The Pradhan Mantri Matsya Sampada Yojana (PMMSY) (http://pmmsy.dof.gov.in/) is an initiative launched by the Government of India to establish a comprehensive framework and reduce infrastructural gaps in the fisheries sector. [1] [2] The scheme was announced by the Finance Minister, Nirmala Sitharaman during her speech in the parliament of India while presenting the Union budget for 2019–20 on 5 July 2019. [3] The government intends to place India in the first place in Fish production and processing by implementing Neeli Kranti (transl.Blue Revolution). This scheme is in line with governments aim to double the farmers' income by 2022–23. [4]

The policy envisages to integrate all the fishermen with agricultural farmers and provide all the facilities available through various farmer welfare schemes to the fishermen. A new dedicated department of Fisheries was constituted in a newly carved out Ministry of Fisheries, Animal Husbandry and Dairying to implement this and other policy initiatives of the government. [5] [6]

Financial assistance

In the Union Budget for 2019–20, the Finance Minister announced 804.75 crore (US$100 million) to incentivize and promote processing in the fisheries sector for the Financial year 2019–20 through the newly formed Ministry of Fisheries, Animal Husbandry and Dairying. During the Budget speech, the finance minister asserted: "fishing and fishermen communities are closely aligned with farming and are crucial to rural India." The Economic Survey of India for the year 2018–19 had stressed on allied sectors and focused mainly on enhancing rural economy by strengthening Animal husbandry and Fisheries. [7] Apart from this, the government had earlier set aside 7,552 crore (US$950 million) in the Fisheries and Aquaculture Infrastructure Development Fund (FIDF), which was intended to be utilized in creating both inland and overseas fishery infrastructure in the country. The government had set a target of 20 tonnes for fish production through the Blue Revolution by 2022–23. [8]

While announcing the stimulus package in the backdrop of the economic slowdown caused by the recent COVID-19 pandemic in India, the Finance Minister announced 20,000 crore (US$2.5 billion) outlay to enhance the inland fisheries through Matsya Sampada Yojana. Out of this 11,000 crore (US$1.4 billion) shall be utilized in promoting inland, marine fisheries, and aquacare and the remaining 9,000 crore (US$1.1 billion) shall be deployed for building fishery infrastructure like harbors and cold storage chains. The government has targeted at increasing fish production to 700 thousand tonnes and help increase India's export to 1 trillion. The financial aid is also intended to provide employment opportunities to 5.5 million people in the next five years. [9] [10]

The government uses the unique identity number (Aadhar) that every Indian possesses to distribute welfare measures in India. The comprehensive social protection system of India can be categorised as the follows: social assistance and mandatory social security contributory schemes mostly related to employment. The Code on Social Security, 2020 is part of the Indian labor code that deals with employees' social security and have provisions on retirement pension and provident fund, healthcare insurance and medical benefits, sick pay and leaves, unemployment benefits and paid parental leaves. The largest social security programs backed by The Code on Social Security, 2020 are the Employees' Provident Fund Organisation for retirement pension, provident fund, life and disability insurance and the Employees' State Insurance for healthcare and unemployment benefits along with sick pays. There is also the National Pension System which is increasingly gaining popularity. These are funded through social insurance contributions on the payroll. While the National Food Security Act, 2013, that assures food security to all Indians, is funded through the general taxation. With the passing of the social security code by the Indian Parliament, the fragmented social security system was universalised, resembling the social security systems of most developed countries.

<span class="mw-page-title-main">Pradhan Mantri Gramin Awas Yojana</span>

Pradhan Mantri Gramin Awas Yojana, previously Indira Awas Yojana, is a social welfare programme, created by the Indian Government, to provide housing for the rural poor in India. A similar scheme for urban poor was launched in 2015 as Housing for All by 2022. Indira Awas Yojana was launched in 1985 by Rajiv Gandhi, the Prime Minister of India, as one of the major flagship programs of the Ministry of Rural Development to construct houses for the Below Poverty Line population in the villages.

Pradhan Mantri Adarsh Gram Yojana (PMAGY) is a rural development programme launched by the central government in India in the financial year 2009–10 for the development of villages having a higher ratio of people belonging to the scheduled castes through convergence of central and state schemes and allocating financial funding on a per village basis.

Pradhan Mantri Suraksha Bima Yojana is a government-backed accident insurance scheme in India. It was originally mentioned in the 2015 Budget speech by Finance Minister Late Arun Jaitley in February 2015. It was formally launched by the Prime Minister Narendra Modi on 8 May in Kolkata.

Pradhan Mantri Jeevan Jyoti Bima Yojana is a Government-backed Life insurance scheme in India. It was originally mentioned in the year 2015 Budget speech by the then-Finance Minister, late Arun Jaitley in February 2015. It was formally launched by Prime Minister Narendra Modi on 9 May in Kolkata. As of May 2015, only 20% of India's population has any kind of insurance, this scheme aims to increase the number.

Pradhan Mantri Awas Yojana (PMAY) is an initiative by the Government of India in which affordable housing will be provided to the urban poor with a target of building 2 crore (20 million) affordable houses by 31 March 2022. It has two components: Pradhan Mantri Awas Yojana(Urban) (PMAY-U) for the urban poor and Pradhan Mantri Awaas Yojana (Gramin) (PMAY-G and also PMAY-R) for the rural poor. This scheme is converged with other schemes to ensure houses have a toilet, Saubhagya Yojana electricity connection, Ujjwala Yojana LPG connection, access to drinking water and Jan Dhan banking facilities, etc. Total 1 crore homes are approved against total demand of 1.12 crore as of 28 December 2019.

