The Pueblo Chemical Depot was a chemical weapons storage site located in Pueblo County, Colorado, United States. The Pueblo Chemical Depot was one of the last two sites in the United States with chemical munitions and chemical materiel. The Pueblo Chemical Agent Destruction Pilot Plant (PCAPP) which is under the Program Executive Office, Assembled Chemical Weapons Alternatives (PEO ACWA) program destroyed its stockpile of 155mm and 105mm artillery shells and 4.2-inch mortars, all of which contained a form of the chemical agent mustard gas. The United States Army decommissioned the depot on September 12, 2024. [1]
The depot housed 2,613 tons (2,369 metric tons) of mustard agent in approximately 780,000 munitions, equivalent to about seven percent of the original chemical materiel stockpile of the United States. Destruction operations began at the Pueblo Chemical Agent-Destruction Pilot Plant in spring 2015 [2] with full-scale operations beginning later in 2016. [3] Destruction of all munitions was complete by Jun. 22, 2023.
Sulfur agent is destroyed through neutralization and biotreatment. Energetic components are first removed through robotics and disposed. The weapon body is then robotically accessed to wash out the sulfur agent using water at a high pressure. The sulfur agent is neutralized with caustic solution and hot water producing a byproduct of hydrolysate. Biotreatement occurs when the hydrolysate is further broken down with microbes, producing biosludge and water. Biosludge is filtered and sent to a disposal facility. Metal weapon parts are further decontaminated at high heat then recycled [4] The Army's Explosive Destruction System (EDS) was used for problematic munitions that cannot be destroyed through neutralization and biotreatment until December 2018. In 2018, the decision was made to replace the EDS with three Static Detonation Chamber units which will be operational in late 2020. Problematic munitions are those that have leaked or are in poor physical condition making it difficult for automated equipment processing. [5]
A specialized facility named the PCAPP Training Facility is located at the Pueblo Memorial Airport Industrial Park and offers training courses and simulations for employees. Training is designed to ensure the safety of the employees and the surrounding environment. Employees are trained to operate the equipment and use Demilitarization Protective Ensemble or DPE. The DPE is an encapsulated air-supplied chemical protective suit. [6] Samples are taken at multiple stages and analyzed for any leakage of the chemical agent. [7]
The plant operated until all the chemical weapons were destroyed. Closure activities (shut-down, dismantling, and restoration of site) are slated to be wrapped up by 2023. This is far beyond the April 2012 deadline set by the Chemical Weapons Convention. PuebloPlex will head the redevelopment of Pueblo Chemical Depot. [8] Once the mustard agent has been treated and environmental restoration is complete, the depot will be transferred to the community with possibilities of solar farming to contribute energy to the military complex in Colorado Springs, Fort Carson, Peterson and Schriever Air Force bases. Mustard gas or sulfur mustard are names commonly used for the organosulfur chemical compound bis(2-chloroethyl) sulfide, which has the chemical structure S(CH2CH2Cl)2, as well as other species. In the wider sense, compounds with the substituents −SCH2CH2X or −N(CH2CH2X)2 are known as sulfur mustards or nitrogen mustards, respectively, where X = Cl or Br. Such compounds are potent alkylating agents, which can interfere with several biological processes. Also known as mustard agents, this family of compounds comprises infamous cytotoxins and blister agents with a long history of use as chemical weapons. The name mustard gas is technically incorrect; the substances, when dispersed, are often not gases but a fine mist of liquid droplets. Sulfur mustards are viscous liquids at room temperature and have an odor resembling mustard plants, garlic, or horseradish, hence the name. When pure, they are colorless, but when used in impure forms, such as in warfare, they are usually yellow-brown. Mustard gases form blisters on exposed skin and in the lungs, often resulting in prolonged illness ending in death.
Chemical warfare (CW) involves using the toxic properties of chemical substances as weapons. This type of warfare is distinct from nuclear warfare, biological warfare and radiological warfare, which together make up CBRN, the military acronym for chemical, biological, radiological, and nuclear, all of which are considered "weapons of mass destruction" (WMDs), a term that contrasts with conventional weapons.
