Homelessness in New Zealand has been linked to the general issue of lack of suitable housing. [1] The homeless population is generally measured through the country's census and by universities and other academic centres. In 2018, it was estimated that 3,624 people in New Zealand were living without shelter (i.e. on the streets or in cars), 7,929 were in temporary accommodation, 30,171 were sharing accodation (such as by staying with others or in overly crowded buildings), and 60,399 were living in uninhabitable buildings. [2] Homelessness in New Zealand has traditionally been reduced by the provision of state housing, similar to Germany and other developed countries.[ citation needed ]
Statistical authorities in New Zealand have expanded their definition of homelessness to include ‘people living in improvised shelters’, ‘people staying in camping grounds/motor camps’ and ‘people sharing accommodation with someone else’s household’. [3] Services representing the sector include the New Zealand Coalition to End Homelessness (NZCEH). [4]
The issue is believed to have become increasingly visible in recent years. In late January 2019, the New York Times reported rising housing prices to be a major factor in the increasing homelessness in New Zealand so that "smaller markets like Tauranga, a coastal city on the North Island with a population of 128,000, had seen an influx of people who had left Auckland in search of more affordable housing. Average property values in Tauranga had risen to $497,000 from $304,000 in the last five years, and Demographia now rated it among the 10 least affordable cities in the world — along with famously expensive locales such as Hong Kong, San Francisco, Sydney and Vancouver, British Columbia." In mid August 2019, the Associate Housing Minister Kris Faafoi and Social Development Minister Carmel Sepuloni announced that the Government would be launching a NZ$54 million program to tackle homelessness in New Zealand. This includes investing $31 million over the next four years for 67 intensive case managers and navigators to work with homeless people and a further $16 million for the Sustaining Tenancies Programme. This funding complements the Government's Housing First programme. [7] [8]
In mid December 2023, the Ministry of Housing and Urban Development estimated that 1,500 people out of Dunedin's 135,000 residents were homeless and expressed concerns that the figure could double. The Otago Daily Times reported that the city was facing a shortage of social housing including population growth, a shortage of affordable tenancies and the Dunedin Night Shelter's limited capacity. [9] By mid-May 2024, Dunedin's homelessness problem had led to the emergence of a tent encampment consisting of 11-22 tents in Kensington Oval, a large open sports field. [10] On 15 May 2024, Mayor of Dunedin Jules Radich proposed turning the Aaron Lodge Holiday Park, which is owned by housing provider Kāinga Ora, into social housing for homeless people. [11]
Homelessness in Canada was not a social problem until the 1980s. The Canadian government housing policies and programs in place throughout the 1970s were based on a concept of shelter as a basic need or requirement for survival and of the obligation of government and society to provide adequate housing for everyone. Public policies shifted away from rehousing in the 1980s in wealthy Western countries like Canada, which led to a de-housing of households that had previously been housed. By 1987, when the United Nations established the International Year of Shelter for the Homeless (IYSH), homelessness had become a serious social problem in Canada. The report of the major 1987 IYSH conference held in Ottawa said that housing was not a high priority for government, and this was a significant contributor to the homelessness problem. While there was a demand for adequate and affordable housing for low income Canadian families, government funding was not available. In the 1980s a "wider segment of the population" began to experience homelessness for the first time – evident through their use of emergency shelters and soup kitchens. Shelters began to experience overcrowding, and demand for services for the homeless was constantly increasing. A series of cuts were made to national housing programs by the federal government through the mid-1980s and in the 1990s. While Canada's economy was robust, the cuts continued and in some cases accelerated in the 1990s, including cuts to the 1973 national affordable housing program. The government solution for homelessness was to create more homeless shelters and to increase emergency services. In the larger metropolitan areas like Toronto the use of homeless shelters increased by 75% from 1988 to 1998. Urban centres such as Montreal, Laval, Vancouver, Edmonton, and Calgary all experienced increasing homelessness.
In the United States, the number of homeless people on a given night in January 2023 was more than 650,000 according to the Department of Housing and Urban Development. Homelessness has increased in recent years, in large part due to an increasingly severe housing shortage and rising home prices in the United States.
Homeless shelters are a type of service that provides temporary residence for homeless individuals and families. Shelters exist to provide residents with safety and protection from exposure to the weather while simultaneously reducing the environmental impact on the community. They are similar to, but distinguishable from, various types of emergency shelters, which are typically operated for specific circumstances and populations—fleeing natural disasters or abusive social circumstances. Extreme weather conditions create problems similar to disaster management scenarios, and are handled with warming centers, which typically operate for short durations during adverse weather.

Affordable housing is housing which is deemed affordable to those with a household income at or below the median, as rated by the national government or a local government by a recognized housing affordability index. Most of the literature on affordable housing refers to mortgages and a number of forms that exist along a continuum – from emergency homeless shelters, to transitional housing, to non-market rental, to formal and informal rental, indigenous housing, and ending with affordable home ownership. Demand for affordable housing is generally associated with a decrease in housing affordability, such as rent increases, in addition to increased homelessness.
