The Green Silk Road Fund (abbreviated GSRF) is an investment fund led by Chinese private entrepreneurs to support projects in China and along the countries of the Belt and Road Initiative. It is unique among Belt and Road Initiative investment funds as private sector support is the predominant driver rather than Chinese policy banks and foreign exchange reserves. [1] [2]

Fundraising

A driving force behind the investment fund is Wang Wenbiao, Chairman of the Elion Group, a firm implementing anti-desertification through methods including developing drought-resistant seeds for agricultural plants like licorice. Wang Wenbiao refers to himself as the "Son of the Desert" and his company found commercial success in combating desertification in the Kubuqi Desert of Inner Mongolia. He has sought to export his anti-desertification business to other countries, and has a track record of acquisitions of buying small and medium-sized enterprises internationally to expand his business.[ citation needed ]

In addition to Elion Group, other firms contributing capital to the fund are China Oceanwide, Chint Group, Huiyuan Juice, Macrolink, JuneYao, Ping’an Bank and Sino-Singapore Tianjin Eco-city. [2]

The first phase of the fund is expected to reach RMB 30 billion. [3]

Investments

The fund intends to invest in solar power projects, tree planting, and livestock breeding.[ citation needed ] At the launch of the fund in March 2015, the first project announced was a RMB 5 billion investment in an "ecological solar panel industrial chain" between Beijing and Zhangjiakou, Hebei. Haining County-level city in Zhejiang, Peoples Republic of China

Haining  is a county-level city in Zhejiang Province, China, and under the jurisdiction of Jiaxing. It is in the south side of Yangtze River Delta, and in the north of Zhejiang. It is 125 km (78 mi) to the southwest of central Shanghai, and 61.5 km (38.2 mi) east of Hangzhou, the provincial capital. To its south lies the Qiantang River. The city has a land area of 700.5 km2 (270.5 sq mi) and at the 2010 census, had a population of 806,966 inhabitants. Haining is known for its leather industry and spectacular tide in the Qiantang River.

The Export–Import Bank of China is one of three institutional banks in China chartered to implement the state policies in industry, foreign trade, economy, and foreign aid to other developing countries, and provide policy financial support so as to promote the export of Chinese products and services. Established in 1994, the bank is subordinated to the State Council.

Chinese people in Turkey are one the ethnic groups of overseas Chinese living in Central Asia, they consist mainly of Chinese-born expatriates living in Turkey and descendants of Chinese migrants. The China-Africa Development Fund, more commonly known as CAD Fund, is a Chinese private equity fund solely funded by China Development Bank, a Chinese government policy bank. The aim of the fund is to stimulate investment in Africa by Chinese companies in power generation, transportation infrastructure, natural resources, manufacturing, and other sectors.

The New Development Bank (NDB), formerly referred to as the BRICS Development Bank, is a multilateral development bank established by the BRICS states. According to the Agreement on the NDB, "the Bank shall support public or private projects through loans, guarantees, equity participation and other financial instruments." Moreover, the NDB "shall cooperate with international organizations and other financial entities, and provide technical assistance for projects to be supported by the Bank."

Since the late-2000s, the People's Republic of China (PRC) has sought to internationalize its official currency, the Renminbi (RMB). RMB internationalization accelerated in 2009 when China established the dim sum bond market and expanded Cross-Border Trade RMB Settlement Pilot Project, which helps establish pools of offshore RMB liquidity. In 2013, the RMB was the 8th most traded currency in the world and the 7th most traded in early 2014. By the end of 2014, RMB has ranked 5th as the most traded currency, according to SWIFT's report, at 2.2% of SWIFT payment behind JPY (2.7%), GBP (7.9%), EUR (28.3%) and USD (44.6%). In February 2015, RMB became the second most used currency for trade and services, and reached the ninth position in forex trading. The RMB Qualified Foreign Institutional Investor (RQFII) quotas were also extended to other five countries — the UK, Singapore, France, Korea, Germany, and Canada, each with the quotas of ¥80bn except Canada and Singapore (¥50bn). Previously, only Hong Kong was allowed, with a ¥270bn quota.

Belt and Road Initiative Chinese-funded global development strategy and framework

The Belt and Road Initiative, known in Chinese and formerly in English as One Belt One Road or OBOR for short, is a global infrastructure development strategy adopted by the Chinese government in 2013 to invest in nearly 70 countries and international organizations. It is considered a centerpiece of Chinese Communist Party (CCP) general secretary and Chinese leader Xi Jinping's foreign policy, who originally announced the strategy as the "Silk Road Economic Belt" during an official visit to Kazakhstan in September 2013.

Silk Road Fund

The Silk Road Fund is a state-owned investment fund of the Chinese government to foster increased investment in countries along the One Belt, One Road, an economic development initiative primarily covering Eurasia. The Chinese government pledged US$40 billion for the creation of the investment fund established on 29 December 2014.

Elion Group was founded in 1988 in a saltern in Kubuqi Desert, one of China's deserts and later developed into a national enterprise, aiming at restoring eco-environment. Committed to preventing land degradation and transforming desert back to cities, it has developed Kubuqi mode to restore the ecology of Kubuqi Desert. Based on the Elion's experiment, Kubuqi International Desert Forum, the only desert forum worldwide, was established in 2007 and has received global acclaim.

CDH Investments is a major Chinese alternative asset management firm based in Beijing, China. It specializes in private equity, venture capital and credit products. CDH invests across a range of sectors and regions. As of March 2015, CDH manages over RMB 100 billion of investor capital across its various investment platforms.

The China-Central and Eastern Europe Investment Cooperation Fund is the investment component of the 17+1 framework, a diplomatic initiative to enhance cooperation between China and Central and Eastern European Countries, a region in China's Belt and Road Initiative. The initial China-CEE Fund was established in 2013. Building on the success of the first fund, a second one was created in 2017.
