The InterAcademy Partnership (IAP) is a global network consisting of over 140 national and regional member academies of science, engineering, and medicine. [1] It was founded in 1993 as the InterAcademy Panel (IAP). In 2000, the IAP founded the InterAcademy Council (IAC) and the InterAcademy Medical Panel (IAMP). The partnership was established in 2016 when it merged the three inter-related networks into IAP for Health (formerly IAMP), [2] IAP for Science (formerly IAP), and IAP for Policy (formerly IAC).
The mission of IAP is for the world's merit-based academies to play a vital role in ensuring that science serves society inclusively and equitably and underpins global sustainable development by advising the public on the scientific aspects of critical global issues. [3] It has released official statements on socially important topics, including the 2015 United Nations Sustainable Development Goals, food and nutrition security, science education, biosecurity, water, science communication, women in science, human population growth, global warming, human reproductive cloning, and evolution. [4] IAP has also advanced science diplomacy by bringing regional networks together to address global problems. [5]
The highest decisive body of IAP is the General Assembly, which meets every third year, and where each member organization has one vote on organizational decisions. At these meetings, member academies elect new leadership, approve new members, report on organizational activities over the last triennial period, and approve a strategic plan for the next three years.
In between the meetings, the work is directed by three executive committees, one for each pillar of the Partnership (or in the case of IAP Policy, a board), supported by a secretariat from a host academy. Each executive committee/board convenes annually, with two co-chairs presiding. One of the co-chairs shall be nominated by an academy in a low or middle income country (LMIC); the other shall be nominated by a high income country (HIC). Similar rules of diversity in economic development hold for the executive committee member academies in order to represent a global view. [6] The number of member academies composing the executive committee varies: 17 member academies in IAP Policy Advice Committee, 14 member academies in IAP Capacity Building Committee, and 15 member academies in IAP Communication, Education and Outreach Committee. [7]
A Board composed of the six executive committee/board co-chairs guides the InterAcademy Partnership. From these six Board members, two are selected to act as co-Presidents. The current co-Presidents are Margareth (Peggy) A. Hamburg (USA) and Masresha Fetene (Ethiopia). The Board includes representatives from each of four regional networks of academies: in Africa, the Americas, the Asia/Pacific region, and Europe.
IAP publishes reports and recommendations that utilize the expertise of member academies to address issues of interest to the global scientific and policy communities. IAP reports are not endorsed by academy members, but instead must have the consensus of an expert committee and undergo a rigorous peer review process. Examples of IAP reports include:
IAP also promotes its goals through "statements on issues of fundamental importance to humanity." [8] Statements present the combined consensus of the world's academies to provide independent, evidence-based advice and recommendations to policymakers in governments, international organizations, or academies themselves. Often an IAP statement can be used to globalise an issue on which a national academy or regional network of academies has already done a significant amount of work.
An IAP statement is developed following a specific procedure and released only when the majority of IAP member academies have endorsed its contents. , p. 4. Thus, the statements are intended to represent the consensus of the scientific community rather than statements of IAP as an organisation in itself.
As of 2021, IAP has issued twenty-five statements, as listed below.
In 2010, the council board recommended changes in the IPCC, such as having an executive committee with "individuals from outside the IPCC or even outside the climate science community." [9] Major changes from then within the IPCC approach include a stronger focus on the treatment of uncertainty (since the IAC 2010 IPCC review) and the involvement of risk management deliberations (based on fundamental conclusions in the AR4 Synthesis Report). [10]
The Intergovernmental Panel on Climate Change (IPCC) is an intergovernmental body of the United Nations. Its job is to advance scientific knowledge about climate change caused by human activities. The World Meteorological Organization (WMO) and the United Nations Environment Programme (UNEP) established the IPCC in 1988. The United Nations endorsed the creation of the IPCC later that year. It has a secretariat in Geneva, Switzerland, hosted by the WMO. It has 195 member states who govern the IPCC. The member states elect a bureau of scientists to serve through an assessment cycle. A cycle is usually six to seven years. The bureau selects experts to prepare IPCC reports. It draws the experts from nominations by governments and observer organizations. The IPCC has three working groups and a task force, which carry out its scientific work.
The National Academies of Sciences, Engineering, and Medicine is a congressionally chartered organization that serves as the collective scientific national academy of the United States. The name is used interchangeably in two senses: (1) as an umbrella term or parent organization for its three sub-divisions that operate as quasi-independent honorific learned society member organizations known as the National Academy of Sciences (NAS), the National Academy of Engineering (NAE), and the National Academy of Medicine (NAM); and (2) as the brand for studies and reports issued by the unified operating arm of the three academies originally known as the National Research Council (NRC). The National Academies also serve as public policy advisors, research institutes, think tanks, and public administration consultants on issues of public importance or on request by the government.
There is a strong scientific consensus that the Earth is warming and that this warming is mainly caused by human activities. This consensus is supported by various studies of scientists' opinions and by position statements of scientific organizations, many of which explicitly agree with the Intergovernmental Panel on Climate Change (IPCC) synthesis reports.
The Summary for policymakers (SPM) is a summary of the Intergovernmental Panel on Climate Change (IPCC) reports intended to aid policymakers. The form is approved line by line by governments: "Negotiations occur over wording to ensure accuracy, balance, clarity of message, and relevance to understanding and policy."
The IPCC Third Assessment Report (TAR), Climate Change 2001, is an assessment of available scientific and socio-economic information on climate change by the IPCC. Statements of the IPCC or information from the TAR were often used as a reference showing a scientific consensus on the subject of global warming. The Third Assessment Report (TAR) was completed in 2001 and consists of four reports, three of them from its Working Groups: Working Group I: The Scientific Basis; Working Group II: Impacts, Adaptation and Vulnerability; Working Group III: Mitigation; Synthesis Report. A number of the TAR's conclusions are given quantitative estimates of how probable it is that they are correct, e.g., greater than 66% probability of being correct. These are "Bayesian" probabilities, which are based on an expert assessment of all the available evidence.
The International Institute for Applied Systems Analysis (IIASA) is an independent international research institute located in Laxenburg, near Vienna in Austria, founded as an East-West scientific cooperation initiative during the Cold War. Through its research programs and initiatives, the institute conducts policy-oriented interdisciplinary research into issues too large or complex to be solved by a single country or academic discipline. These include climate change, energy security, population aging, and sustainable development. The results of IIASA research and the expertise of its researchers are made available to policymakers worldwide to help them make informed and evidence-based policies.
Climate Change 2007, the Fourth Assessment Report (AR4) of the United Nations Intergovernmental Panel on Climate Change (IPCC), was published in 2007 and is the fourth in a series of reports intended to assess scientific, technical and socio-economic information concerning climate change, its potential effects, and options for adaptation and mitigation. The report is the largest and most detailed summary of the climate change situation ever undertaken, produced by thousands of authors, editors, and reviewers from dozens of countries, citing over 6,000 peer-reviewed scientific studies. People from over 130 countries contributed to the IPCC Fourth Assessment Report, which took six years to produce. Contributors to AR4 included more than 2,500 scientific expert reviewers, more than 800 contributing authors, and more than 450 lead authors.
Michael Oppenheimer is the Albert G. Milbank Professor of Geosciences and International Affairs in the Princeton School of Public and International Affairs, the Department of Geosciences, and the High Meadows Environmental Institute at Princeton University. He is the director of the Center for Policy Research on Energy and the Environment (C-PREE) at the Princeton School of Public and International Affairs and Faculty Associate of the Atmospheric and Ocean Sciences Program and the Princeton Institute for International and Regional Studies.
Climate change conspiracy theories assert that the scientific consensus on global warming is based on conspiracies to produce manipulated data or suppress dissent. It is one of a number of tactics used in climate change denial to attempt to manufacture political and public controversy disputing this consensus. Conspiracy theorists typically allege that, through worldwide acts of professional and criminal misconduct, the science behind global warming and climate change has been invented or distorted for ideological or financial reasons.
Jean-Pascal van Ypersele de Strihou is a Belgian academic climatologist. He is a professor of Environmental Sciences at the UCLouvain (Belgium). As a previous vice-chair of the IPCC, Van Yp is one of the forerunners of climate change mitigation through strong decrease of fossil fuel consumption.
The Potsdam Institute for Climate Impact Research is a German government-funded research institute addressing crucial scientific questions in the fields of global change, climate impacts, and sustainable development. Ranked among the top environmental think tanks worldwide, it is one of the leading research institutions and part of a global network of scientific and academic institutions working on questions of global environmental change. It is a member of the Leibniz Association, whose institutions perform research on subjects of high relevance to society.