The United States is known to have possessed three types of weapons of mass destruction: nuclear, chemical, and biological weapons. As the country that invented nuclear weapons, the U.S. is the only country to have used nuclear weapons on another country, when it detonated two atomic bombs over two Japanese cities of Hiroshima and Nagasaki during World War II. It had secretly developed the earliest form of the atomic weapon during the 1940s under the title "Manhattan Project". The United States pioneered the development of both the nuclear fission and hydrogen bombs. It was the world's first and only nuclear power for four years, from 1945 until 1949, when the Soviet Union produced its own nuclear weapon. The United States has the second-largest number of nuclear weapons in the world, after the Russian Federation.
Many nations continue to research and/or stockpile chemical weapon agents despite numerous efforts to reduce or eliminate them. Most states have joined the Chemical Weapons Convention (CWC), which required the destruction of all chemical weapons by 2012. Twelve nations have declared chemical weapons production facilities and six nations have declared stockpiles of chemical weapons. All of the declared production facilities have been destroyed or converted for civilian use after the treaty went into force.
The Newport Chemical Depot, previously known as the Wabash River Ordnance Works and the Newport Army Ammunition Plant, was a 6,990-acre (28.3 km2) bulk chemical storage and destruction facility that was operated by the United States Army. It is located near Newport, in west central Indiana, thirty-two miles north of Terre Haute. The site was used as a production site for the solid explosives trinitrotoluene and RDX, as well as for heavy water. It also served as the production site for all of the U.S. military's nerve agent VX, when it was in use. All VX nerve agent at the site was neutralized by August 8, 2008. It was the third of the Army's nine chemical depots to completely destroy its stockpile.
The Umatilla Chemical Depot (UMCD), based in Umatilla, Oregon, was a U.S. Army installation in the United States that stored chemical weapons. The chemical weapons originally stored at the depot consisted of various live munitions and storage containers each holding 1 short ton GB or VX nerve agents or HD blister agent. All munitions had been safely destroyed by 2011 and base closure operations were still ongoing as of 2022.
The Tooele Chemical Agent Disposal Facility or TOCDF, is a U.S. Army facility located at Deseret Chemical Depot in Tooele County, Utah that was used for dismantling chemical weapons.
The United States Army Chemical Materials Activity (CMA) is a separate reporting activity of the United States Army Materiel Command (AMC). Its role is to enhance national security by securely storing the remaining U.S. chemical warfare materiel stockpiles, while protecting the work force, the public and the environment to the maximum extent.
Blue Grass Army Depot (BGAD) is a U.S. Army Joint Munitions Command storage facility for conventional munitions and chemical weapons. The facility is located in east central Kentucky, southeast of the cities of Lexington and Richmond, Kentucky. The 14,494-acre (58.66 km2) site, composed mainly of open fields and wooded areas, is used for munitions storage, repair of general supplies, and the disposal of munitions. The installation is used for the storage of conventional explosive munitions as well as assembled chemical weapons. The depot primarily is involved in industrial and related activities associated with the storage and maintenance of conventional and chemical munitions.
Anniston Chemical Activity was a U.S. Army chemical weapon storage site located in Alabama. The Army had stored approximately seven percent of the nation’s original chemical weapons stockpile at the Anniston Army Depot since the early 1960s. In August 2003, the Army began disposing of these weapons at the Anniston Chemical Agent Disposal Facility. Destruction of the base's stockpile of VX was begun on July 23, 2006. By December 2008, all of the VX on site had been destroyed. Destruction of mustard-filled munitions began on July 2, 2009 after several months of retooling. By July 2010, it had destroyed by incineration 75% of the depot's total stockpile including all 437 tons of GB (sarin) and all VX nerve agent on site. On September 22, 2011, the last mustard gas shells were burned, completing chemical weapons disposal at the facility. The facilities were scheduled for dismantlement by about 2013 and some of the weapon-handling equipment was planned for transfer to the depots at Kentucky and Colorado. Local government emergency departments are expecting to lose millions in annual funding from the federal government related to the presence of the chemical depot and as many as 1000 jobs will be cut on the base. According to the US Army Corps of Engineers the disposal and closure of Anniston Chemical Activity were completed on May 7, 2013. Following the closure, other uses for the incinerators were explored, but ultimately they were demolished.

The Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) is a facility built to destroy the chemical weapons stockpile at the Blue Grass Army Depot (BGAD), near Richmond, Kentucky.
The Program Executive Office, Assembled Chemical Weapons Alternatives is responsible for the safe and environmentally sound destruction of chemical weapons stockpiles previously stored at the Blue Grass Army Depot, Kentucky, and the U.S. Army Pueblo Chemical Depot, Colorado. In 1996, the United States Congress established the ACWA program to test and demonstrate alternative technologies to baseline incineration for the destruction of chemical weapons. The ACWA program oversaw the design and construction of the two chemical weapons destruction pilot plants – the Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) in Colorado and the Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) in Kentucky. As of July 7, 2023, PCAPP and BGCAPP have both concluded destruction of their respective stockpiles of chemical weapons. PEO ACWA will continue to oversee both plants through their closure phases, each estimated to take three to four years.

Throughout history, chemical weapons have been used as strategic weaponry to devastate the enemy in times of war. After the mass destruction created by WWI and WWII, chemical weapons have been considered to be inhumane by most nations, and governments and organizations have undertaken to locate and destroy existing chemical weapons. However, not all nations have been willing to cooperate with disclosing or demilitarizing their inventory of chemical weapons. Since the start of the worldwide efforts to destroy all existing chemical weapons, some nations and terrorist organizations have used and threatened the use of chemical weapons to leverage their position. Examples of the use of chemical weapons since World War II are Iraq’s Saddam Hussein on the Kurdish village Halabja in 1988 and their employment against civilian passengers of the Tokyo subway by Aum Shinrikyo in 1995. The efforts made by the United States and other chemical weapon destruction agencies intend to prevent such use, but this is a difficult and ongoing effort. Aside from the difficulties of cooperation and locating chemical weapons, the methods to destroy the weapons and to do this safely are also a challenge.
Pueblo Depot Activity(PUDA), formerly known as the Pueblo Ordnance Depot and the Pueblo Army Depot, was a U.S. Army ammunition storage and supply facility. Responsibility for the depot fell upon the United States Army Ordnance Corps, and the first civilians were hired in 1942 as operations began. The mission quickly expanded to include general supplies as well. It is a 24,202-acre (97.94 km2) site located 14 miles (23 km) east of Pueblo, Colorado at 38°19′37.07″N104°20′22.4″W. In 1945 they began to receive mass amounts of equipment returning from the combat theaters of World War II. Therefore, the mission expanded yet again to include the maintenance and refurbishing of artillery, fire control, and optical material. In 1951 the depot assumed responsibility to distribute U.S. Air Force ammunition for an eight-state area, as well as storage of strategic and critical materials for the General Services Administration (GSA). They were also tasked to rebuild and provide on-site maintenance support for guided missiles, ensure calibration and maintenance of electronic test equipment and radio-controlled aerial targets. They would also provide specialized training for new Army equipment as needed. In 1952, Rocky Mountain Arsenal in Denver, Colorado transferred chemical agents and chemical munitions to Pueblo Army Depot for secure storage. In 1974 Pueblo Army Depot was redesignated as Pueblo Depot Activity.
A chemical weapon (CW) is a specialized munition that uses chemicals formulated to inflict death or harm on humans. According to the Organisation for the Prohibition of Chemical Weapons (OPCW), this can be any chemical compound intended as a weapon "or its precursor that can cause death, injury, temporary incapacitation or sensory irritation through its chemical action. Munitions or other delivery devices designed to deliver chemical weapons, whether filled or unfilled, are also considered weapons themselves."
The United States chemical weapons program began in 1917 during World War I with the creation of the U.S. Army's Gas Service Section and ended 73 years later in 1990 with the country's practical adoption of the Chemical Weapons Convention. Destruction of stockpiled chemical weapons began in 1986 and was completed on July 7, 2023. The U.S. Army Medical Research Institute of Chemical Defense (USAMRICD), at Aberdeen Proving Ground, Maryland, continues to operate.
