Laguna, is a province in the Philippines located in the Calabarzon region in Luzon. Its capital is Santa Cruz and the province is situated southeast of Metro Manila, south of the province of Rizal, west of Quezon, north of Batangas and east of Cavite. Laguna hugs the southern shores of Laguna de Bay, the largest lake in the country. As of the 2015 census, the province's total population is 3,035,081 . It is also currently the seventh richest province in the country.

La Union's 1st congressional district is one of the two congressional districts of the Philippines in the province of La Union. It has been represented in the House of Representatives of the Philippines since 1916 and earlier in the Philippine Assembly from 1907 to 1916. The district consists of the provincial capital city of San Fernando and adjacent municipalities of Bacnotan, Balaoan, Bangar, Luna, San Gabriel, San Juan, Santol and Sudipen. It is currently represented in the 18th Congress by Pablo C. Ortega of the Nationalist People's Coalition (NPC).
