The Galton Laboratory was a laboratory established for the research of eugenics, later to the study of biometry and statistics, and eventually human genetics based at University College London (UCL) in London, England. [1] The laboratory was originally established in 1904 and existed in name until 2020. [2]

History

The Eugenics Record Office

The Eugenics Record Office, a precursor to the Galton Laboratory, was established in 1904 by Francis Galton. [3] In 1906 Karl Pearson took directorship of The Eugenics Record Office, eventually dissolving it. During its operation, The Eugenics Record Office employed three staffers: Dr. Edgar Schuster (Galton Research Fellow, 1905–1906), David Heron (Galton Research Fellow, 1906), and Ethel Elderton (Research Assistant and Secretary, 1905–1907). [3] In 1907 the Office was reconstituted as the Galton Eugenics Laboratory as part of UCL, still under the direction of Karl Pearson a professor of Applied mathematics. [4]

The Department of Applied Statistics and Eugenics

The Galton Laboratory was financed by Francis Galton. On his death in 1911, Francis Galton left his estate to the University of London to fund a permanent Chair of Eugenics filled by Karl Pearson. [5] Pearson created the Department of Applied Statistics which combined the Biometric Laboratory and the Francis Galton Laboratory for National Eugenics, in 1913 this department was renamed the Department of Applied Statistics and Eugenics. [6] [7]

The department's increase in size prompted UCL to acquire or construct a new space. In 1912 Sir Herbert Bartlett offered space in the North-West front of UCL's Wilkins building. [6] [8] The outbreak of the First World War interrupted work and the new space was not used by the department until October 1919, with an official opening in June 1920. [6]

Pearson was succeeded as Galton Professor by R. A. Fisher in 1934. When Fisher moved to Cambridge in 1944 the laboratory was incorporated in an enlarged Department of Eugenics, Biometry and Genetics [9] headed by J. B. S. Haldane, the Wheldon Professor of Biometry. This reversed a previous split in 1933 following Karl Pearson's retirement.

The Department of Human Genetics and Biometry

The Galton Laboratory underwent many changes during the post-war period. Most notably this period saw another renaming of the department following negative associations of eugenics after World War II. This renaming was by Harry Harris in 1966, where it then became the Department of Human Genetics and Biometry.

The Department of Human Genetics and Biometry, including the Galton Laboratory, became part of the Department of Biology in UCL in 1996. MRC Human Biochemical Genetics Unit was established by Harris in 1962. He was Honorary Director until he went to Philadelphia in 1976, and the unit continued under the direction of David Hopkinson until its closure in October 2000. Sam Berry also held a Professorship in Genetics from 1972.

In 1967 the laboratory moved into a dedicated new building Wolfson House along with a further two Medical Research Council units: the Human Biochemical Genetics Unit, headed by Harris, and the MRC Experimental Genetics Unit, headed by Hans Grüneberg. Subsequently, on Grüneberg's retirement, the space occupied by his unit was reallocated to the newly created MRC Mammalian Development Unit, led by Anne McLaren, and the MRC Blood Group Unit, headed by Ruth Sanger, and subsequently Patricia Tippett.

In 2013 the Galton Laboratory was incorporated into UCL's then new Department of Genetics, Evolution, and Environment. [10]

The Galton Laboratory and its Legacy at UCL

In 2018, then President and Provost of UCL, Professor Michael Arthur established a formal inquiry into the history of eugenics at UCL. [11] The Inquiry was chaired by Professor Iyiola Solanke, of the University of Leeds and included sixteen members. [12] The original inquiry set out six terms of reference. [13]

In June 2020, UCL issued a formal apology for its history and legacy of eugenics. This followed a report and comprehensive set of recommendations given to UCL in February 2020 from its official Inquiry into the History of Eugenics. [14] Additionally, UCL announced that the institution would be denaming spaces and buildings named after Francis Galton and Karl Pearson. The spaces included the former Galton Lecture Theatre, the Pearson Lecture Theatre, and the Pearson Building. [15] [16] [2] Nine of the inquiry's original sixteen members did not agree to sign this report. [17] [18] [19]

The MORE Group recommendations was an additional report compiled by nine of the inquiry's members who did not agree to sign off on the Feb 2020 report. Reasons cited by members of the MORE Group for their refusal to sign the Feb 2020 report included a need for more time to develop the narrative of the report, a deeper understanding of UCL's eugenics history and a broader set of terms that gave equal weight and understanding to all targets of eugenics. [20] [21]

The inquiry group published one additional group report in April 2021 co-chaired by Professor Hazel Genn and Dr. Kamna Patel. This report synthesised the original February 2020 report with the further recommendations of the MORE Group. [22] The most recent report was released in November 2021 focused on further research undertaken by the inquiry.

The Galton Laboratory published many pieces including memoir series, lectures series, addresses, biometric series, and technical series.

Galton Professors of Eugenics/Genetics

Originally established as the Galton Chair in National Eugenics, the post was renamed under Penrose to be the Galton Professor of Human Genetics. [27]

Pearson was also a proponent of Social Darwinism and eugenics, and his thought is an example of what is today described as scientific racism. Pearson was a protégé and biographer of Sir Francis Galton. He edited and completed both William Kingdon Clifford's Common Sense of the Exact Sciences (1885) and Isaac Todhunter's History of the Theory of Elasticity, Vol. 1 (1886–1893) and Vol. 2 (1893), following their deaths.

