The Group on Earth Observations (GEO) coordinates international efforts to build a Global Earth Observation System of Systems (GEOSS). It links existing and planned Earth observation systems and supports the development of new ones in cases of perceived gaps in the supply of environment-related information. It aims to construct a global public infrastructure for Earth observations consisting of a flexible and distributed network of systems and content providers.

Concept

Common Earth observation instruments include ocean buoys, meteorological stations and balloons, seismic and Global Positioning System (GPS) stations, remote-sensing satellites, computerized forecasting models and early warning systems. These instruments are used to measure and monitor specific aspects of Earth’s physical, chemical and biological systems.

To be useful, the raw data collected must be processed, archived, interpreted, and made available via easy-to-use channels in the form of information comprehensible not only by remote sensing experts. Earth observations are vital for policymaking and assessment in many fields.

GEO focuses on facilitating access to Earth observation data for nine priority areas: natural and human-induced disasters, environmental sources of health hazards, energy management, climate change and its impacts, freshwater resources, weather forecasting, ecosystem management, sustainable agriculture, and biodiversity conservation.

History and structure

GEO was a result of the first ever Earth Observing Summit held in Washington, D.C. in 2003. The Summit event was the result of efforts by NOAA Administrator Conrad Lautenbacher who spearheaded the GEO efforts as part of the Bush '43 Administration. [1] GEO was established formally in February 2005 by the Third Earth Observation Summit in Brussels at the end of a process that started in 2003 with the First Earth Observation Summit in Washington, DC. [2] It was launched in response to calls for action by the 2002 World Summit on Sustainable Development [3] and the Group of Eight (G8) leading industrialized countries. [4] These high-level meetings recognized that international collaboration is essential for exploiting the growing potential of Earth observations to support decision making in an increasingly complex and environmentally stressed world.

GEO is a voluntary partnership of governments and international organizations. It provides a framework within which these partners can develop new projects and coordinate their strategies and investments. As of January 2016, GEO’s membership includes 102 governments including the European Commission. In addition, 92 intergovernmental, international and regional organizations with a mandate in Earth observation or related issues have been recognized as participating organizations (see lists below). Each member and participating organization is represented by a principal and a principal alternate. Members make financial contributions to GEO on a voluntary basis.

GEO is constructing GEOSS on the basis of a 10-year strategic plan from 2016 to 2025. The plan defines a vision statement for GEOSS, its purpose and scope, expected benefits, and eight “Societal Benefit Areas” (disaster resilience, public health surveillance, energy and mineral resources management, sustainable urban development, water resources management, biodiversity and ecosystem sustainability, food security and sustainable agriculture and infrastructure and transport management - with climate as a cross-cutting issue), technical and capacity-building priorities, and the GEO governance structure. [5]

GEO is governed by a plenary consisting of all members and participating organizations. GEO meets in plenary at least once a year at the level of senior officials and periodically at the ministerial level. Members make decisions at the plenary by consensus.

The United Nations Environment Programme (UNEP) is responsible for coordinating responses to environmental issues within the United Nations system. It was established by Maurice Strong, its first director, after the United Nations Conference on the Human Environment in Stockholm in June 1972. Its mandate is to provide leadership, deliver science and develop solutions on a wide range of issues, including climate change, the management of marine and terrestrial ecosystems, and green economic development. The organization also develops international environmental agreements; publishes and promotes environmental science and helps national governments achieve environmental targets.

The National Weather Service (NWS) is an agency of the United States federal government that is tasked with providing weather forecasts, warnings of hazardous weather, and other weather-related products to organizations and the public for the purposes of protection, safety, and general information. It is a part of the National Oceanic and Atmospheric Administration (NOAA) branch of the Department of Commerce, and is headquartered in Silver Spring, Maryland, within the Washington metropolitan area. The agency was known as the United States Weather Bureau from 1890 until it adopted its current name in 1970.

Diversitas was an international research programme aiming at integrating biodiversity science for human well-being. In December 2014 its work was transferred to the programme called Future Earth, which was sponsored by the Science and Technology Alliance for Global Sustainability, comprising the International Council for Science (ICSU), the International Social Science Council (ISSC), the Belmont Forum of funding agencies, the United Nations Educational, Scientific, and Cultural Organization (UNESCO), the United Nations Environment Programme (UNEP), the United Nations University (UNU) and the World Meteorological Organization (WMO).

The Intergovernmental Oceanographic Commission of UNESCO (IOC/UNESCO) was established by resolution 2.31 adopted by the General Conference of the United Nations Educational, Scientific and Cultural Organization (UNESCO). It first met in Paris at UNESCO Headquarters from 19 to 27 October 1961. Initially, 40 States became members of the commission. The IOC assists governments to address their individual and collective ocean and coastal management needs, through the sharing of knowledge, information and technology as well as through the co-ordination of programs and building capacity in ocean and coastal research, observations and services.

