In 2008 Uruguay was a source and transit country for men, women, and children trafficked for purposes of commercial sexual exploitation and forced labor. Most victims were women, girls, and some boys trafficked within the country to border and tourist areas for sexual exploitation. A government agency found that families had facilitated the exploitation of many children in prostitution. Impoverished parents reportedly turned over their children for domestic and agricultural servitude in rural areas. Some Uruguayan women were trafficked to Spain and Italy for sexual exploitation. [2] U.S. State Department's Office to Monitor and Combat Trafficking in Persons placed the country in "Tier 2" in 2017 [3] and 2023. [4]

In 2023, the Organised Crime Index noted that country does not have a National Action Plan for human trafficking. [5]

Prosecution (2008)

The Government of Uruguay increased anti-trafficking law enforcement efforts in 2007. In December 2007, Uruguay enacted an anti-trafficking statute as part of a comprehensive immigration reform package. Article 78 of this new law prohibits all forms of trafficking in persons, and prescribes penalties of four to 16 years' imprisonment. Uruguayan law also criminalizes trafficking of minors and child pornography, prescribing penalties ranging from six months' to 12 years' imprisonment - penalties which are commensurate with those for other grave crimes. Forced labor is prohibited under Section 1 of Title XI of the Uruguayan penal code, and punishable by six to 12 years' imprisonment. During 2007, the government secured three criminal convictions for child pornography. The government inspects legal brothels and other locations for the presence of minors. No victim rescues had been reported as of 2008. The government cooperates with foreign authorities on international trafficking cases. There is no evidence of official complicity with human trafficking. [2]

Protection (2008)

Due to limited resources, the Uruguayan government's efforts to protect trafficking victims have been limited. While the government has provided some assistance to NGOs working in the area of trafficking, the availability of victim services is uneven across the country, especially outside the capital. The government does not have a formal system for identifying trafficking victims among vulnerable populations, such as women in prostitution or undocumented migrants. The government encourages but does not force victims to assist in the investigation and prosecution of their traffickers. Victims' rights are generally respected, and as of 2008 there were no reports of victims being jailed, deported, or otherwise penalized. Uruguayan law provides legal alternatives to the removal of foreign victims to countries where they face hardship or retribution. In 2007, the government assisted IOM with the repatriation of three Uruguayans trafficked abroad. [2]

Prevention (2008)

In 2007, the government modestly increased its efforts to raise public awareness about the dangers of human trafficking, and collaborated with IOM to combat trafficking in tourist and border areas. The Ministry of Education produces anti-trafficking commercials for national television, and has a program of including anti-trafficking segments in its sex education curriculum. The government also has sponsored anti-trafficking workshops with participants from the region. Uruguayan troops deployed on international peacekeeping missions have received anti-trafficking training at UN-certified training centers. In 2007, there were no reported government efforts to reduce consumer demand for commercial sex acts. [2]

In 2008, Sierra Leone was a source, transit, and destination country for children and women trafficked for the purposes of forced labor and commercial sexual exploitation. Trafficking within the country is more prevalent than transnational trafficking and the majority of victims were children. Within the country, women and children were trafficked from rural provinces to towns and mining areas for domestic servitude, sexual exploitation, and forced labor in diamond mines, petty trading, petty crime, and for forced begging. Women and children may also have been trafficked for forced labor in agriculture and the fishing industry. Transnationally, Sierra Leonean women and children were trafficked to other West African countries, notably Guinea, Côte d'Ivoire, Liberia, Nigeria, Guinea-Bissau, and The Gambia for the same purposes listed above and to North Africa, the Middle East, and Western Europe for domestic servitude and sexual exploitation. Sierra Leone was a destination country for children trafficked from Nigeria and possibly from Liberia and Guinea for forced begging, forced labor in mines and as porters, and for sexual exploitation. There were also cases of children trafficked from refugee communities in Sierra Leone.

In 2008, Syria was a destination and transit country for women and children trafficked for commercial sexual exploitation and forced labor. A significant number of women and children in the large and expanding Iraqi refugee community in Syria were reportedly forced into commercial sexual exploitation by Iraqi gangs or, in some cases, their families. Similarly, women from Somalia and Eastern Europe were trafficked into commercial sexual exploitation. Foreign women recruited for work in Syria as cabaret dancers were not permitted to leave their work premises without permission, and they had their passports withheld - indicators of involuntary servitude. Some of these women may also have been forced into prostitution. Anecdotal evidence suggests that Syria may have been a destination for sex tourism from other countries in the region. In addition, women from Indonesia, the Philippines, Ethiopia, and Sierra Leone were recruited for work in Syria as domestic servants, but some face conditions of involuntary servitude, including long hours, non-payment of wages, withholding of passports, restrictions on movement, threats, and physical or sexual abuse. Syria may also have been a transit point for Iraqi women and girls trafficked to Kuwait, the United Arab Emirates (U.A.E.), and Lebanon for forced prostitution. The Government of Syria did not fully comply with the minimum standards for the elimination of trafficking and did not making significant efforts to do so. Syria again failed to report any law enforcement efforts to punish trafficking offenses over the last year. In addition, the government did not offer protection services to victims of trafficking and may have arrested, prosecuted, or deported some victims for prostitution or immigration violations.

