List of Alberta public agencies

Public agencies in Alberta are organizations linked to particular government ministries of the Executive Council of Alberta, operating under their direction and mandate. Their functions are roughly equivalent to federal crown corporations. Typically, public agencies are governed by a board of directors whose members are selected and appointed through Orders in Council or Ministerial Orders for fixed terms. Public agencies are generally (with a few exceptions) created and regulated under the Alberta Public Agencies Governance Act (APAGA), which stipulates their responsibilities, restrictions, and general structures. [1] Many public agencies are also subject to more specific legislation and acts. There are five main categories of public agencies in Alberta:

  1. Regulatory/Adjudicative: Regulatory agencies license, make rules for, and oversee sectors of society and economy. Adjudicative agencies have quasi-judicial powers, such as ruling on appeals. Some agencies combine both sets of functions.
  2. Public Trust: These agencies administer provincial financial, cultural, and other assets for public purposes.
  3. Corporate Enterprise: Corporate enterprises provide, sell, and market goods and services.
  4. Service Delivery: These agencies provide and direct government services, such as healthcare and post-secondary education.
  5. Advisory: These agencies provide advice to the government, acting as industry and stakeholder representatives. [2]

As agencies are funded by and responsible to government ministries, they are supposed to operate transparently, and must publicly report board member compensation, travel and hospitality expenses, annual reports, codes of conduct, and mandate documents.

The Board of Directors approves regulatory changes, sets performance standards, conducts investigations and compliance checks, and makes decisions on remediation and reclamation projects. Leadership of the Alberta Energy Regulator has been widely criticized for its close ties to oil executives and industry representatives. [8] [9] [10] It has historically colluded with corporations to cover-up environmental catastrophes like oil spills and pipeline leakages - most recently in February 2023, when it was revealed that the AER hid evidence of multiple tailings ponds leakages at Imperial Oil's Kearl tar-sands mine, amounting to over 5.3 million litres of wastewater spillage, for multiple years. Petroleum production in Canada is a major industry which is important to the overall economy of North America. Canada has the third largest oil reserves in the world and is the world's fourth largest oil producer and fourth largest oil exporter. In 2019 it produced an average of 750,000 cubic metres per day (4.7 Mbbl/d) of crude oil and equivalent. Of that amount, 64% was upgraded from unconventional oil sands, and the remainder light crude oil, heavy crude oil and natural-gas condensate. Most of the Canadian petroleum production is exported, approximately 600,000 cubic metres per day (3.8 Mbbl/d) in 2019, with 98% of the exports going to the United States. Canada is by far the largest single source of oil imports to the United States, providing 43% of US crude oil imports in 2015.

The Kearl Oil Sands Project is an oil sands mine in the Athabasca Oil Sands region at the Kearl Lake area, about 70 kilometres (43 mi) north of Fort McMurray in Alberta, Canada that is operated by the 143-year old Calgary, Alberta-headquartered Imperial Oil Limited—one of the largest integrated oil companies in Canada. Kearl is owned by Imperial Oil and is controlled by Imperial's parent company, ExxonMobil—an American multinational that is one of the largest in the world.

The Energy Resources Conservation Board (ERCB) was an independent, quasi-judicial agency of the Government of Alberta. It regulated the safe, responsible, and efficient development of Alberta's energy resources: oil, natural gas, oil sands, coal, and pipelines. Led by eight Board members, the ERCB's team of engineers, geologists, technicians, economists, and other professionals served Albertans from thirteen locations across the province.

The Ministry of Environment and Protected Areas of Alberta is the Alberta provincial ministry of the Executive Council of Alberta responsible for environmental issues and policy as well as some, but not all, parks and protected areas in Alberta.

Oil sands tailings ponds are engineered dam and dyke systems used to capture oil sand tailings. Oil sand tailings contain a mixture of salts, suspended solids and other dissolvable chemical compounds such as acids, benzene, hydrocarbons residual bitumen, fine silts and water. Large volumes of tailings are a byproduct of bitumen extraction from the oil sands and managing these tailings is one of the most difficult environmental challenges facing the oil sands industry. An October 2021 Alberta Energy Regulator (AER) report said that in 2020 the tailings ponds increased by another 90 million cubic meters and contained 1.36 billion cubic metres of fluids.

The Canadian province of Alberta faces a number of environmental issues related to natural resource extraction—including oil and gas industry with its oil sands—endangered species, melting glaciers in banff, floods and droughts, wildfires, and global climate change. While the oil and gas industries generates substantial economic wealth, the Athabasca oil sands, which are situated almost entirely in Alberta, are the "fourth most carbon intensive on the planet behind Algeria, Venezuela and Cameroon" according to an August 8, 2018 article in the American Association for the Advancement of Science's journal Science. This article details some of the environmental issues including past ecological disasters in Alberta and describes some of the efforts at the municipal, provincial and federal level to mitigate the risks and impacts.

The Canada Energy Regulator is the agency of the Government of Canada under its Natural Resources Canada portfolio, which licenses, supervises, regulates, and enforces all applicable Canadian laws as regards to interprovincial and international oil, gas, and electric utilities.

The Canadian Energy Centre Limited (CEC), also commonly called the "Energy War Room", is an Alberta provincial corporation mandated to promote Alberta's energy industry and rebut "domestic and foreign-funded campaigns against Canada's oil and gas industry". The creation of an organization to promote Alberta's oil and gas industries was a campaign promise by United Conservative Party leader Jason Kenney during the 2019 Alberta general election. After winning a majority of seats in the election, Kenney's government inaugurated the CEC with a $2.84 million budget in December 2019. The CEC originally had an annual budget of CA$30 million which was decreased to $CA12 million. The CEC has been the subject of several controversies since its establishment, including accusations of plagiarizing logo designs. The CEC attracted widespread media attention when it launched a campaign against the Netflix animated children's movie Bigfoot Family because it cast Alberta's oil and gas industry in a negative light.

The Grassy Mountain Coal Project was a proposed open-pit mine to produce metallurgical coal, initially submitted to the Alberta Energy Regulator by the Australian-based Benga Mining in 2015. The proposed mine was located on a previously abandoned mine site near Crowsnest Pass, Alberta, Canada in the eastern slopes of the Rocky Mountains. In their June 17, 2021 final report, the joint provincial-federal review panel composed of the Alberta Energy Regulator (AER) and the Minister of Environment and Climate Change Canada (ECCC) denied Benga Mining's application for the Grassy Mountain Coal Project because of significant adverse environmental effects.

The Impact Assessment Act and Canadian Energy Regulator Act, also referred to as Bill C-69, are two acts of the Parliament of Canada passed together by the 42nd Canadian Parliament in 2019. The Acts gave authority to the federal government to consider how climate change might be impacted by proposed natural resource projects when undergoing federal approvals, while also being attentive to safeguarding market competitiveness.
