Group Captain Ernest Olawunmi Adelaye was appointed military governor of Rivers State,Nigeria from July 1988 to August 1990 during the military regime of General Ibrahim Babangida. [1]
He signed the edict establishing the Rivers State Polytechnic on March 25,1989 and performed the formal ceremony of the institution on May 19,1990. [2]
He retired with the rank of air vice marshal. [3]

It was originally known as the Murtala College of Arts,Science and Technology,established in 1977 by the military governor of Benue State,Colonel Abdullahi Shelleng (1976–1978). In 1983,the college's Department of Agriculture of the College was merged with Akperan Orshi College of Agriculture. The school is approved as a state-owned polytechnic by the National Board for Technical Education.
