Mata Gujri University is a private university [2] located in Kishanganj, Bihar, India. The university was established by the Mata Gujri Memorial Medical College & L.S.K. Hospital Trust, and like all private universities in Bihar, it operates under the Bihar Private Universities Act, 2013, [3] through Gazette notification. [4] It is the affiliating university of the Mata Gujri Memorial Medical College & Lions Seva Kendra Hospital, approved by the Medical Council of India (MCI). [5] It is named after Mata Gujri.

The University Grants Commission (UGC) is a statutory body set up by the Department of Higher Education, Ministry of Education, Government of India in accordance to the UGC Act 1956 and is charged with coordination, determination and maintenance of standards of higher education in India. It provides recognition to universities in India, and disbursements of funds to such recognized universities and colleges. The headquarters are in New Delhi, and it has six regional centres in Pune, Bhopal, Kolkata, Hyderabad, Guwahati and Bangalore. A proposal to replace it with another new regulatory body called HECI is under consideration by the Government of India. The UGC provides doctoral scholarships to all those who clear JRF in the National Eligibility Test. On an average, each year 725 crore (US$91 million) is spent on doctoral and post-doctoral fellowships by the commission.

Per the UGC act and these regulations, private universities are established by an act of a local legislative assembly and listed by the UGC in the Gazette upon receiving the act. As confirmed by ruling of the Supreme Court of India, recognition by the UGC is required for the university to operate. Also, per the 2003 regulations, the UGC sends committees to inspect the private universities and publishes their inspection report.

Al-Karim University

Al-Karim University is a private university located in Katihar, Bihar, India. The university was established in 2018 by the Al-Karim Education Trust, which also established, maintains and manages Katihar Medical College and Hospital since 1987. It operates under the Bihar Private Universities Act, 2013, one of the first six private universities planned in Bihar.

Dr. C.V. Raman University, Bihar (CVRU) is a private university located at Bhagwanpur in Vaishali district, Bihar, India. The university was established in 2018 by the All India Society for Electronics & Computer Technology (AISECT) under the Bihar Private Universities Act, 2013, the fourth of six private universities planned in Bihar, following the first two private universities, K. K. University and Sandip University, Sijoul and later Amity University, Patna. The university was approved by the Bihar Cabinet on 10 January 2018, notified in the gazette on 7 February 2018 and the university became active in the July 2018 session. The university offers various diploma, undergraduate and postgraduate courses in five faculties. It is named after the first Nobel Laureate of the country, C.V. Raman.