Rosina M. Bierbaum is currently the Roy F. Westin Chair in Natural Economics and Research Professor at the University of Maryland's School of Public Policy. She is also a professor and former dean at the University of Michigan School of Natural Resources and Environment (SNRE). She was hired in October 2001, by then-University of Michigan President, Lee Bollinger. She is also the current Chair of The Scientific and Technical Advisory Panel (STAP) that provides independent scientific and technical advice to the GEF on its policies, strategies, programs, and projects.

The contributions of women in climate change have received increasing attention in the early 21st century. Feedback from women and the issues faced by women have been described as "imperative" by the United Nations and "critical" by the Population Reference Bureau. A report by the World Health Organization concluded that incorporating gender-based analysis would "provide more effective climate change mitigation and adaptation."
Fatima Denton is a British-Gambian climatologist. She is the director at the Ghanaian branch of the United Nations University, at the UNU Institute for Natural Resources in Africa (UNU-INRA) in Accra. She focuses on innovation, science, technology and natural resource management. She partners with countries such as Benin and Liberia to develop and implement country needs assessment missions.

Opha Pauline Dube or Pauline Dube is a Botswanan environmental scientist and Associate Professor in the Department of Environmental Science at the University of Botswana. She co-authored the IPCC's Special Report on Global Warming of 1.5 °C. She is one of fifteen scientists creating the 2023 Global Sustainable Development Report for the United Nations.
The European Academies' Science Advisory Council (EASAC) is a regional association of National Academies of science. Its members are 25 National Science Academies of the Member States of the European Union (EU), and the National Science Academies of Norway, Switzerland and the UK. Malta and Luxembourg do not have National Academies of Science. A pan-European Academy (Academia Europaea) and a network of all Academies from across the continent of Europe also have membership (ALLEA). EASAC was founded in June 2001 and was headquartered at the German National Academy of Sciences Leopoldina in Halle (Saale) until 31 December 2022.
