The Audit Commission (AC) is one of the oldest government departments of the Government of Hong Kong,known as Audit Department before July 1,1997. The Director of Audit is appointed by the Chief Executive (previously the Governors of Hong Kong). The Director reports to the Chief Executive,not the Legislative Council. Its main functions are "to provide independent,professional and quality audit services to the Legislative Council and public sector organisations in order to help the Government enhance public sector performance and accountability in Hong Kong." According to the Audit Ordinance (Cap. 122) the Director of Audit “has wide powers of access to the records of departments”,“can require any public officer to give an explanation and to furnish such information as he thinks fit to enable him to discharge his duties”and “is not subject to the direction or control of any other person or authority in performing his duties and when exercising his powers under the Ordinance.”
The Director of Audit submits three reports each year to the President of the Legislative Council:One on the Accounts of the Government of Hong Kong Special Administrative Region under section 12 of the Audit Ordinance and two on the results of value-for-money audits.
Recently, concerns have been raised as the department has been used as a governmental tool to “deal with”departments that have not been “cooperative”to the government. Controversies have been drawn towards how the accounts of the Radio Television Hong Kong have been audited.
In April 2023,the Audit Commission said that there was a "[n]eed to step up efforts in examining library materials for safeguarding national security and talking follow-up actions." [1] In November 2023,it said CUHK did not follow proper national security rules. [2] An article from Hong Kong Free Press noted that the Audit Commission found that none of CUHK's 33 food outlets had a food license,despite there being no requirement on having a license. [3]
The Government of the Hong Kong Special Administrative Region,commonly known as the Hong Kong Government or HKSAR Government,is the executive authorities of Hong Kong. It was formed on 1 July 1997 in accordance with the Sino-British Joint Declaration of 1983,an international treaty lodged at the United Nations. This government replaced the former British Hong Kong Government (1842–1997). The Chief Executive and the principal officials,nominated by the chief executive,are appointed by the State Council of the People's Republic of China. The Government Secretariat is headed by the Chief Secretary of Hong Kong,who is the most senior principal official of the Government. The Chief Secretary and the other secretaries jointly oversee the administration of Hong Kong,give advice to the Chief Executive as members of the Executive Council,and are accountable for their actions and policies to the Chief Executive and the Legislative Council.
Ronny Tong Ka-wah,SC KC is a Hong Kong Senior Counsel and politician. He is a current non-official member of the Executive Council of Hong Kong. He co-founded the Civic Party and was a member of the Legislative Council of Hong Kong,representing the New Territories East constituency from 2004 until he quit the party and resigned from the legislature on 22 June 2015,following the historic vote on Hong Kong electoral reform a few days earlier,having switched his political alignment from pro-democracy to pro-Beijing Hong Kong political group Path of Democracy,of which he is currently the convener.

In September 2017,tensions arose between different parties over the content of posters put up on Democracy wall in the Chinese University of Hong Kong. This has led to increased tensions in Hong Kong society,due to the interpretations of freedom of speech of certain content of the posters. This has also led to copycats incidents occurring in other universities in Hong Kong as well reigniting Hong Kong Independence debate within Hong Kong Kong society. The standoff,which has manifested in a series of protests and counterprotests on campuses,is reflective of the wider disconnect between mainlanders and Hongkongers,fanned by a host of reasons from politics and language barriers to state-fuelled propaganda and competition for scarce resources.
Chris Tang Ping-keung is a Hong Kong law enforcement administrator who has been serving as the Secretary for Security of Hong Kong since June 2021. Tang joined the Hong Kong Police Force in 1987 immediately after his graduation from the Chinese University of Hong Kong with a bachelor of social science in social work. He previously served as the Commissioner of Police of Hong Kong from 2019 to 2021,Deputy Commissioner of Police (Operations) from 2018 to 2019,and Director of Operations of the Hong Kong Police Force from 2017 to 2018.
