The incident at the Pristina airport was a military confrontation between the forces of Russia and NATO on 12 June 1999, following the end of the Kosovo War. Russian troops unexpectedly occupied the airport ahead of a planned NATO deployment, creating a tense stand-off. The conflict was resolved through a peaceful agreement, but also due to the potential threat posed by the Kosovo Liberation Army (KLA), which opposed the Russian presence and could have escalated the situation further. [2]
The Kosovo War ended on 11 June 1999, and a joint NATO–Russian peacekeeping force was to be installed in Kosovo. Russia had expected to receive a peacekeeping sector independent of NATO, and was angered when this was refused. There was concern that a separate Russian sector might lead to a partition of Kosovo between a Serb-controlled north and Albanian south. [3] About two months after the start of the Kosovo War, in early May 1999, the Chief of the Main Operations Directorate of the Russian General Staff Colonel General Yuri Baluyevsky ordered the Airborne Forces to begin secret preparations for a possible deployment into Kosovo. These plans were coordinated with the commanders of the Russian peacekeeping force in Bosnia and Herzegovina. [4]
The Allied Rapid Reaction Corps (ARRC) deployed to Skopje in the then Macedonia during early March 1999. The purpose was to provide unified NATO command for several national contingents including a United States battalion which had been in North Macedonia for some years, together with newly arrived British, German, French and Italian battalions. The force was known as Kosovo Force (KFOR). The commander of KFOR was British Lieutenant General Mike Jackson, with three star rank. His superior officer was US Admiral James O. Ellis, Commander in Chief, Allied Forces Southern Europe, based in Naples. Ellis reported to Wesley Clark, the Supreme Allied Commander Europe, although in practice Clark often bypassed Ellis to communicate directly with Jackson. [3]
Early on 11 June 1999, a column of about 30 Russian armoured vehicles carrying 250 Russian troops, who were part of the international peacekeeping force in Bosnia, moved into Serbia. At 10:30 this was confirmed by Supreme Headquarters Allied Powers Europe and by pictures from CNN which showed that the Russians had hastily painted "KFOR" in white letters on their vehicles where they had previously been "SFOR". It was assumed that the column was heading for Pristina and Pristina International Airport ahead of the arrival of NATO troops. [5]
Upon hearing of the deployment, American NATO Supreme Allied Commander Europe General Wesley Clark called NATO Secretary-General Javier Solana and was told "you have transfer of authority" in the area. Clark then provisionally ordered a contingent of British and French paratroopers to be flown in by helicopter to seize the airport by force. Staff officers had grave concerns that helicopters might be fired on by Serb forces and that entering Kosovo before the agreed time might cause the Serbs to pull out of the agreement. If the airborne force got into trouble it would have been very difficult to reach them overland through the mountainous country where bridges and tunnels were known to be prepared for demolition. As this operation would have been outside the newly signed agreement for NATO forces to move into Kosovo the following day, national governments had the right to withdraw their own forces and the French government pulled its battalion out. British paratroopers sat by Boeing CH-47 Chinook helicopters in a hot cornfield for most of the afternoon before standing down to prepare for the following day's move into Kosovo. [5]
At 05:00 on 12 June, the British 5th Airborne Brigade began flying into Kosovo from Skopje to secure the ten mile long Kaçanik Gorge for the 4th Armoured Brigade to pass through to Pristina. From there, the lead reconnaissance troop in the race to Pristina was commanded by British Captain James Blunt. The first NATO troops to enter Pristina on 12 June 1999 were Norwegian Forsvarets Spesialkommando (FSK) troops and soldiers from the British Special Air Service's 22 SAS. However Russian troops arrived at the airport first. The FSK soldiers were the first to come in to contact with the Russian troops at the airport and to report the developments back to Jackson. [6] [7] Jackson flew by helicopter to Pristina in the evening to hold a press conference, then went to meet General Viktor Zavarzin, who commanded the small Russian force. Sheltering from heavy rain in the wrecked airport terminal, Jackson shared a flask of whisky with Zavarzin, leading to a warming of relations. That evening Clark was still concerned with the possibility of more Russian troops being flown in through NATO-controlled airspace. [5] Russia had placed several airbases on standby and prepared battalions of paratroopers to depart for Pristina on Ilyushin Il-76 military transport aircraft. Fearing that Russian aircraft were heading for the airport, Clark planned to order helicopters to block the runway, and requested helicopter support from Ellis. Jackson's staff contacted the US brigade and were told that the Americans were using their right to opt out of the operation. Two hours later they called to say that the operation was back on again. However, poor weather conditions rendered this impossible at that time. [5]
The following morning, Sunday 13 June, Clark arrived at Jackson's HQ in Skopje. It was pointed out to Clark that the isolated Russians could not be reinforced by air and that, in light of how vital Russian support had been to get a peace agreement, antagonising them would only be counterproductive. Clark refused to accept this and continued to order that the runway be blocked, claiming to be supported by the NATO Secretary-General. [5] Clark ordered Blunt to "overpower" and "destroy" the Russians, but Blunt refused to obey the order and questioned what Clark meant. [8] Jackson refused to enforce Clark's orders, reportedly telling him "I'm not going to start the Third World War for you." [9] When again directly ordered to block the runway, Jackson suggested that British tanks and armoured cars would be more suitable, in the knowledge that this would almost certainly be vetoed by the British government. Clark agreed.