Skill India or the National Skills Development Mission of India is a campaign launched by Prime Minister Narendra Modi. It is managed by the National Skills Development Corporation of India.

Pradhan Mantri Krishi Sinchai Yojana is a national mission to improve farm productivity and ensure better utilization of the resources in the country. The budget of 53 billion (US$660 million) in a time span of one year 2015-2016 has been allocated to this scheme. The decision was taken on 1 July 2015 at the meeting of Cabinet Committee on Economic Affairs, approved with an outlay of 50000 crore for period of 5 years.

The Pradhan Mantri fasal bima yojana (PMFBY) launched on 18 February 2016 by Prime Minister Narendra Modi is an insurance service for farmers for their yields. It was formulated in line with One Nation–One Scheme theme by replacing earlier two schemes National Agricultural Insurance Scheme (NAIS) and Modified National Agricultural Insurance Scheme (MNAIS) by incorporating their best features and removing their inherent drawbacks (shortcomings). It aims to reduce the premium burden on farmers and ensure early settlement of crop assurance claim for the full insured sum.

Pradhan Mantri Ujjwala Yojana was launched by Prime Minister of India Narendra Modi on 1 May 2016 to distribute 50 million LPG connections to women of Below Poverty Line (BPL) families. A budgetary allocation of 80 billion (US$1.0 billion) was made for the scheme.

Saubhagya Scheme or Pradhan Mantri Sahaj Bijli Har Ghar Yojana is an Indian government project to provide electricity to the households. The project was announced in September 2017 by Prime Minister Narendra Modi, who said that the aim was to complete the electrification process by December 2018. Certain households identified via the Socio-economic and Caste Census (SECC) of 2011 will be eligible for free electricity connections, while others will be charged Rs. 500. On 16 November 2017, the government launched a website saubhagya.gov.in to disseminate information about the scheme. The total outlay of the project is Rs. 16, 320 crore while the Gross Budgetary Support (GBS) is Rs. 12,320 crore. The beneficiary household will get One LED lights, one DC power plug. It also includes the Repair and Maintenance of Meter Only (R&M) for 5 years.

<span class="mw-page-title-main">Ayushman Bharat Yojana</span> Healthcare programme in India

Ayushman Bharat Pradhan Mantri Jan Arogya Yojana is a national public health insurance fund of the Government of India that aims to provide free access to health insurance coverage for low income earners in the country. Roughly, the bottom 50% of the country qualifies for this scheme. People using the program access their own primary care services from a family doctor. When anyone needs additional care, then PM-JAY provides free secondary health care for those needing specialist treatment and tertiary health care for those requiring hospitalization.

Biju Swastya Kalyan Yojana is a universal health coverage scheme launched by Chief Minister of Odisha Naveen Patnaik. The scheme covers around 70 lakhs families. A budget of 250 crore was sanctioned by the state government. Cashless healthcare assistance will be provided. Services:

  1. Free health services for all in all state government health care facilities starting from Sub center level up to district headquarter hospital level with Swasthiya Mitras deployed at help desk.
  2. Annual health coverage of Rs 5 lakhs per family and 7 lakhs per women members of the family.

Pradhan Mantri Kisan Samman Nidhi is an initiative by the government of India that give farmers up to 6,000 (US$75) per year as minimum income support. The initiative was announced by Piyush Goyal during the 2019 Interim Union Budget of India on 1 February 2019. The scheme has cost 75,000 crore per annum and came into effect December 2018.

Har Ghar Jal is a scheme initiated by the Ministry of Jal Shakti of Government of India under Jal Jeevan Mission in 2019 with the aim to provide tap water to every rural household by 2024.

Atal Bhujal Yojana is a groundwater management scheme launched by Prime Minister Narendra Modi on the 95th birth anniversary of former Prime Minister Atal Bihari Vajpayee, on 25 December 2019. The purpose of the scheme is to improve groundwater management in seven states of India.

Pradhan Mantri Garib Kalyan Anna Yojana is a food security welfare scheme announced by the Government of India on March 26 2020, during the COVID-19 pandemic in India. The program is operated by the Department of Food and Public Distribution under the Ministry of Consumer Affairs, Food and Public Distribution. But the nodal ministry is Ministry of Finance.

The Department of Animal husbandry and Dairying (DAHD) is an Indian government department. It is a subsidiary department of the Ministry of Animal Husbandry, Dairying and Fisheries which was formed as a new Indian ministry in 2019. The DAHD or the erstwhile Department of Animal husbandry, Fishiries and Dairying was formed in 1991 by merging together into a separate department, of two divisions of Department of Agriculture and Cooperation, namely animal husbandry and dairy development.In 1997 the fishiries division of Department of Agriculture and Cooperation and a part of the Ministry of Food Processing Industries was transferred to it. In February 2019 the Department of Fisheries was carved out from the Department of Animal husbandry, Dairying and Fisheries and it has been functioning as Department of Animal Husbandry and Dairying since then.
