The Pesticides Safety Directorate was an agency of the Department for Environment, Food and Rural Affairs (Defra). It was based in York, England, with about 200 scientific, policy and support staff and was responsible for the authorisation of plant protection products and, from 2005, detergents, in the United Kingdom.
In April 2008, it joined the Health and Safety Executive (HSE), [1] [2] and in April 2009, became part of a newly formed Chemicals Regulation Directorate (CRD) at the HSE. [3]
The Environmental Protection Agency (EPA) is an independent executive agency of the United States federal government tasked with environmental protection matters. President Richard Nixon proposed the establishment of EPA on July 9, 1970; it began operation on December 2, 1970, after Nixon signed an executive order. The order establishing the EPA was ratified by committee hearings in the House and Senate. The agency is led by its administrator, who is appointed by the president and approved by the Senate. The current administrator is Michael S. Regan. The EPA is not a Cabinet department, but the administrator is normally given cabinet rank.
Health Canada is the department of the Government of Canada responsible for national health policy. The department itself is also responsible for numerous federal health-related agencies, including the Canadian Food Inspection Agency (CFIA) and the Public Health Agency of Canada (PHAC), among others. These organizations help to ensure compliance with federal law in a variety of healthcare, agricultural, and pharmaceutical activities. This responsibility also involves extensive collaboration with various other federal- and provincial-level organizations in order to ensure the safety of food, health, and pharmaceutical products—including the regulation of health research and pharmaceutical manufacturing/testing facilities.
The Department for Environment, Food and Rural Affairs (Defra) is the government department responsible for environmental protection, food production and standards, agriculture, fisheries and rural communities in the United Kingdom of Great Britain and Northern Ireland. Concordats set out agreed frameworks for co operation, between it and the Scottish Government, Welsh Government and Northern Ireland Executive, which have devolved responsibilities for these matters in their respective nations.
The Health and Safety Executive (HSE) is a UK government agency responsible for the encouragement, regulation and enforcement of workplace health, safety and welfare, and for research into occupational risks in Great Britain. It is a non-departmental public body of the United Kingdom with its headquarters in Bootle, England. In Northern Ireland, these duties lie with the Health and Safety Executive for Northern Ireland. The HSE was created by the Health and Safety at Work etc. Act 1974, and has since absorbed earlier regulatory bodies such as the Factory Inspectorate and the Railway Inspectorate though the Railway Inspectorate was transferred to the Office of Rail and Road in April 2006. The HSE is sponsored by the Department for Work and Pensions. As part of its work, HSE investigates industrial accidents, small and large, including major incidents such as the explosion and fire at Buncefield in 2005. Though it formerly reported to the Health and Safety Commission, on 1 April 2008, the two bodies merged.
The minister of health is the minister of the Crown in the Canadian Cabinet who is responsible for overseeing health-focused government agencies including Health Canada and the Public Health Agency of Canada, as well as enforcing the Canada Health Act, the law governing Canada's universal health care system. The current minister is Jean-Yves Duclos.
Chloropicrin, also known as PS and nitrochloroform, is a chemical compound currently used as a broad-spectrum antimicrobial, fungicide, herbicide, insecticide, and nematicide. Its chemical structural formula is Cl3CNO2.
Pesticide residue refers to the pesticides that may remain on or in food after they are applied to food crops. The maximum allowable levels of these residues in foods are often stipulated by regulatory bodies in many countries. Regulations such as pre-harvest intervals also often prevent harvest of crop or livestock products if recently treated in order to allow residue concentrations to decrease over time to safe levels before harvest. Exposure of the general population to these residues most commonly occurs through consumption of treated food sources, or being in close contact to areas treated with pesticides such as farms or lawns.
The Consumers, Health, Agriculture and Food Executive Agency (Chafea) was an executive agency of the European Union, set up by the European Commission to manage four programmes on its behalf, in the domains of health, consumer protection, food safety, and the promotion of European agricultural products. From April 2021 on, these programmes were reassigned to other agencies, most notably the newly created Health and Digital Executive Agency (HaDEA).
The Central Science Laboratory (CSL) was an executive agency of the UK government branch, the Department for Environment, Food and Rural Affairs (DEFRA). It is now part of the Food and Environment Research Agency, which is in turn part of DEFRA.
