The MAP16 Civic Movement (MAP16) is a minor South African political party. It was formed after sixteen African National Congress (ANC) local councillors from the Maluti-a-Phofung Local Municipality were expelled by the ANC for voting to unseat the ANC mayor Vusi Tshabalala, who faced a number of corruption charges.
In the wake of the dismissals, by-elections were held in September 2018 in fifteen wards, and the expelled councillors stood as independents, winning back ten of the fifteen seats. [1]
MAP16 contested the 2021 Maluti-a-Phofung Local Municipality elections, winning twenty seats, while the ANC lost its majority, being reduced from 47 to 28 seats. Subsequently, MAP16 formed a coalition along with the Economic Freedom Fighters, Dikwankwetla Party, African Transformation Movement, African Independent Congress and the South African Royal Kingdoms Organization, supported by the Democratic Alliance and Freedom Front Plus, to take control of the municipality. Dikwankwetla Party of South Africa is a political party in the Free State province, South Africa. The party was founded by Kenneth Mopeli in 1975. The party governed the bantustan state of QwaQwa from 1975 to 1994.

Lekwa Local Municipality is a South African local municipality situated in the southwest of the Gert Sibande District Municipality of Mpumalanga. Standerton, an urban node, is the seat of the Lekwa Local Municipality. The municipality was inaugurated on the 5th of December 2000 after the amalgamation the Standerton, Sakhile and Morgenzon councils. Agriculture, forestry and fishing constitute about 30% of its economy. It is situated on open grassland plains of the Highveld region, which is traversed by the west-flowing Vaal River, for which it is named. Lekwa is the Sotho name for the Vaal River. Lekwa's first two decades were marked by increasing maladministration, which culminated in a collapse in governance and service delivery by 2020. This had negative consequences for its residents and businesses, the environment, and utilities which were not paid for their services.
Maluti-a-Phofung Local Municipality is an administrative area in the Thabo Mofutsanyane District of the Free State in South Africa. It encompasses substantially all of the former bantustan of QwaQwa, except for the small enclave at Botshabelo. The population is almost entirely Southern Sotho. The municipality is named after the Drakensberg mountains. The peak in QwaQwa is known as the Sentinel, which is called "Phofung" in Sesotho.

The 2021 South African municipal elections were held on 1 November 2021, to elect councils for all district, metropolitan and local municipalities in each of the country's nine provinces. It is the sixth municipal election held in South Africa since the end of apartheid in 1994, held every five years. The previous municipal elections were held in 2016. On 21 April 2021, President Cyril Ramaphosa announced that the elections will be held on Wednesday, 27 October 2021. It had been recommend by Dikgang Moseneke to delay the municipal elections until 2022. The Electoral Commission of South Africa (IEC) requested the Constitutional Court to support the date postponement. The Economic Freedom Fighters (EFF) supported the date postponement while the Democratic Alliance (DA) was against the postponement of the date. The Constitutional Court dismissed the application to postpone the date until 2022, ruling that they had to take place between 27 October and 1 November. On 9 September 2021, the Minister of Cooperative Governance and Traditional Affairs, Nkosazana Dlamini-Zuma announced that the elections would be held on 1 November.

Philani Godfrey Mavundla is a South African politician and business tycoon who served as the Deputy Mayor of the eThekwini Metropolitan Municipality from 2021 until 2022. He is the founder and current leader of the Abantu Batho Congress, a party he founded in early-2020 after he resigned from the National Freedom Party (NFP). Mavundla is also a former African National Congress (ANC) member. He served as the mayor of the Umvoti Local Municipality while a member of the African National Congress.
Sakhumzi Stoffels Somyo is a South African politician. A member of the African National Congress, he was elected to the Eastern Cape Provincial Legislature in 2014. He was then appointed as the Member of the Executive Council (MEC) responsible for the Finance, Economic Development, Environment and Tourism portfolio. In 2018, he was fired as an MEC. Somyo was elected to Parliament in 2019. Soon after, he was elected Chairperson of the Standing Committee on Auditor General.

Marlene van Staden is a South African politician who has been the Mayor of the Modimolle–Mookgophong Local Municipality since 2016. She is a member of the Democratic Alliance.
Vusimusi William Tshabalala is a South African politician who has represented the African National Congress (ANC) in the Free State Provincial Legislature since 2019. He was also the Majority Chief Whip in the legislature until October 2021, when he was replaced after the ANC suspended him while he faced internal disciplinary charges. He is also known for his controversial tenure in the Free State's Maluti-a-Phofung Local Municipality, where he was Mayor between 2013 and 2018.