Jackson was ready to resign rather than follow Clark's order. The British Ministry of Defence authorised British force commander Richard Dannatt to use 4 Armoured Brigade to isolate the airfield but not to block the runways. [5] Clark's orders were not carried out, and the United States instead placed political pressure on neighbouring states not to allow Russia to use their airspace to ferry in reinforcements. Russia was forced to call off the reinforcements after Bulgaria, Hungary, and Romania refused requests by Russia to use their airspace. [9] [10]
Negotiations were conducted throughout the stand-off during which Russia insisted that its troops would only be answerable to Russian commanders and that it would retain an exclusive zone for its own peacekeepers. NATO refused these concessions, predicting that it would lead to the partition of Kosovo into an Albanian south and a Serbian north. Both sides eventually agreed that Russian peacekeepers would deploy throughout Kosovo independently of NATO. [8]
After an agreement had been secured, Pristina airport was reactivated by Britain's 53 Field Squadron (Air Support) of the Royal Engineers as a military airbase on 15 October 1999, then international air transport resumed to several European cities. During that period, the Russian KFOR along with NATO forces were in charge of security for the airport.
Clark was subsequently removed from his NATO post early by General Hugh Shelton, the US Chairman of the Joint Chiefs of Staff. [10]
In the following years, both Jackson and Blunt, the latter of whom having started a successful music career after leaving the British Army, have spoken extensively about the incident in lectures and interviews.
The Kosovo War was an armed conflict in Kosovo that lasted from 28 February 1998 until 11 June 1999. It was fought between the forces of the Federal Republic of Yugoslavia, which controlled Kosovo before the war, and the Kosovo Albanian separatist militia known as the Kosovo Liberation Army (KLA). The conflict ended when the North Atlantic Treaty Organization (NATO) intervened by beginning air strikes in March 1999 which resulted in Yugoslav forces withdrawing from Kosovo.
The Slovenian Armed Forces or Slovenian Army are the armed forces of Slovenia. Since 2003, it is organized as a fully professional standing army. The Commander-in-Chief of the SAF is the President of the Republic of Slovenia, while operational command is in the domain of the Chief of the General Staff of the Slovenian Armed Forces.
The North Atlantic Treaty Organization (NATO) carried out an aerial bombing campaign against the Federal Republic of Yugoslavia during the Kosovo War. The air strikes lasted from 24 March 1999 to 10 June 1999. The bombings continued until an agreement was reached that led to the withdrawal of the Yugoslav Army from Kosovo, and the establishment of the United Nations Interim Administration Mission in Kosovo, a UN peacekeeping mission in Kosovo. The official NATO operation code name was Operation Allied Force whereas the United States called it Operation Noble Anvil ; in Yugoslavia the operation was incorrectly called Merciful Angel, possibly as a result of a misunderstanding or mistranslation.
General Sir Michael David Jackson, was a British Army officer and one of its most high-profile generals since the Second World War. Originally commissioned into the Intelligence Corps in 1963, he transferred to the Parachute Regiment in 1970, with which he served two of his three tours of duty in Northern Ireland. On his first, he was present as an adjutant at the events of the Ballymurphy massacre (1971), where eleven unarmed civilians were shot dead by British troops, and then at Bloody Sunday in 1972, when British soldiers opened fire on unarmed protesters, killing fourteen. On his second, he was a company commander in the aftermath of the Warrenpoint ambush (1979), when the IRA killed 18 soldiers with two roadside bombs, the British Army's heaviest single loss of life during the Troubles. He was assigned to a staff post at the Ministry of Defence (MoD) in 1982 before assuming command of the 1st Battalion, Parachute Regiment, in 1984. Jackson was posted to Northern Ireland for the third time, as a brigade commander, in the early 1990s.
The Implementation Force (IFOR) was a NATO-led multinational peace enforcement force in Bosnia and Herzegovina under a one-year mandate from 20 December 1995 to 20 December 1996 under the codename Operation Joint Endeavour.
The Kosovo Force (KFOR) is a NATO-led international peacekeeping force and military of Kosovo. KFOR is the third security responder, after the Kosovo Police and the EU Rule of Law (EULEX) mission, respectively, with whom NATO peacekeeping forces work in close coordination. Its operations are gradually reducing until the Kosovo Security Force, established in 2009, becomes self-sufficient.
The Military Technical Agreement, also known as the Kumanovo Agreement, signed between the International Security Force (KFOR) and the Governments of the Federal Republic of Yugoslavia and the Republic of Serbia, was an accord concluded on 9 June 1999 in Kumanovo, Macedonia. It resulted in the end of the Kosovo War, and established new basic relations between Yugoslavia and the Kosovo Force, which would act to replace units of the Yugoslav Army in Kosovo.

