The Pacific class (also known as the Pacific Forum class [2] and the ASI 315 class [3] ) is a class of 22 patrol boats built by Australia and donated to twelve South Pacific countries. The vessels were constructed between 1985 and 1997 and are operated by the militaries, coast guards or police forces of the twelve island nations. These boats are supported by the Pacific Patrol Boat Program and used primarily for maritime surveillance and fisheries protection.
The United Nations Convention on the Law of the Sea took effect in 1982. It introduced a 200- nautical-mile (370 km; 230 mi) exclusive economic zone (EEZ) to the territories of all nations with an ocean coastline. Several Southwest Pacific island nations found themselves responsible for policing an area of ocean that was beyond their maritime capability, and often significantly larger than their land territories (at its most extreme, the EEZ of Tuvalu dwarfs its landmass by a ratio of almost 1:28,000). [4] [5] Following requests by several Pacific nations for assistance from the governments of Australia and New Zealand, the Australian government created a Defence Cooperation Project named the Pacific Patrol Boat Program to design and provide suitable patrol boats to nearby island nations. The program also provided training and infrastructure to support these ships. [5] The Program was officially announced by Australian Prime Minister Bob Hawke during the South Pacific Forum meeting held in Canberra on 29 and 30 August 1983. [3]
Requests for tenders were issued in August 1984. Australian Shipbuilding Industries (ASI) designed a small vessel capable of maritime surveillance and interdiction, search and rescue operations, and fisheries protection. [3] [5] A smaller prototype was constructed by ASI in 1984. The prototype was later sold to the Royal Solomon Islands Police Force and named Savo. [6] The contract for the Pacific class was awarded to ASI on 9 May 1985 and construction began in September 1985. [5] Initially ten ships were planned to be produced for eight countries, with the first ship, HMPNGS Tarangau, delivered to the Papua New Guinea Defence Force on 16 May 1987. [5] The program continued until 15 ships were ordered, then was terminated before being reopened in February 1993. [7] By the time the program concluded, 22 ships had been delivered to 12 countries, with the final ship, FSS Independence, delivered to the Federated States of Micronesia in June 1997. [5] The Pacific Patrol Boat Project is the largest and most complex defence co-operation project ever funded by Australia. [3]
Each patrol boat has a length of 31.5 metres (103 ft 4 in), a beam of 8.1 metres (26 ft 7 in), a draught of 1.8 metres (5 ft 11 in), and a full load displacement of 162 tonnes. [1] They are fitted with two Caterpillar 3516TA diesel engines, which provide 2,820 horsepower (2,100 kW) to two propeller shafts, driving the vessel at a maximum of 20 knots (37 km/h; 23 mph). Pacific-class vessels have a maximum range of 2,500 nautical miles (4,600 km; 2,900 mi) at 12 knots (22 km/h; 14 mph), and can remain at sea for up to ten days. [1] Armament varies depending on the operating nation; the patrol boats may carry GAM-BO1 20 mm guns, 7.62 mm machine guns, or 12.7 mm machine guns, and these need not be permanently fitted. [1] Each ship carries a Furuno 1011 surface search radar, which operates in the I band. [1] The ship's company varies between 14 and 18, depending on the operating nation. [1] In order to reduce construction and maintenance costs, the vessels were built to commercial, as opposed to military, standards. This facilitates companies in the operating nations to be capable of providing parts and minor maintenance in mind. [3]
There were initial problems with the propellers, engine cooling systems, and air conditioning, but these were fixed before the completion of the third ship of the class. [5] The class underwent refits during each ship's seventh or eighth year of operation, and again at the fifteenth year (which was ongoing until 2012). [5] This has extended the predicted service life of the class to 2027. [5]
Several variant designs for the Pacific class have been produced by Australian Shipbuilding Industries (later Transfield ASI, then Tenix), for a variety of operators.
