Wisconsin is a U.S. state located in the north-central, Midwest and Great Lakes regions of the country. It is bordered by Minnesota to the west, Iowa to the southwest, Illinois to the south, Lake Michigan to the east, Michigan to the northeast, and Lake Superior to the north. Wisconsin is the 23rd largest state by total area and the 20th most populous. The state capital is Madison, and its largest city is Milwaukee, which is located on the western shore of Lake Michigan. The state is divided into 72 counties.

Clark Wallace Thompson was born in La Crosse, Wisconsin on August 6, 1896, and moved to Oregon in 1901 with his parents, who settled in Cascade Locks. Thompson attended the common schools and the University of Oregon at Eugene. He enlisted in the United States Marine Corps during the First World War serving from 1917–1918. He remained a United States Marine Corps reservist until 1946 except when he again served on active duty during World War II from 1940–1942.

The Tommy Thompson presidential campaign of 2008 began when the former Wisconsin Governor and Secretary of Health and Human Services Tommy Thompson announced his candidacy for the Republican Party nomination for President of the United States on April 1, 2007. Thompson centered his campaign in Iowa, where he had spent the previous year building an organization in anticipation of the Ames straw poll. Throughout the campaign, Thompson remained low in Republican opinion polls and garnered very few political endorsements and campaign donations. He dropped out of the race on August 12, 2007 following a sixth-place finish at Ames.

The Wisconsin gubernatorial election of 2002 was held on November 5, 2002. Incumbent Republican Governor of Wisconsin Scott McCallum, who had assumed office upon the resignation of Tommy Thompson, ran for his first full term in office. McCallum won his party's nomination by defeating two minor candidates, and Attorney General of Wisconsin Jim Doyle won the Democratic primary with a little more than a third of the vote in a highly competitive primary election. In the general election, the presence of Ed Thompson, former Governor Tommy Thompson's younger brother, the Mayor of Tomah, and the Libertarian Party nominee, held both McCallum and Doyle to under fifty percent of the vote, enabling Doyle to win with 45% of the vote, defeating McCallum.