Turkey ratified the 2000 UN TIP Protocol in March 2003.

In 2011 Venezuela was a source, transit, and destination country for men, women, and children trafficked for the purposes of commercial sexual exploitation and forced labor. Venezuela's political, economic, and social concerns contributed to the factors and types of human trafficking in the country. In particular, the severe poverty in Venezuela has increased the rate of human trafficking. Venezuelan women and girls are trafficked within the country for sexual exploitation, lured from poor regions in the nation's interior to urban and tourist areas. Victims are recruited through false job offers and subsequently forced into prostitution or conditions of labor exploitation. Child prostitution in urban areas and child sex tourism in resort destinations such as Margarita Island appear to be growing. Venezuelan women and girls are trafficked for commercial sexual exploitation to Western Europe and Mexico, in addition to Caribbean destinations such as Trinidad and Tobago, Aruba, and the Dominican Republic. Men, women, and children from Colombia, Peru, Ecuador, Brazil, the Dominican Republic, and the People's Republic of China are trafficked to and through Venezuela and may be subjected to commercial sexual exploitation and forced labor.

In 2008 Vietnam was primarily a source country for women and children trafficked for commercial sexual exploitation and forced labor. Women and children were trafficked to the People’s Republic of China (P.R.C), Cambodia, Thailand, the Republic of Korea, Malaysia, Taiwan, and Macau for sexual exploitation. Vietnamese women were trafficked to the P.R.C., Taiwan, and the Republic of Korea via fraudulent or misrepresented marriages for commercial exploitation or forced labor. Vietnam was also a source country for men and women who migrate willingly and legally for work in the construction, fishing, or manufacturing sectors in Malaysia, Taiwan, P.R.C., Thailand, and the Middle East but subsequently face conditions of forced labor or debt bondage. Vietnam was a destination country for Cambodian children trafficked to urban centers for forced labor or commercial sexual exploitation. The country had an internal trafficking problem with women and children from rural areas trafficked to urban centers for commercial sexual exploitation and forced labor. Vietnam was increasingly a destination for child sex tourism, with perpetrators from Japan, the Republic of Korea, the P.R.C., Taiwan, the UK, Australia, Europe, and the U.S. In 2007, an Australian non-governmental organization (NGO) uncovered 80 cases of commercial sexual exploitation of children by foreign tourists in the Sa Pa tourist area of Vietnam alone.

In 2008 Zambia was a source, transit, and destination country for women and children trafficked for the purposes of forced labor and sexual exploitation. Child prostitution existed in Zambia's urban centers, often encouraged or facilitated by relatives or acquaintances of the victim. Many Zambian child laborers, particularly those in the agriculture, domestic service, and fishing sectors, were also victims of human trafficking. Zambian women, lured by false employment or marriage offers, were trafficked to South Africa via Zimbabwe for sexual exploitation, and to Europe via Malawi. Zambia was a transit point for regional trafficking of women and children, particularly from Angola to Namibia for agricultural labor and from the Democratic Republic of the Congo to South Africa. Malawian and Mozambican adults and children were occasionally trafficked to Zambia for forced agricultural labor.

In 2008, Honduras was principally a source and transit country for women, girls, and boys trafficked for the purpose of commercial sexual exploitation. Honduran children were typically trafficked from rural areas to urban and tourist centers such as San Pedro Sula, the North Caribbean coast, and the Bay Islands. Honduran women and children are trafficked to Guatemala, El Salvador, Mexico, and the United States for sexual exploitation. Most foreign victims of commercial sexual exploitation in Honduras were from neighboring countries; some were economic migrants en route to the United States who are victimized by traffickers. Internal child labor and forced child labor for violent criminal gangs were serious concerns.

Jamaica is a source, transit, and destination country for adults and children trafficked for the purposes of sexual exploitation and forced labor.

Kenya ratified the 2000 UN TIP Protocol in January 2005.

Laos ratified the 2000 UN TIP Protocol in September 2003.

Lebanon ratified the 2000 UN TIP Protocol in October 2005.

Lithuania ratified the 2000 UN TIP Protocol in June 2003.

In 2008 Luxembourg was a destination country for women trafficked transnationally for the purpose of commercial sexual exploitation. During the reporting period, women were trafficked from Bulgaria and Ukraine. According to the Luxembourg Red Cross, an increasing number of women from Africa and Latin America were engaged in prostitution in the country, and could be victims of trafficking.