Finland maintains an embassy in Pristina. Kosovo and Finland share a diplomatic relationship that has evolved significantly since Kosovo's declaration of independence in 2008. Finland, one of the first non-NATO countries to contribute to the Kosovo Force (KFOR) mission, has played a vital role in ensuring peace and stability in Kosovo. In addition to military and peacekeeping contributions, Finland has supported Kosovo through various development initiatives and diplomatic recognition.
The relations between Federal Republic of Germany and the Republic of Kosovo. When Kosovo declared independence in 2008, Germany was among the first countries to officially recognize it 20 February 2008 and establish diplomatic relations. Germany has an embassy in Pristina since 27 February 2008. Kosovo has an embassy in Berlin and consulates in Frankfurt, Stuttgart ,Munich, Düsseldorf and Leipzig.
Kosovo–United Kingdom relations are foreign relations between the Republic of Kosovo and the United Kingdom of Great Britain and Northern Ireland. When Kosovo declared its independence from Serbia on 17 February 2008, the United Kingdom became one of the first countries to announce the official recognition of a sovereign Kosovo on 18 February 2008. The United Kingdom has had an embassy in Pristina since 5 March 2008. Kosovo has had an embassy in London since 1 October 2008. The two countries have very good and friendly relations.
The Kosovo Security Force (KSF) is the military of Kosovo. The KSF is tasked with defending the sovereignty and territorial integrity of Kosovo, military support for civilian authorities, and participation in international peacekeeping missions and operations. Since 2018, it is in the process of transforming into the Kosovo Armed Forces.
Clashes between the Republic of Kosovo and ethnic Serbs in northern Kosovo began on 25 July 2011 when the Kosovo Police crossed into the Serb-controlled municipalities of North Kosovo, to control several administrative border crossings. This was done without the Kosovo Police consulting either Serbia or Kosovo Force (KFOR)/EULEX. Though tensions between the two sides eased somewhat after the intervention of NATO's KFOR forces, they remained high amid concern from the European Union, which also blamed Kosovo for the unilateral provocation. On 19 April 2013, an agreement was signed in Brussels between representatives of Kosovo and Serbia. The 15-point document granted devolved powers to North Kosovo regarding economic development, education, healthcare and urban planning, and several mechanisms that allowed a certain autonomy in justice, policing and electoral matters.
The Staro Gracko massacre was the mass killing of 14 Kosovo Serb farmers in the village of Staro Gracko in the Kosovo municipality of Lipjan on 23 July 1999. The killings occurred after Yugoslav troops withdrew from the region in the aftermath of the Kosovo War. The massacre is the worst single crime in Kosovo since the conflict ended in June 1999. As of 2019 the perpetrators of the killings have never been found and held accountable.
Swisscoy is a unit of the Swiss Armed Forces. Consisting of a contingent of 195 troops at most, the unit is deployed in Kosovo as part of the NATO-led KFOR international peacekeeping force. Swisscoy moved into Kosovo in October 1999 and will remain there until at least the end of 2023.
The Prizren Incident was a confrontation between German Kosovo Force (KFOR) troops advancing into Kosovo and stragglers from the withdrawing Yugoslav Army. The shootout took place in the city of Prizren, on 13 June 1999. The German troops killed one armed Serb on the spot, while another one died of wounds later. A German soldier was injured by return fire, and there were reports of a woman wounded by Serb snipers.

The 2000 unrest in Kosovo was the result of the United Nations Interim Administration adopting Resolution 1244 on 10 June 1999. The unrest was fought between the Kosovo Force (KFOR), Kosovar Albanians, and Kosovar Serbs. It lasted somewhere from February 16, 2000 – June 6, 2000. An unknown number of Kosovar Albanians and Kosovar Serbs died along with an unknown number injured, while 1 Russian KFOR soldier died from shot wounds and UNMIK vehicles were burned during the unrest.
Joint Operations Command is an organizational unit of the Serbian General Staff which conducts operational command of the Serbian Armed Forces.
The Ranilug incident was a confrontation which occurred on 6 September 1999 between Russian Kosovo Force (KFOR) peacekeepers and Serbian gunmen who had attacked a vehicle with Albanian civilians, near the village of Ranilug.
The 1st Separate Airborne Brigade, also referred to in English as the 1st Russian Separate Airborne Brigade, was a Russian Airborne Forces unit that existed from 1996 to 2003 and was Russia's contribution to the NATO-led peacekeeping mission in Bosnia and Herzegovina, the Implementation Force (IFOR), later renamed the Stabilization Force (SFOR).
Later in June, when talks in Moscow aimed at incorporating Russian troops into a Kosovo peace force stalled, Russian armored vehicles and 200 Russian soldiers entered Kosovo. Under orders from the ministry of defense, these soldiers took control of Pristina Airport in Kosovo. The Russian military backed down when it became clear that the Kosovo Liberation Army (KLA) forces could make things difficult for the Russian troops. In fact, Hashim Thaci, a senior leader of the KLA, warned that rebels considered the Russians an unwelcome addition to the peacekeeping mission, especially after their surprise entry into Pristina Airport.
