Diamond Research and Mercantile City, also known as DREAM City, is an upcoming business district in Surat, Gujarat, India. It will be built on 810 hectares (2,000 acres) of land near Khajod, along the lines of the Gujarat International Finance Tec-City and Dholera Smart city near Ahmedabad. [1] [2] Expected to open in 2030, [3] it will be Gujarat's third smart city. [2]
The district is projected to have office space, residential areas, and facilities for these residential areas. [4] It will be established and run by a special purpose entity formed by the Government of Gujarat. The special purpose vehicle, named DREAM City Company Limited, was formed by the passage of a resolution in the assembly of the state government. [3] [5]
India's second diamond trading centre, the Surat Diamond Bourse, will operate from DREAM City. [2] Its major roles will be trading unpolished diamonds and manufacturing polished diamonds. [6] The Diamond Bourse is expected to have services for import and export of diamonds, as well as banking and insurance services. [7] Presently, diamonds are polished at Surat and traded at India's sole diamond exchange, Bharat Diamond Bourse, in Mumbai. [8]
The Government of Gujarat also announced plans to set up a textile university at DREAM City. This was announced seven months after Union Minister of Finance Arun Jaitley announced the establishment of a textile cluster in Surat. [9]
The foundation stone was laid by the Chief Minister of Gujarat, Anandiben Patel, on 15 February 2015. [10] The project is to be completed in three phases by the Gujarat Infrastructure Development Board, with the Surat Municipal Corporation assisting with soil testing in places. [1]

Surat is a city in the western Indian state of Gujarat. The word Surat directly translates to face in Gujarati and Hindustani. Located on the banks of the river Tapti near its confluence with the Arabian Sea, it used to be a large seaport. It is now the commercial and economic centre of South Gujarat, and one of the largest urban areas of western India. It has well-established diamond and textile industry, and is a major supply centre for apparels and accessories. About 90% of the world's diamonds are cut and polished in Surat. Bhavnagar is a city and the headquarters of Bhavnagar district in the Indian state of Gujarat. It was founded in 1723 by Bhavsinhji Gohil. It was the capital of Bhavnagar State, which was a princely state before it was merged into the Indian Union in February 1948.

Battle of Surat, also known as the Sack of Surat, was a land battle that took place on 5 January 1664, near the city of Surat, in present-day Gujarat, India, between Shivaji, leader of the fledgling Maratha State and Inayat Khan, a Mughal commander. The Marathas defeated the Mughal military unit posted at Surat and ransacked the city.

Gujarat International Finance Tec-City, also called GIFT City, is a central business district under construction in the Ahmedabad district in Gujarat, India. It is India's first operational greenfield smart city and international financial services centre, which the Government of Gujarat promoted as a greenfield project. In 2020 GIFT IFSC bagged 10th place in Finance Industry and top rank in emerging financial centres in the Global Financial Centres Index. As of June 2023, it is home to 23 multi-national banks, including HSBC, JP Morgan, and Barclays. Furthermore, it includes 35 fintech entities, two international stock exchanges with average daily trading volumes of $30.6 billion, as well as India's first international bullion exchange with 75 onboarded jewellers.

Bharat Diamond Bourse (BDB) is the world's largest diamond bourse (exchange) and is located in Mumbai, India. Spread over a 8.1-hectare (20-acre) plot, the complex is home to some 2,500 small and large diamond traders in addition to the Custom House, banks and other service providers who cater to the gems and jewelry trade. The complex contains 26 towers each having nine floors. The total constructed area is 190,000 m2 (2,000,000 sq ft), with two basements of additional 93,000 m2 (1,000,000 sq ft). The facilities at BDB comprise offices of diamond traders, four walk-in vaults, 24,500 safe deposit boxes, a 580-square-metre (6,200 sq ft) trading floor, strong rooms, lockers and customs clearance facilities with all the modern facilities required to carry on day-to-day business.
Antwerp's diamond district, also known as the Diamond Quarter (Diamantkwartier), and dubbed the Square Mile, is an area within the city of Antwerp, Belgium. It consists of several square blocks covering an area of about one square mile. While as of 2012, much of the gem cutting and polishing work historically done in the neighborhood had moved to low wage centers elsewhere, about 84% of the world's rough diamonds passed through the district, making it the largest diamond district in the world with a turnover of 54 billion dollars. Each year, approximately 50% of the rough diamonds return to Antwerp for cutting and polishing.

After suspending operations several times, it resumed its operations in January 2022 and made Surat International Airport its operating hub.
