A vicar is a representative, deputy or substitute; anyone acting "in the person of" or agent for a superior. Linguistically, vicar is cognate with the English prefix "vice", similarly meaning "deputy". The title appears in a number of Christian ecclesiastical contexts, but also as an administrative title, or title modifier, in the Roman Empire. In addition, in the Holy Roman Empire a local representative of the emperor, perhaps an archduke, might be styled "vicar".

An apostolic vicariate is a territorial jurisdiction of the Catholic Church under a titular bishop centered in missionary regions and countries where dioceses or parishes have not yet been established. The Vicariate Apostolic of Northern Germany was known for most of its existence as the Vicariate Apostolic of the NorthernMissions, established on 28 April 1667. On 7 August 1868, on the occasion of completing separate jurisdictions for all of Scandinavia, the vicariate only continued to comprise small areas in Northern Germany and was thus renamed. He remained at his post even after the territory's capture by an Anglo-Dutch fleet in 1704 on behalf of the Archduke Charles, one of the claimants to the Spanish throne in the War of the Spanish Succession, when most of its population abandoned Gibraltar.

John Baptist Scandella STD was a Gibraltarian Roman Catholic priest of Genoese descent. He was Vicar Apostolic of the Diocese of Gibraltar between 1857 and 1880. He spoke fluent English and his native Spanish. Scandella is mainly remembered in Gibraltar for seeing the return of the statue of Our Lady of Europe to Gibraltar from Algeciras in Spain and for his efforts to improve education in the territory.
