Elections to Wiltshire Council, a new unitary authority, were held on 4 June 2009.
Wiltshire Council is a council for the unitary authority of Wiltshire in South West England, created in 2009. It is the successor authority to Wiltshire County Council (1889–2009) and the four district councils of Kennet, North Wiltshire, Salisbury, and West Wiltshire, all of which were created in 1974 and abolished in 2009.
A unitary authority is a type of local authority that has a single tier and is responsible for all local government functions within its area or performs additional functions which elsewhere in the relevant country are usually performed by national government or a higher level of sub-national government.
The whole council of ninety-eight members was up for election, with each member to be elected in a single-member electoral division. None of the new electoral divisions was identical to any of the divisions or wards of the council's predecessors, Wiltshire County Council and the four district councils within its area, Kennet, North Wiltshire, Salisbury and West Wiltshire.
The wards and electoral divisions in the United Kingdom are electoral districts at sub-national level represented by one or more councillors. The ward is the primary unit of English electoral geography for civil parishes and borough and district councils, electoral ward is the unit used by Welsh principal councils, while the electoral division is the unit used by English county councils and some unitary authorities. Each ward/division has an average electorate of about 5,500 people, but ward-population counts can vary substantially. As at the end of 2014 there were 9,456 electoral wards/divisions in the UK.
Wiltshire County Council was the county council of Wiltshire in the South West of England, an elected local Government body responsible for most local government services in the county.
The districts of England are a level of subnational division of England used for the purposes of local government. As the structure of local government in England is not uniform, there are currently four principal types of district-level subdivision. There are a total of 317 districts made up of 36 metropolitan boroughs, 32 London boroughs, 192 non-metropolitan districts, and 55 unitary authorities, as well as the City of London and the Isles of Scilly which are also districts, but do not correspond to any of these categories. Some districts are styled as boroughs, cities, or royal boroughs; these are purely honorific titles, and do not alter the status of the district. All boroughs and cities, and a few districts, are led by a mayor who in most cases is a ceremonial figure elected by the district council, but—after local government reform—is occasionally a directly elected mayor who makes most of the policy decisions instead of the council.
As with other county elections in England, these local elections in Wiltshire took place on the same day as the European elections of 2009. The Wiltshire County Council election, 2005, the last to the old county council, coincided with the general election of 2005, and the county elections of 1997 and 2001 had also coincided with general elections.
Wiltshire's "two tier" system of local government until 2009 was typical of English shire counties, with the county, excluding the pre-existing unitary authority of Swindon, being sub-divided into four local government districts. However, the Department for Communities and Local Government announced on 25 July 2007 that with effect from 1 April 2009 Wiltshire was to be served by a new unitary authority, replacing Wiltshire County Council and the four district councils within its area, with Swindon continuing as a separate unitary authority. Swindon is a large town in Wiltshire, South West England, between Bristol, 35 miles to the west, and Reading, the same distance to the east; the town is 71 miles (114 km) west of London. At the 2011 census, it had a population of 182,441. The Town Development Act 1952 led to a major increase in its population.
Although the new authority came into being on 1 April 2009, the date on which the four district councils ceased to exist, the first elections to the new council were not held until 4 June. For some two months, the role of elected members of the new authority was carried out by the 48 outgoing Wiltshire county councillors and by an "Implementation Executive" consisting of eight members appointed from the outgoing county council and two members from each of the outgoing districts.

The Borough of Swindon is a local government authority in South West England. It is centred on the town of Swindon and forms part of the ceremonial county of Wiltshire. It was formed in 1974 as the Thamesdown district of Wiltshire, from former areas of the municipal borough of Swindon and Highworth Rural District.
Metropolitan and non-metropolitan counties are one of the four levels of subdivisions of England used for the purposes of local government outside Greater London and the Isles of Scilly. As originally constituted, the metropolitan and non-metropolitan counties each consisted of multiple districts, had a county council and were also the counties for the purposes of Lieutenancies. Later changes in legislation during the 1980s and 1990s have allowed counties without county councils and 'unitary authority' counties of a single district. Counties for the purposes of Lieutenancies are now defined separately, based on the metropolitan and non-metropolitan counties.
Buckinghamshire County Council is the upper-tier local authority for the non-metropolitan county of Buckinghamshire, in England, the United Kingdom established in 1889 following the Local Government Act 1888. The county council's offices are in Aylesbury.
Unitary authorities of England are local authorities that are responsible for the provision of all local government services within a district. They are constituted under the Local Government Act 1992, which amended the Local Government Act 1972 to allow the existence of counties that do not have multiple districts. They typically allow large towns to have separate local authorities from the less urbanised parts of their counties and provide a single authority for small counties where division into districts would be impractical. Unitary authorities do not cover all of England. Most were established during the 1990s and a further tranche were created in 2009. Unitary authorities have the powers and functions that are elsewhere separately administered by councils of non-metropolitan counties and the non-metropolitan districts within them.
Elections to West Wiltshire District Council were held on 3 May 2007. The whole council was up for election and the Conservatives took control.
Elections to Wiltshire County Council were held on 5 May 2005, with the whole council up for election. They proved to be the last to the original county council, as the elections four years later were the first to its successor, the new Wiltshire Council unitary authority.
As a result of the 2009 structural changes to local government in England, the former Wiltshire County Council and the four districts within its geographical area were replaced by the new Wiltshire Council, which is a unitary authority covering the same area, with elections continuing to be held every four years, beginning in June 2009. Previously, Wiltshire County Council had been elected between 1889 and 2005, initially every three years, later every four years.
Nottinghamshire County Council is the upper-tier local authority for the non-metropolitan county of Nottinghamshire in England. It consists of 66 county councillors, elected from 56 electoral divisions every four years. The most recent election was held in 2017.
Shropshire Council is the local authority of Shropshire in England. It is a unitary authority, having the powers of a non-metropolitan county and district council combined.
Shropshire Council is elected in full every four years.
Jane Antoinette Scott, Baroness Scott of Bybrook is a British Conservative politician, local government leader and member of the House of Lords. She has been leader of the Wiltshire Council unitary authority since June 2009 and before that of its predecessor, the former Wiltshire County Council, between 2003 and 2009.
An election to Hampshire County Council took place on 4 June 2009 as part of the United Kingdom local elections, 2009, having been delayed from 7 May, to coincide with elections to the European Parliament. 78 councillors were elected from 75 electoral divisions, which returned either one or two county councillors each by first-past-the-post voting for a four-year term of office. The electoral divisions were the same as those used at the previous election in 2005. Elections in Portsmouth and Southampton do not coincide with this set, being unitary authorities outside the area covered by the County Council.
Swindon is a unitary authority in Wiltshire, England. Until 1 April 1998 its area was a non-metropolitan district called Thamesdown Borough Council, with Wiltshire County Council providing the county-level services. In 1998 all such powers were transferred to the new Borough of Swindon.
The Devizes Guardians are a local political party based in Devizes, Wiltshire, England. The party was formed in 2001 and has been successful in winning seats on Kennet District Council and Wiltshire Council, but at present is represented only on Devizes Town Council, which from May 2013 it controls.

Elections to the Wiltshire Council unitary authority took place on 2 May 2013. All ninety-eight seats were up for election, with each councillor being elected in a single-member electoral division, although in six of the divisions only one candidate was nominated and was thus declared the winner without elections taking place.
The 1973 Nottinghamshire County Council election was held on Thursday, 12 April 1973. The election resulted in the Labour Party winning an overall majority of seats on the council.
