On 19 November 2025, a Russian strike on two apartment buildings in the Western Ukrainian city of Ternopil killed at least 35 people, including six children, and wounded at least 94, including 18 children, with six people unaccounted for as of 23 November. [1] [2] The strike was one of the deadliest in Western Ukraine since the start of the Russo-Ukrainian war in 2022. [3]
The strike occurred during a series of attacks by Russia on Western Ukraine, in which Russia launched at least 470 drones and 48 missiles, reportedly targeting Ukraine's energy and transport infrastructure. [4] The series of strikes caused Poland and Romania to shut down airports in their countries and scramble fighter jets in concern over airspace safety. [5]
Two residential buildings on Stusa Street and 15 Kvitnia Street and an industrial facility were hit. [6]
Two Kh-101 cruise missiles were used to target two distinct residential buildings, while seven others targeted nearby industrial complex. Vladislav Stemkovski, deputy major of Ternopil who was leading the rescue operation, explained that this tactics was intentional as emergency services prioritize civilian casualties and the attack on civilian objects fully engages them, preventing them from handing the fire at the industrial complex that was the primary target of the attack. UN secretary-general António Guterres and Assistant Secretary General, Resident & Humanitarian Coordinator Ukraine Matthias Schmale condemned the attacks and called for a ceasefire. [8]
