The Tenth five-year plan is a plan for China's national economic and social development for the 2001-2005 period. With economic development as its main goal,the plan establishes the strategic adjustment of the economic structure as its main line,while focusing on ecological construction,environmental protection,and sustainable economic and social development. Various social programs such as education,culture,healthcare and sports were also emphasized.
In October 2000,the Fifth Plenary Session of the 15th Central Committee of the Chinese Communist Party adopted the "Proposals of the Central Committee of the Communist Party of China on the Formulation of the Tenth five-year plan for National Economic and Social Development". [1] In March 2001,the Fourth Session of the Ninth National People's Congress,on top of the achievements of the Ninth five-year plan,deliberated on and adopted the "Outline of the Tenth five-year plan for National Economic and Social Development". The Tenth five-year plan was China's first economic plan of the new millennium to be situated in the context of globalization. [2]

In 2005,China's GDP exceeded 15 trillion yuan,with a five-year average growth rate of 8.8%;fiscal revenue amounted to about 3 trillion yuan,an increase of 1.3 times that of the 1,339.5 billion yuan in 2000. The major development goals set out in the Tenth five-year plan were realized ahead of schedule,and the overall price level remained basically stable,laying a good foundation for development in the eleventh five-year plan period. Hunan is an inland province in Central China. Located in the middle reaches of the Yangtze watershed,it borders the province-level divisions of Hubei to the north,Jiangxi to the east,Guangdong and Guangxi to the south,and Guizhou and Chongqing to the northwest. Its capital and largest city is Changsha,which abuts the Xiang River. Hengyang,Zhuzhou,and Yueyang are among its most populous urban cities.

Jiangsu has a coastline of over 1,000 kilometers (620 mi) along the Yellow Sea,and the Yangtze River passes through the southern part of the province.
Changsha County,commonly known as Xingsha,is a county in Hunan Province,China. It is under the administration of the prefecture-level city of Changsha. Located in the west portion of Changsha,the county is bordered to the north by Miluo City and Pingjiang County,to the west by Wangcheng,Kaifu and Furong Districts,to the southwest by Yuhua District,and to the southeast and the east by Liuyang City. Changsha County covers 1,756 km2 (678 sq mi). As of 2015 it has a registered population of 743,000 and a permanent resident population of 916,000. The county has 5 subdistricts and 13 towns under its jurisdiction. The county seat is Xingsha Subdistrict (星沙街道).
The Yangtze Delta or Yangtze River Delta,once known as the Shanghai Economic Zone,is a megalopolis generally comprising the Wu-speaking areas of Shanghai,southern Jiangsu,northern Zhejiang,southern Anhui. The area lies in the heart of the Jiangnan region,where the Yangtze drains into the East China Sea. Historically the fertile delta fed much of China’s population,and cities and commerce flourished. Today,it is one of China’s most important metropolitan area and is home to China’s financial center,tourist destination and hub for manufacture ranging from textile to car-making. In 2021,the Yangtze Delta had a GDP of approximately US$4.3 trillion,about the same size as Japan.
Jishou is a county-level city and the seat of Xiangxi Tujia and Miao Autonomous Prefecture,Hunan province,China.
Huangpu,alternately romanized as Whampoa,is one of 11 urban districts of the prefecture-level city of Guangzhou,the capital of Guangdong Province,China. Despite its name,it does not include Huangpu Island or its famous anchorage. Huangpu absorbed Guangzhou's former Luogang District in 2014. The district has been awarded the status of "Happiest District of China" in 2020.
Wangcheng District is one of six urban districts of the prefecture-level city of Changsha,the capital of Hunan Province,China. It is the largest district of Changsha by area. The district is bordered to the north by Miluo City and Xiangyin County of Yueyang,to the west by Heshan District of Yiyang and Ningxiang County,to the south by Yuelu and Kaifu Districts,to the east by Changsha County. Located in the northsouth of the City proper in Changsha,Wangcheng covers 951.06 km2 (367.21 sq mi) with registered population of 560,567 and resident population of 562,100. The district has 10 subdistricts and 5 towns under its jurisdiction,its administrative centre is at Gaotangling Subdistrict.

Guangming District is one of nine districts in the city of Shenzhen. The district,bordering the city of Dongguan in the Northwest of Shenzhen,was created in 2007 as a "functional area" of Bao'an District. In May 2018,it became a formal administrative division.
The 2008–09 Chinese economic stimulus plan was a RMB¥4 trillion stimulus package aiming to minimize the impact of the Great Recession on the economy of China. It was announced by the State Council of the People's Republic of China on 9 November 2008. The economic stimulus plan was seen as a success:While China's economic growth fell to almost 6% by the end of 2008,it had recovered to over 10% by in mid-2009. Critics of China's stimulus package have blamed it for causing a surge in Chinese debt since 2009,particularly among local governments and state-owned enterprises. The World Bank subsequently went on to recommend similar public works spending campaigns to western governments experiencing the effects of the Great Recession,but the US and EU instead decided to pursue long-term policies of quantitative easing.

The Five-Year Plans are a series of social and economic development initiatives issued by the Chinese Communist Party (CCP) since 1953 in the People's Republic of China.