Four patrol boats of a slightly shortened 31-metre (102 ft) design were produced for the Kuwait Coast Guard. [8] An unarmed version of this design is also marketed to the operators of oil platforms as a crew transport. [8]
Six modified versions of the Pacific class were built for the Hong Kong Marine Police as the Protector class. [9] The main difference is the installation of a pump-jet engine to supplement the main propulsion. [8]
A single navigation training vessel, Seahorse Mercator, was built for Defence Maritime Services in 1999 which operates the ship under contract to the Royal Australian Navy. [8] Although the hull design is the same, the interior and superstructure are significantly modified. [8] The Seahorse Mercator design was used as the basis for the Royal Canadian Navy's eight Orca-class patrol vessels, although Canadian engineers modified the Orcas to the point where they only share the basic hull shape with the Australian ship. [10]
A 35-metre (115 ft), all-aluminium design based on the Pacific-class hull, the Ilocos Norte class, was created for the Philippine Coast Guard. [8] Four of these ships were delivered in December 2001, and are used as search and rescue vessels. [8] An option for a follow on order by the Philippines of ten more ships was offered, [8] but has not been used. The Ilocos Norte design was used in 2008 for the New South Wales Police Force patrol vessel Nemesis; the largest police-operated patrol boat in the Southern Hemisphere. [11]
The Pacific-class patrol boats are used primarily for maritime surveillance and fisheries protection. They are often the only surveillance capability the operating nation has access to, and their presence has often deterred foreign fishing fleets. [12] The ability to patrol the waters has provided boosts to economies through both fishing fines and improved negotiation stances when discussing foreign fishing rights and fees. [12] As part of the patrol role, the Pacifics have been used for customs inspection of ships, and have stopped some smuggling and drug-running operations. [13] Some nations charter the vessels out to other government agencies or private companies for salvage work, hydrographic surveying, or even tasks like helping to establish aquaculture farms. [13] Pacific-class patrol boats have also seen use in humanitarian roles such as search-and-rescue, towing of disabled vessels, sea safety checks on vessels, and inter-island transport, particularly for disaster relief operations. [13]
The patrol boats also provide indirect benefits to the operating nations. Operation of the Pacifics has often required the expansion of maritime facilities, providing jobs and facilitating access for other ships. [13] In addition to the economic boost from fishing fees and fines, improved hydrographic charts created by the ships contributes to boosting tourism. [13] The ships are seen as miniature warships, and are a point of pride and prestige for the island nations. [14] Crew training by the Australian Maritime College (AMC) has increased the number of trained seafarers in the operating nations, improving the skill level of each nation's maritime sector. [14]
The Pacific Patrol Boat Program has also provided benefits to Australia and New Zealand. These nations enjoy an improved strategic presence in the region, and the naval advisors supplied to operating nations create personal networks within those nations, while improving the skill set and knowledge of the Pacific-class operators. [15] These advisors regularly interact with officials from agencies outside the normal scope of diplomats, and can obtain political and strategic information inaccessible through other avenues. [16] The naval advisors also allow the military-operated vessels to maintain links to larger naval forces. [15] The ability for the operating nations to provide their own humanitarian support likewise reduces the need for Australian and New Zealand assets to become involved in relatively small-scale incidents. [16]
Australian Shipbuilding Industries (later Tenix) provides support facilities for the class in Brisbane, Australia, and Suva, Fiji. [5]
Crew training for the Pacific-class patrol boats is offered by the Australian Department of Defence and the Australian Maritime College (AMC). [5] The AMC runs an average of 32 classes per year in support of the Pacific Patrol Boat Program. [5] The AMC does not possess a Pacific-class patrol boat to use as a training vessel; instead, the 13-metre (43 ft) TV Pinduro is fitted with identical electronic equipment. [17]
The cost of the project to Australia as of 1998 has been A$249 million. [18] Each recipient country has funded most operating costs, with the United States contributing to the costs of Palau, the Marshall Islands, and the Federated States of Micronesia through the Compact of Free Association. [18]
Following the 2006 Fijian coup d'état, Fiji was suspended from the program and the associated support. [19] Fiji rejoined the program in 2015. [20]

The continuation of the Pacific Patrol Boat Program through a second generation of ships has been considered likely throughout the years, due to the benefits and capabilities provided to the operating nations, along with the work provided to the Australian shipbuilding industry. [5] During the early 2000s, variants of the RAN's Armidale class or the RNZN's Protector class were considered appropriate, although there were concerns that such complex vessels would be too challenging and financially restrictive to maintain by some of the smaller participating nations. [5] [22] A 2008 report also suggested discontinuing the program, due to rising operational costs being imposed on Australia (over double the expected annual cost of A$12 million two years in a row), poor operating rates (averaging 36 days at sea per ship per year) linked to the operating nations' difficulties in crewing and maintaining the ships, and a lack of support from the other nations with interests in the Pacific. [23]