The National Ocean Service (NOS) is an office within the U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA). It is the responsible for preserving and enhancing the nation's coastal resources and ecosystems along approximately 95,000 miles (153,000 km) of shoreline, that is bordering 3,500,000 square miles (9,100,000 km2) of coastal, Great Lakes, and ocean waters. Its mission is to "provide science-based solutions through collaborative partnerships to address the evolving economic, environmental, and social pressures on our oceans and coasts." Its projects focus on working to ensure the safe and efficient marine transportation, promoting the protection of coastal communities, conserving marine and coastal places. NOS employs 1,700 scientists, natural resource managers, and specialists in many different fields. The National Ocean Service was previously also known as the National Ocean Survey until it was renamed in 1983.

The Global Earth Observation System of Systems (GEOSS) was built by the Group on Earth Observations (GEO) on the basis of a 10-Year Implementation Plan running from 2005 to 2015. GEOSS seeks to connect the producers of environmental data and decision-support tools with the end users of these products, with the aim of enhancing the relevance of Earth observations to global issues. GEOSS aims to produce a global public infrastructure that generates comprehensive, near-real-time environmental data, information and analyses for a wide range of users. The Secretariat Director of Geoss is Barbara Ryan.

Conrad Charles Lautenbacher Jr. is a retired Navy Vice Admiral, was the Under Secretary for Oceans and Atmosphere within the United States Department of Commerce and the eighth administrator of the National Oceanic and Atmospheric Administration. He was appointed to the position on December 19, 2001 and resigned effective October 31, 2008 in anticipation of a new White House administration. He was born in Philadelphia.

The National Oceanographic Partnership Program (NOPP) facilitates interagency and multi-sectoral partnerships to address federal ocean science and technology research priorities. Through this collaboration, federal agencies can leverage resources to invest in priorities that fall between agency missions or are too large for any single agency to support. In its first 20 years, NOPP invested more than $468 million to support over 200 research and education projects with over 600 partners. A comparable amount of in-kind support has been committed by the research and education community.

<span class="mw-page-title-main">South African Environmental Observation Network</span> A network to perform long-term ecological research in South Africa and surrounding waters

The South African Environmental Observation Network (SAEON) is a science network of people, organisations and, most importantly observation platforms, that perform Long-Term Ecological Research (LTER) in South Africa and its surrounding oceans. The SAEON is of global importance as an innovative approach in ecology to understand environmental change and to determine the impact of anthropogenic forces at multiple scales but it is a remarkably complex challenge to statistically discern between ubiquitous natural variability and exogenous forcing. The SAEON constitutes a national government response to the World Summit on Sustainable Development (Earth Summit 2002) and is a component of the GEO (Group on Earth Observations). The SAEON has become the leader in environmental science and observation in South Africa, but has been criticised for taking a long time to establish, a situation which was inevitable in view of SAEON's multiple stakeholder corps. It has also been raised that the cost of replicated experimental treatments across SAEON sites will be high.

Population, health, and the environment (PHE) is an approach to human development that integrates family planning and health with conservation efforts to seek synergistic successes for greater conservation and human welfare outcomes than single sector approaches. There is a deep relationship between population, health and environment. Those subjects are not only related to each other but also to other important aspects that are very necessary for keeping PHE in a close-knit relationship.

Soil governance refers to the policies, strategies, and the processes of decision-making employed by nation states and local governments regarding the use of soil. Globally, governance of the soil has been limited to an agricultural perspective due to increased food insecurity from the most populated regions on earth. The Global Soil Partnership, GSP, was initiated by the Food and Agriculture Organization (FAO) and its members with the hope to improve governance of the limited soil resources of the planet in order to guarantee healthy and productive soils for a food-secure world, as well as support other essential ecosystem services.

The Earth Negotiations Bulletin (ENB) is a reporting service providing daily coverage on a variety of global environmental and sustainable development negotiations.

Henrique Miguel Leite de Freitas Pereira is a Portuguese conservation biologist. He is a professor at the Martin Luther University of Halle-Wittenberg in Germany, head of the Biodiversity Conservation research group at the German Centre for Integrative Biodiversity Research (iDiv), and Chair of the Portugal Infrastructures Biodiversity Chair at CIBIO-InBIO, University of Porto. From 2014 to 2020 he was the Chair of the Group on Earth Observations Biodiversity Observation Network GEO BON. He is an avid and vocal supporter of the Sporting Football Club.