Tunisia ratified the 2000 UN TIP Protocol in July 2003.

In 2009, Papua New Guinea was a source, destination, and transit country for men, women, and children subjected to trafficking in persons, specifically forced prostitution and forced labor. Women and children were subjected to commercial sexual exploitation and involuntary domestic servitude; trafficked men were forced to provide labor in logging and mining camps. Children, especially young girls from tribal areas, were most vulnerable to being pushed into commercial sexual exploitation or forced labor by members of their immediate family or tribe. Families traditionally sold girls into forced marriages to settle their debts, leaving them vulnerable to involuntary domestic servitude, and tribal leaders trade the exploitative labor and service of girls and women for guns and political advantage. Young girls sold into marriage were often forced into domestic servitude for the husband's extended family. In more urban areas, some children from poorer families were prostituted by their parents or sold to brothels. Migrant women and teenage girls from Malaysia, Thailand, China, and the Philippines were subjected to forced prostitution, and men from China were transported to the country for forced labor.

In 2009, Paraguay was a source and transit country for women and children subjected to trafficking in persons, specifically sex trafficking, as well as a source and transit country for men, women, and children in forced labor. Most Paraguayan trafficking victims were found in Argentina, Spain, and Bolivia; fewer victims were exploited in Brazil, Chile, France, South Korea, and Japan. In one case, 44 suspected Paraguayan trafficking victims were detained at the international airport in Amsterdam, and Dutch authorities arrested the alleged trafficking offender. In another case, 13 Paraguayan women were found in conditions of forced prostitution in a brothel in La Paz, Bolivia. Paraguay was a destination country for 30 Indonesian orphans, who were allegedly brought into the country for a long-term soccer camp, but who the government suspects are trafficking victims.

Guinea ratified the 2000 UN TIP Protocol in November 2004.

In 2010, Human trafficking in the Ivory Coast referred to the practice of forced labour and commercial sexual exploitation which used Côte d'Ivoire a source, transit, and destination country for women and children who were trafficked for these purposes. Trafficking within the country's borders was more prevalent, with victims primarily trafficked from the north of the country to the more economically prosperous south. Boys from Ghana, Mali, and Burkina Faso were subjected to forced labour in the agricultural sector, including on cocoa, coffee, pineapple, and rubber plantations; boys from Ghana were forced to labour in the mining sector; boys from Togo were forced to work in construction; and boys from Benin were forced to work in carpentry and construction. Girls recruited from Ghana, Togo, and Benin to work as domestic servants and street vendors often were subjected to conditions of forced labour. Women and girls were also recruited from Ghana and Nigeria to work as waitresses in restaurants and bars and were subsequently subjected to forced prostitution. Trafficked children often faced harsh treatment and extreme working conditions.

Djibouti is a transit and, to a lesser extent, a source and destination country for men, women, and children who are subjected to trafficking in people, specifically conditions of forced labor and forced prostitution. There is little verifiable data on the human trafficking situation in Djibouti. An estimated 150 000 voluntary economic migrants from Ethiopia and Somalia passed illegally through Djibouti en route to Yemen and other locations in the Middle East in 2022; among this group, a small number of women and girls may fall victim to involuntary domestic servitude or forced commercial sexual exploitation after reaching Djibouti City or the Ethiopia-Djibouti trucking corridor. An unknown number of migrants – men, women, and children – are subjected to conditions of forced labor and forced prostitution after reaching Yemen and other destinations in the Middle East. Djibouti's large refugee population – consisting of Somalis, Ethiopians, and Eritreans – as well as foreign street children remain vulnerable to various forms of exploitation within the country, including human trafficking. Older street children reportedly act, at times, as pimps for younger children. A small number of girls from impoverished Djiboutian families may engage in prostitution with the encouragement of family members or other people in prostitution. Members of foreign militaries stationed in Djibouti contribute to the demand for women and girls in prostitution, including trafficking victims.

In 2009 El Salvador was a source, transit, and destination country for women and children who were subjected to trafficking in persons, specifically forced prostitution and forced labor. Most victims were Salvadoran women and girls from rural areas who were forced into commercial sexual exploitation in urban areas, though some adults and children were subjected to forced labor as agricultural workers and domestic workers. The majority of foreign victims were women and children from neighboring countries, such as Honduras, Nicaragua, and the Dominican Republic, who migrated to El Salvador in response to job offers, but were subsequently forced into prostitution or domestic servitude. Trafficking offenders used fraudulent documentation to facilitate the movement of foreign victims. Salvadorans have been subjected to forced prostitution in Guatemala, Mexico, Belize, the United States, Spain, and Italy.