Food safety is used as a scientific method/discipline describing handling, preparation, and storage of food in ways that prevent food-borne illness. The occurrence of two or more cases of a similar illness resulting from the ingestion of a common food is known as a food-borne disease outbreak. This includes a number of routines that should be followed to avoid potential health hazards. In this way, food safety often overlaps with food defense to prevent harm to consumers. The tracks within this line of thought are safety between industry and the market and then between the market and the consumer. In considering industry to market practices, food safety considerations include the origins of food including the practices relating to food labeling, food hygiene, food additives and pesticide residues, as well as policies on biotechnology and food and guidelines for the management of governmental import and export inspection and certification systems for foods. In considering market to consumer practices, the usual thought is that food ought to be safe in the market and the concern is safe delivery and preparation of the food for the consumer.

Agricultural spray adjuvants are part of integrated pest management, and during pesticide application are used to enhance the effectiveness of pesticides, herbicides, insecticides, fungicides and other agents that control or eliminate unwanted pests. As with medical adjuvants, agricultural spray adjuvants are not themselves active in controlling or killing pests. Instead, these additives modify some property of the spray solution, which improves the ability of the pesticide to penetrate, target or protect the target organism. Among the typical types of ingredients used are surfactants, emulsifiers, oils and salts. Each of these ingredients, and others, modifies the spray solution itself to improve such properties as spreading, penetration, droplet size or other characteristics.
The Pest Management Regulatory Agency (PMRA) is the Canadian government agency responsible for the regulation of pest control products in Canada under the federal authority of the Pest Control Products Act and Regulations. The agency is a branch that reports to Parliament through Health Canada. The PMRA is responsible for providing access to pest management tools while minimizing the risks to human health and the environment by “using modern evidence-based scientific approaches to pesticide regulation, in an open and transparent manner”. Their main activity areas include: new product evaluation, post market review and compliance and enforcement.
Clothianidin is an insecticide developed by Takeda Chemical Industries and Bayer AG. Similar to thiamethoxam and imidacloprid, it is a neonicotinoid. Neonicotinoids are a class of insecticides that are chemically similar to nicotine, which has been used as a pesticide since the late 1700s. Clothianidin and other neonicotinoids act on the central nervous system of insects as an agonist of nAChR, the same receptor as acetylcholine, the neurotransmitter that stimulates and activating post-synaptic acetylcholine receptors but not inhibiting AChE. Clothianidin and other neonicotinoids were developed to last longer than nicotine, which is more toxic and which breaks down too quickly in the environment. However, studies published in 2012 show that neonicotinoid dust released at planting time may persist in nearby fields for several years and be taken up into non-target plants, which are then foraged by bees and other insects.
The use of pesticides in Canada is regulated by the Pest Management Regulatory Agency, a division of Health Canada via the Pest Control Products Act. Pesticides are used predominantly by the agricultural sector. In 2016, 20% of reported pesticide sales were non-agricultural sector products, and just under 5% were domestic sector products.
Environmental issue in the European Union include the environmental issues identified by the European Union as well as its constituent states. The European Union has several federal bodies which create policy and practice across the constituent states.
Pesticide regulation in the United States is primarily a responsibility of the Environmental Protection Agency (EPA). In America, it was not till the 1950s that pesticides were regulated in terms of their safety. The Pesticides Control Amendment (PCA) of 1954 was the first time Congress passed guidance regarding the establishment of safe limits for pesticide residues on food. It authorized the Food and Drug Administration (FDA) to ban pesticides they determined to be unsafe if they were sprayed directly on food. The Food Additives Amendment, which included the Delaney Clause, prohibited the pesticide residues from any carcinogenic pesticides in processed food. In 1959, pesticides were required to be registered.
Chemicals as elements, compounds, mixtures, solutions and emulsions are very widely used and transported in the modern industrial society. Of necessity, they are also used in schools, universities and other training facilities to educate pupils in their safe use and handling and also are commonly used in domestic situations for cleaning, gardening and DIY. However, there are chemicals that should not mix or get in contact with others, as they can produce byproducts that may be toxic, carcinogenic, explosive etc, or can be dangerous themselves. To avoid disasters and mishaps, maintaining safety is considered paramount, especially by chemists.
A pesticide, also called Plant Protection Product (PPP), which is a term used in regulatory documents, consists of several different components. The active ingredient in a pesticide is called “active substance” and these active substances either consist of chemicals or micro-organisms. The aims of these active substances are to specifically take action against organisms that are harmful to plants. In other words, active substances are the active components against pests and plant diseases.
Defra’s consultation on the future of the Pesticides Safety Directorate is now complete. PSD will become an agency of the Health and Safety Executive from 1 April 2008 . Defra Ministers remain responsible for pesticides policy.