<i>Annals of Human Genetics</i> Academic journal

The Annals of Human Genetics is a bimonthly peer-reviewed scientific journal covering human genetics. It was established in 1925 by Karl Pearson as the Annals of Eugenics, with as subtitle, Darwin's epigram "I have no Faith in anything short of actual measurement and the rule of three". The journal obtained its current name in 1954 to reflect changing perceptions on eugenics.

<span class="mw-page-title-main">Lionel Penrose</span> British psychiatrist, medical geneticist, mathematician, and chess theorist

Lionel Sharples Penrose, FRS was an English psychiatrist, medical geneticist, paediatrician, mathematician and chess theorist, who carried out pioneering work on the genetics of intellectual disability. Penrose was initially the Galton professor of eugenics (1945–1963) at University College London, before having his title changed to professor of human genetics (1963–1965) at his request. He was later emeritus professor.

Walter Frank Raphael Weldon FRS, was an English evolutionary biologist and a founder of biometry. He was the joint founding editor of Biometrika, with Francis Galton and Karl Pearson.

Julia Bell MA Dubl (1901) MRCS LRCP (1920) MRCP (1926) FRCP (1938) was one of the pioneers of eugenics and human genetics. Her early career as a statistical assistant to Karl Pearson (1857–1936) marked the beginning of a lifelong professional association with the Galton Laboratory for National Eugenics at University College London. Bell's work as a human geneticist was based on her statistical investigations into the inheritance of anomalies and diseases of the eye, nervous diseases, muscular dystrophies, and digital anomalies.

<span class="mw-page-title-main">Raymond Pearl</span> American biologist

Raymond Pearl was an American biologist, regarded as one of the founders of biogerontology. He spent most of his career at Johns Hopkins University in Baltimore. Pearl was a prolific writer of academic books, papers and articles, as well as a committed populariser and communicator of science. At his death, 841 publications were listed against his name. An early eugenicist, he eventually became an important critic of eugenics. He also advanced the concept of carrying capacity, although he didn't use the term, and was a Malthusian concerned with resource limits. He was a critique of mass consumption.

<i>Biometrika</i> Academic journal

Biometrika is a peer-reviewed scientific journal published by Oxford University Press for the Biometrika Trust. The editor-in-chief is Paul Fearnhead. The principal focus of this journal is theoretical statistics. It was established in 1901 and originally appeared quarterly. It changed to three issues per year in 1977 but returned to quarterly publication in 1992.

Geraint Ellis Rees is Vice-Provost of research, innovation & global engagement at University College London (UCL). Previously he served as Dean of the UCL Faculty of Life Sciences, UCL Pro-Provost, Pro-Vice-Provost (AI) and a Professor of Cognitive Neurology at University College London. He is also a Director of UCL Business, a trustee of the Alan Turing Institute, a trustee of the Francis Crick Institute and a trustee of the Guarantors of Brain.

<span class="mw-page-title-main">History of University College London</span>

University College London (UCL) was founded on 11 February 1826, under the name London University, as a secular alternative to the strictly religious universities of Oxford and Cambridge. It was founded with the intention from the beginning of it being a university, not a college or institute. However its founders encountered strong opposition from the Church of England, the existing universities and the medical schools which prevented them from securing the Royal Charter under the title of "university" that would grant "London University" official recognition and allow it to award degrees. It was not until 1836, when the latter-day University of London was established, that it was legally recognised and granted the authority to submit students for the degree examinations of the University of London.

Ethel Mary Elderton (1878–1954) was a British biometrician, statistician and eugenics researcher who worked with Francis Galton and Karl Pearson.

Beatrice Mabel Cave-Browne-Cave, MBE AFRAeS was an English mathematician who undertook pioneering work in the mathematics of aeronautics.

Harry Harris FRS, FCRP was a British-born biochemist. His work showed that human genetic variation was not rare and disease-causing but instead was common and usually harmless. He was the first to demonstrate, with biochemical tests, that with the exception of identical twins we are all different at the genetic level. This work paved the way for many well-known genetic concepts and procedures such as DNA fingerprinting, the prenatal diagnosis of disorders using genetic markers, the extensive heterogeneity of inherited diseases, and the mapping of human genes to chromosomes

Amy Barrington was an Irish teacher and scientist who was closely associated with the practices and beliefs of eugenics. She published several papers on that subject as well as indexing a work on history. She also wrote an account of the family history of the Barringtons. Amy Barrington herself states in 'The Barrington family history' that she occupied herself in learning and travelling for 26 years before deciding to pursue her family's ancestral history. She was the youngest daughter of Edward Barrington of Fassaroe, Bray, County Wicklow, Ireland.

David Jeremy Galton is a British physician and researcher in molecular genetics and metabolic disease, primarily the hyperlipidemias and diabetes mellitus. He is an authority figure in his field.

The London Conference on Intelligence (LCI) is an invitation-only conference for research on human intelligence, including race and intelligence and eugenics. In 2018, Times Higher Education called it "an annual conference on eugenics and intelligence" and several news outlets have described the conference as having ties to white supremacy, neo-Nazism, and scientific racism.