Homelessness in Australia is a social issue concerning the number of people in Australia that are considered to be homeless. There are no internationally agreed upon definitions of homelessness, making it difficult to compare levels of homelessness across countries. A majority of people experiencing homelessness long-term in Australia are found in the large cities of Sydney, Melbourne, Brisbane and Perth. It is estimated that on any given night approximately 116,000 people will be homeless and many more are living in insecure housing, "one step away from being homeless". A person who does not obtain any shelter is often described as sleeping 'rough'.
In England, local authorities have duties to homeless people under Part VII of the Housing Act 1996 as amended by the Homelessness Act 2002. There are five hurdles which a homeless person must overcome in order to qualify as statutory homeless. If an applicant only meets the first three of these tests Councils still have a duty to provide interim accommodation. However an applicant must satisfy all five for a Council to have to give an applicant "reasonable preference" on the social housing register. Even if a person passes these five tests councils have the ability to use the private rented sector to end their duty to a homeless person.
Homelessness in the United Kingdom is measured and responded to in differing ways in England, Scotland, Wales and Northern Ireland, but affects people living in every part of the UK's constituent countries. Most homeless people have at least a modicum of shelter but without any security of tenure. Unsheltered people, "rough sleepers", are a small minority of homeless people.

In the Seattle King County area, there were estimated to be 11,751 homeless people living on the streets or in shelters. On January 24, 2020, the count of unsheltered homeless individuals was 5,578. The number of individuals without homes in emergency shelters was 4,085 and the number of homeless individuals in transitional housing was 2,088, for a total count of 11,751 unsheltered people.
The Kensington Oval, formerly known as the South Dunedin Recreation Ground, is a park and sports ground in Kensington, Dunedin, New Zealand. It is also known as just The Oval, although this name has become less common in recent years due to the potential confusion with the University Oval in the north of the city.
The San Francisco Bay Area comprises nine northern California counties and contains five of the ten most expensive counties in the United States. Strong economic growth has created hundreds of thousands of new jobs, but coupled with severe restrictions on building new housing units, it has resulted in a statewide housing shortage which has driven rents to extremely high levels. The Sacramento Bee notes that large cities like San Francisco and Los Angeles both attribute their recent increases in homeless people to the housing shortage, with the result that homelessness in California overall has increased by 15% from 2015 to 2017. In September 2019, the Council of Economic Advisers released a report in which they stated that deregulation of the housing markets would reduce homelessness in some of the most constrained markets by estimates of 54% in San Francisco, 40 percent in Los Angeles, and 38 percent in San Diego, because rents would fall by 55 percent, 41 percent, and 39 percent respectively. In San Francisco, a minimum wage worker would have to work approximately 4.7 full-time jobs to be able to spend less than 30% of their income on renting a two-bedroom apartment.
The Foyer housing model is a method of transitional housing for youth that evolved from temporary housing for laborers in Europe. After World War II, foyers were used to provide accommodation for a movement of people from rural France to cities seeking work. The term "foyer" means hearth in French. They later developed to house migrant workers, primarily from Algeria, serving as a path to independent labor and accommodation.
According to the United States Interagency Council on Homelessness, as of January 2017, there are an estimated 32,190 homeless individuals in Florida. Of this high number, 2,846 are family households, 2,019 are unaccompanied young adults, 2,817 are veterans, and an estimated 5,615 are individuals experiencing chronic homelessness. According to a January 2020 count, this figure was 27,487 on any given day, a decrease from previous years. According to the U.S. Department of Housing and Urban Development, as of December 2022, the estimate for homeless individuals has dropped to 25,959, about 5% of the total U.S. population. This is in spite of fears that moratorium's on evictions ending could lead to an increase in the homeless population.
The United States Department of Housing and Urban Development estimated that more than 181,399 people were experiencing homelessness in California in January 2023. This is one of the highest per capita rates in the nation, with 0.46% of residents estimated as being homeless. More than two-thirds of homeless people in California are unsheltered, which is the highest percentage of any state in the United States. 49% of the unsheltered homeless people in the United States live in California. Even those who are sheltered are so insecurely, with 90% of homeless adults in California reporting that they spent at least one night unsheltered in the past six months.
The U.S. city of Minneapolis featured officially and unofficially designated camp sites in city parks for people experiencing homelessness that operated from June 10, 2020, to January 7, 2021. The emergence of encampments on public property in Minneapolis was the result of pervasive homelessness, mitigations measures related to the COVID-19 pandemic in Minnesota, local unrest after the murder of George Floyd, and local policies that permitted encampments. At its peak in the summer of 2020, there were thousands of people camping at dozens of park sites across the city. Many of the encampment residents came from outside of Minneapolis to live in the parks. By the end of the permit experiment, four people had died in the city's park encampments, including the city's first homicide victim of 2021, who was stabbed to death inside a tent at Minnehaha Park on January 3, 2021.
Mass. and Cass, also known as Methadone Mile or Recovery Road, is an area in Boston, Massachusetts, located at and around the intersection of Melnea Cass Boulevard and Massachusetts Avenue. Due to its concentration of neighborhood services providing help, the area around Mass. and Cass has long attracted a large number of people struggling with homelessness and drug addiction, especially after the closure of facilities on Long Island in Boston Harbor. It has been characterized as "the epicenter of the region's opioid addiction crisis".