In June 2014, the Australian government announced that a replacement class of at least 20 vessels would be built by Australia as part of a new Pacific Patrol Boat Program. [24] The A$2 billion Pacific Patrol Boat Replacement program (SEA 3036) (including A$594 million for construction and A$1.38 billion for through-life support costs) will replace the existing Pacific-class vessels, plus include East Timor as a new recipient. [24] A request for tender was open to Australian shipbuilders on 5 March 2015, and concluded on 17 June. [25] [26] Tenderers are asked to submit proposals for a 40-metre (130 ft) steel-hull vessel with a range of 2,500 nautical miles (4,600 km; 2,900 mi) at 12 knots (22 km/h; 14 mph), a top speed above 20 knots (37 km/h; 23 mph), and an operational endurance of 20 days. [25] [26] The replacement patrol boats must be designed to commercial standards and easy to maintain. [25] They will not be constructed with weapons fitted, but must be capable of having them installed later. [25] Operation of the new patrol boats will be supplemented by aerial surveillance and intelligence from Australia, under the Pacific Maritime Security Program. [26]
In April 2016, Prime Minister Malcolm Turnbull announced that Austal had been selected to construct the vessels and in May 2016 a contract was signed for 19 Guardian-class vessels. [27] [28] An additional two vessels were offered to East Timor to be purchased at an agreed fixed price. [28] This offer was subsequently accepted. [29] The Guardian class is 39.5 m long, capable of travelling at 20 knots (37 km/h; 23 mph) and at 12 knots (22 km/h; 14 mph) possesses a 3,000 nautical miles (5,600 km; 3,500 mi), accommodates 23 people, carries a 6.35 m RHIB and has provision to be fitted with a 30 mm main gun and two 12.7 mm machine guns. [30] The first vessel was launched on 29 May 2018 with completion expected in October 2018 and is to be gifted to Papua New Guinea. [31] [32]
The Armidale class is a class of patrol boats built for the Royal Australian Navy (RAN). Planning for a class of vessels to replace the fifteen Fremantle-class patrol boats began in 1993 as a joint project with the Royal Malaysian Navy, but was cancelled when Malaysia pulled out of the process. The project was reopened in 1999 under the designation SEA 1444, with the RAN as the sole participant. Of the seven proposals tendered, the Austal/Defence Maritime Services (DMS) proposal for twelve vessels based on an enlarged Bay-class patrol boat was selected. Two additional boats were ordered in 2005 to provide a dedicated patrol force for the North West Shelf Venture.
The Protector-class offshore patrol vessel is a ship class of two offshore patrol vessel (OPVs) operated by the Royal New Zealand Navy (RNZN) since 2010. The ships are named HMNZS Otago and HMNZS Wellington.
Project Protector was a Royal New Zealand Navy (RNZN) procurement project that was undertaken during the 2000s. At the start of the decade, the New Zealand government tasked the New Zealand Defence Force to develop an equal combat, peacekeeping, and disaster relief capability, in which the RNZN was to focus on conducting sealift operations and patrols of the Economic Exclusion Zone. A series of reviews found that the RNZN was lacking in these capabilities, and Project Protector was established to acquire three new ship types: a single multi-role sealift ship, two offshore patrol vessels, and four inshore patrol vessels. After a two-year information-gathering and tender process, an Australian company, Tenix Defence, was selected as the primary contractor.
The Bay class is a class of eight armed patrol boats, built by Austal and used by the Customs Marine Unit of the Australian Customs and Border Protection Service. They entered service during the late 1990s and early 2000s, and are primarily used on border protection duties.
Seahorse Mercator is a navigational training vessel operated by Defence Maritime Services under contract to the Royal Australian Navy (RAN). She is a modified version of the Pacific-class patrol boat design and is based at HMAS Waterhen in Sydney.
The Arafura class is a class of offshore patrol vessels being built for the Royal Australian Navy (RAN). Initially proposed in the 2009 Defence White Paper and marked as procurement project SEA 1180, it was originally planned that 20 Offshore Combatant Vessels (OCV) would replace 26 vessels across four separate ship classes: the Armidale-class patrol boats, the Huon-class minehunters, the Leeuwin-class survey vessels, and the Paluma-class survey motor launches. Although having a common design, the ships would use a modular mission payload system to fulfill specific roles; primarily border patrol, mine warfare, and hydrographic survey. The 2013 Defence White Paper committed to the OCV project as a long-term goal, but opted in the short term for an accelerated procurement of an existing design to replace the Armidales, and life-extension refits for the other types. This resulted in the Offshore Patrol Vessel (OPV) project and the number of vessels reduced to 12. However, this was further increased to 14 when 2 further Mine Counter Measures variants were proposed under SEA 1905.
The Ilocos Norte-class patrol boat is a series of four vessels in active service of the Philippine Coast Guard. Their hull number prefix "SARV" means they are classified as "search and rescue vessels".
The Guardian-class patrol boats are a class of small patrol vessels designed and built in Australia and provided to small South Pacific Ocean countries as part of the Australian Government's Pacific Maritime Security Program.
