The Second Cabinet of Emmerson was the government of Zimbabwe led by Zimbabwe Emmerson Mnangagwa between 10 September 2018 and its dissolution in September 2023.

Emmerson Dambudzo Mnangagwa is a Zimbabwean politician who has served as President of Zimbabwe since 24 November 2017. A member of ZANU–PF and a longtime ally of former President Robert Mugabe, he held a series of cabinet portfolios and was Mugabe's Vice-President until November 2017, when he was dismissed before coming to power in a coup d'état. He secured his first full term as president in the disputed 2018 general election. Mnangagwa has been re-elected in 2023 with 52.6% of the votes. Nelson Chamisa, came in second with 44%.

Sydney Tigere Sekeramayi is a Zimbabwean politician who served in the government of Zimbabwe as Minister of Defence between 2013 and 2017. He has been a minister in the Cabinet since independence in 1980, serving as Minister of Defence from 2001 to 2009 and Minister of State Security from 2009 to 2013.

Pagwesese David Parirenyatwa is a Zimbabwean politician who served in the government of Zimbabwe as Minister of Health from 2013 to 2018. Previously he served as Minister of Health from 2002 to 2009. He is a medical doctor by profession.

Oppah Chamu Zvipange Muchinguri-Kashiri is a Zimbabwean politician who serves as minister of defence in the cabinet of Zimbabwe since 2018. She has also served as Minister of Higher Education and Minister of Women's Affairs. Muchinguri ran as the ZANU-PF candidate for Mutasa Central constituency in the March 2008 parliamentary election, but was defeated by Trevor Saruwaka of the Movement for Democratic Change – Tsvangirai. According to official results, Muchinguri received 4,764 votes against 9,228 votes for Saruwaka.

Obert Moses Mpofu is a Zimbabwean politician, who served as Minister of Home Affairs from 2017 to September 2018. Previously he was Minister of Macro-Economic Planning and Investment Promotion; Minister of Industry and International Trade; Minister of Mines and Mining Development; and Minister of Transport and Infrastructure Development. The Cabinet of Zimbabwe was later dissolved on 27 November 2017. He was reappointed as Minister of Home Affairs in Mnangagwa's first cabinet on 30 November 2017. The Culture portfolio was added to his ministry. Mpofu was later removed from the Zimbabwe cabinet in September 2018.

Kembo Dugish Campbell Mohadi is a Zimbabwean politician and Vice-President of Zimbabwe since 8 September 2023. He previously served in the same role from 28 December 2017 to 1 March 2021, when he resigned due to a sex scandal. He briefly served as the Minister of Defence, Security and War Veterans in 2017. Previously he was Minister of State for National Security in the President's Office from 2015 to 2017 and Minister of Home Affairs from 2002 to 2015.

Webster Kotiwani Shamu is a Zimbabwean politician and former Minister of Mashonaland West Provincial Affairs who was fired by President Emmerson Mnangagwa on 21 May 2018. He previously served as Minister of Information and Publicity, and as Minister of State for Policy Implementation. He is a member of parliament representing the Chegutu constituency. The Cabinet of Zimbabwe was later dissolved on 27 November 2017.

Phelekezela Mphoko is a Zimbabwean politician, diplomat, businessman and former military commander who served as Second Vice-President of Zimbabwe from 2014 until 2017, as well as Zimbabwe's ambassador to Russia, Botswana and South Africa. Legally, Mphoko was the acting President of Zimbabwe from 21–24 November 2017, however, as he was not in the country at the time, official standing on this is unclear. Mphoko's term as vice-president was ended by President Emmerson Mnangagwa following the dissolution of the cabinet on 27 November 2017.

The Cabinet of Zimbabwe is the executive body that forms the government of Zimbabwe together with the President of Zimbabwe. The Cabinet is composed of the President, the Vice-Presidents, and ministers appointed by the President. Until 1987, the Cabinet was chaired by the Prime Minister; it is now headed by the President.

The Ministry of Health and Child Care (MoHCC) is the government ministry responsible for health in Zimbabwe. Retired General Constantino Dominic Chiwenga was appointed to head the Ministry in September 2018. On the 7th of July 2020, the President of Zimbabwe, Emmerson Mnangagwa dismissed Moyo from the office of Cabinet Minister, removing him for "conduct inappropriate for a Government Minister". This was after Moyo had been arrested and charged with three counts of criminal abuse of duty as a public officer, for his alleged participation in a scam that involves tens of millions of dollars. The Permanent Secretary was Dr. Agnes Mahomva, who in 2018 took over from Major General Dr Gerald Gwinji. Dr. Mahomva is now the Chief Coordinator for the national COVID-19 response in the Office of the President and Cabinet.

Mthuli Ncube, is the Finance Minister in the Zimbabwe cabinet appointed by president Emmerson Mnangagwa and past chief economist and Vice President of the African Development Bank. He holds a PhD in Mathematical Finance from Cambridge University. On 7 September 2018, President Emmerson Mnangagwa announced Zimbabwe's new cabinet where he named Professor Mthuli Ncube as the Finance Minister.

Sibusiso Busi Moyo was a Zimbabwean politician and army Lieutenant general. He was noted for announcing the ousting of Robert Mugabe on national television during the 2017 Zimbabwean coup d'état. He went on to serve as Minister of Foreign Affairs and International Trade in the cabinet of Emmerson Mnangagwa from November 2017 until his death.

July Moyo is a Zimbabwean parliamentarian and member of Zanu-PF. He has been a member of cabinet in both Robert Mugabe and Emmerson Mnangagwa governments. Moyo is currently the Minister of Local Government, Public Works and National Housing.

Prisca Mupfumira, or Priscah Mupfumira, is a Zimbabwean politician and former government minister under President Robert Mugabe. When the President was replaced by Emmerson Mnangagwa, she was the first serving ZANU–PF minister to be arrested for corruption.

Monica Mutsvangwa is Zimbabwe's Minister of Information, Publicity and Broadcasting Services. She has held cabinet roles in both the Robert Mugabe government and the Emmerson Mnangagwa government.

Ziyambi Ziyambi is Zimbabwe's Minister of Justice, Legal and Parliamentary Affairs. He has held the post as a member of Zanu-PF in the Emmerson Mnangagwa government since 2018.

Paul Mavima is Zimbabwe's Minister of Public Service, Labour and Social Welfare and a member of Zanu-PF. He has also served as the Minister of Primary and Secondary Education and the Deputy Minister of Primary and Secondary Education in the Emmerson Mnangagwa government.

Owen Ncube is a Zimbabwean politician. He served as the country's Minister of State for National Security from September 2018 to January 2022.
