care." Kinship placement may reduce the number of home placements children experience; allow children to maintain connections to communities, schools, and family members; and increase the likelihood of eventual reunification with birth parents. It is less costly to taxpayers than formal foster care and keeps many children out of the foster care system. "Grandfamily" is a recently coined term in the United States that refers to families engaged in kinship care.
Child Protective Services (CPS) is a government agency that investigates allegations of child abuse or neglect, and if confirmed, intervenes by providing services to the family through a safety plan, in-home monitoring, supervision, or placing the child in foster care which may involve removing them from the custody of their parent or legal guardian.

Aboriginal child protection describes services designed specifically for protection of the children of "aboriginal" or indigenous peoples, particularly where they are a minority within a country. This may differ at international, national, legal, cultural, social, professional and program levels from general or mainstream child protection services. Fundamental human rights are a source of many of the differences. Aboriginal child protection may be an integral or a distinct aspect of mainstream services or it may be exercised formally or informally by an aboriginal people itself. There has been controversy about systemic genocide in child protection systems enforced with aboriginal children in post-colonial societies.
Forgotten Australians or care leavers are terms referring to the estimated 500,000 children who experienced care in institutions or outside a home setting in Australia during the 20th century. The Australian Senate committee used the term in the title of its report which resulted from its 2003–2004 "Inquiry into Children in Institutional Care", which looked primarily at those affected children who were not covered by the 1997 Bringing Them Home report, which focused on Aboriginal children, and the 2001 report Lost Innocents: Righting the Record which reported on an inquiry into child migrants.
Institutional abuse is the maltreatment of a person from a system of power. This can range from acts similar to home-based child abuse, such as neglect, physical and sexual abuse, and hunger, to the effects of assistance programs working below acceptable service standards, or relying on harsh or unfair ways to modify behavior. Institutional abuse occurs within emergency care facilities such as foster homes, group homes, kinship care homes, and pre-adoptive homes. Children who are placed in this type of out of home care are typically in the custody of the state. The maltreatment is usually caused by an employee of the facility.
The Sixties Scoop, also known as The Scoop, was a period in which a series of policies were enacted in Canada that enabled child welfare authorities to take, or "scoop up," Indigenous children from their families and communities for placement in foster homes, from which they would be adopted by white families. Despite its name referencing the 1960s, the Sixties Scoop began in the mid-to-late 1950s and persisted into the 1980s.
Foster care is the term used for a system in which a minor who has been made a ward or a non-minor, typically aged 18–21, who volunteers for placement, is placed in a relative placement, a non-related extended family (NREFM) placement, a community family home, an institution, or a group home. Relative, NREFM, and community caregivers certified by the state are typically referred to as "foster parents," "kin caregivers," "resource parents," or other local terms. The placement of the child is usually arranged through state or county social services. The institution, group home, or caregiver is reimbursed for the expenses related to caring for the child. Richard Cardinal: Cry from a Diary of a Métis Child is a 1986 National Film Board of Canada documentary film by Alanis Obomsawin, about the suicide of Métis youth Richard Stanley Cardinal, who killed himself in 1984 at the age of 17. Cardinal, who had been placed in 28 different homes during his 14 years in Alberta's child welfare system, hanged himself from a cross bar he had nailed between two trees near his last foster home, northwest of Edmonton.

Youth homelessness is the problem of homelessness or housing insecurity amongst young people around the globe, extending beyond the absence of physical housing in most definitions and capturing familial instability, poor housing conditions, or future uncertainty. Youth Homelessness affects people globally, transcending borders. Policies to alleviate this challenge have been implemented in nations across the world, yet the challenge of keeping young people off the streets persists. Foundational struggles involving addiction, familial unrest, or abuse often lead to young people choosing to leave or being forced out of their homes before they are adequately prepared to be on their own.
Under normal circumstances, the United States child welfare systems is considered by experts to be underfunded and strains social workers with high case loads. However, during the 2020 COVID-19 pandemic, the U.S. experienced an unprecedented lockdown and national unemployment reached a record high. This presents an issue because it is recorded that during times of economic stress, child abuse skyrockets.