HMPNGS Seeadler (P03) is one of four Pacific Forum patrol vessels operated by the Papua New-Guinea Defence Force.
RFNS Kiro (203) was one of three Pacific Forum patrol boats operated by Fiji. She was the last of the three to be launched, in May 1995, and the first to be retired, when she ran aground and was deemed unsalvable, in 2016.
HMPNGS Ted Diro (P401) was the first Guardian-class patrol boat to be completed. Australia designed and provided four Pacific Forum-class patrol vessels to Papua New Guinea in 1987 and 1988, and in 2015 confirmed she would be replacing those vessels with four larger, and more capable, Guardian-class vessels.
HMPNGS Rabaul (01) was the first Pacific Forum patrol vessel to be commissioned, in May 1987. She is not the first vessel of the class to go out of service, because her sister ship from Fiji RFNS Kiro was wrecked in 2016. She arrived in Port Moresby, for disposal, on October 24, 2018. The vessel was named HMPNGS Tarangau.
HMTSS Te Mataili II (802) is the second Guardian-class patrol boat completed, and the first to be given to the small Pacific Ocean nation Tuvalu. She was commissioned on 5 April 2019, replacing Te Mataili, a Pacific Forum patrol vessel, that had reached the end of her designed lifetime.
RSIPV Gizo (05) is a Guardian-class patrol boat in service with the Royal Solomon Islands Police Force Maritime Department. She was the fifth boat of her class to be completed. Australian officials officially handed her over to representatives of the Solomon Islands on 8 November 2019, at the Austal shipyard in Henderson, Western Australia.
RFNS Savenaca (401) is a Guardian-class patrol boat, built in Australia for Fiji's Navy. She replaced RFNS Kula, a Pacific Forum patrol vessel provided by Australia in 1994. She will be the seventh vessel of the class to be completed, and the second of two to be delivered to Fiji. She was commissioned in April 2020.
The Republic of Fiji Navy or Fijian Navy is the naval branch of the Republic of Fiji Military Forces. Formerly known as the Royal Fijian Navy, it was established after Fiji ratified the recently created 1982 United Nations Convention on the Law of the Sea. The Convention established that maritime nations had an Exclusive Economic Zone of 200 kilometres, which extended Fiji's waters twentyfold, from 50,000 square miles (130,000 km2) to over 1,000,000 square miles (2,600,000 km2), necessitating a more substantial naval force to enforce Fijian jurisdiction and protect economic activity in the Fijian EEZ.
RKS Teanoai II (301) is a Guardian-class patrol boat in service with the Kiribati Maritime Police. She was given to the Republic of Kiribati by Australia as part of the Pacific Maritime Security Program, in which Australia donates patrol boats to neighbouring Pacific Island nations in order to improve regional maritime security. She was the eighth boat of her class when launched in April 2020, but became the eleventh to be delivered due to delays caused by the COVID-19 pandemic. She was officially handed over to the Kiribati police crew at the Austal shipyard in Henderson, Western Australia on 18 June 2021, replacing the 27-year-old Pacific-class patrol boat RKS Teanoai as the small island nation's sole maritime security craft.
RVS Takuare is a Guardian-class patrol boat in service with the Vanuatu Police Maritime Wing. She was given to Vanuatu by Australia as part of the Australian government's Pacific Maritime Security Program on 30 July 2021. Her predecessor, the RVS Tukoro, was the second vessel of the first iteration of the Pacific Patrol Boat Program, and served in the same role from 1987 to 2021. The Takuare is currently the only naval or law enforcement vessel operated by the Pacific Island nation.
The Pacific Maritime Security Program is a program initiated by Australia to aid the neighbouring Pacific Island nations, such as Timor-Leste, Fiji, Palau, Kiribati and Tonga. The program includes the maintenance of port facilities, training, and the transfer of 21 Guardian-class patrol boats. The program was initiated under the 2018 Boe Declaration on Regional Security.
Nafanua III (04) is a Guardian-class patrol boat entering service with the Samoan Police Force. She was given to Samoa by Australia as part of the Pacific Maritime Security Program, in which Australia donates patrol boats to neighbouring Pacific Island nations to improve regional maritime security. She is the 2nd boat given to Samoa under the program, as she was ordered by Australia on 2 November 2022 as a replacement for her sister ship Nafanua II, which was damaged beyond repair when she ran aground on 5 August 2021. Nafanua II had only two years earlier replaced the 31-year-old Pacific-class patrol boat Nafanua as the small island nation's sole maritime security craft. Although she was ordered as the 22nd and ultimate boat of her class, she was delivered on 22 November 2023 as the 18th.
