Procedural democracy

Procedural democracy or proceduralist democracy, proceduralism or Hollow Democracy [1] is a term used to denote the particular procedures, such as regular elections based on universal suffrage, that produce an electorally-legitimated government. [2] [3] [4] Procedural democracy, with its centering of electoral processes as the basis of democratic legitimacy, is often contrasted with substantive or participatory democracy, which centers the equal participation of all groups in society in the political process as the basis of legitimacy. [3] [5]

The term is often used to denote an artificial appearance of democracy through the existence of democratic procedures like elections when in reality power is held by a small group of elites who manipulate democratic processes to make themselves appear democratically legitimate. [2] [6]

In political science, legitimacy is the right and acceptance of an authority, usually a governing law or a regime. Whereas authority denotes a specific position in an established government, the term legitimacy denotes a system of government—wherein government denotes "sphere of influence". An authority viewed as legitimate often has the right and justification to exercise power. Political legitimacy is considered a basic condition for governing, without which a government will suffer legislative deadlock(s) and collapse. In political systems where this is not the case, unpopular regimes survive because they are considered legitimate by a small, influential elite. In Chinese political philosophy, since the historical period of the Zhou dynasty, the political legitimacy of a ruler and government was derived from the Mandate of Heaven, and unjust rulers who lost said mandate therefore lost the right to rule the people.

An illiberal democracy describes a governing system that hides its "nondemocratic practices behind formally democratic institutions and procedures". There is a lack of consensus among experts about the exact definition of illiberal democracy or whether it even exists.

The debate over democracy in China has been a major ideological battleground in Chinese politics since the 19th century. China is not a liberal democracy. The Chinese government and the Chinese Communist Party (CCP) state that China is democratic nonetheless. Many foreign and some domestic observers categorize China as an authoritarian one-party state, with some saying it has shifted to neoauthoritarianism. Some characterize it as a dictatorship.

Participatory budgeting allows citizens or residents of a locality to identify, discuss, and prioritize public spending projects, and gives them the power to make real decisions about how money is spent.

Election monitoring involves the observation of an election by one or more independent parties, typically from another country or from a non-governmental organization (NGO). The monitoring parties aim primarily to assess the conduct of an election process on the basis of national legislation and of international election standards. There are national and international election observers. Monitors do not directly prevent electoral fraud, but rather record and report instances of suspicious practices. Election observation increasingly looks at the entire electoral process over a long period of time, rather than at election-day proceedings only. The legitimacy of an election can be affected by the criticism of monitors, unless they are themselves seen as biased. A notable individual is often appointed honorary leader of a monitoring organization in an effort to enhance legitimacy of the monitoring process.

Political representation is the activity of making citizens "present" in public policy-making processes when political actors act in the best interest of citizens. This definition of political representation is consistent with a wide variety of views on what representing implies and what the duties of representatives are. For example, representing may imply acting on the expressed wishes of citizens, but it may alternatively imply acting according to what the representatives themselves judge is in the best interests of citizens. And representatives may be viewed as individuals who have been authorized to act on the behalf of others, or may alternatively be viewed as those who will be held to account by those they are representing. Political representation can happen along different units such as social groups and area, and there are different types of representation such as substantive representation and descriptive representation.

<span class="mw-page-title-main">Legitimation crisis</span> Decline of trust in authority

Legitimation crisis refers to a decline in the confidence of administrative functions, institutions, or leadership. The term was first introduced in 1973 by Jürgen Habermas, a German sociologist and philosopher. Habermas expanded upon the concept, claiming that with a legitimation crisis, an institution or organization does not have the administrative capabilities to maintain or establish structures effective in achieving their end goals. The term itself has been generalized by other scholars to refer not only to the political realm, but to organizational and institutional structures as well. While there is not unanimity among social scientists when claiming that a legitimation crisis exists, a predominant way of measuring a legitimation crisis is to consider public attitudes toward the organization in question.

<span class="mw-page-title-main">Democratic legitimacy of the European Union</span>

The question of whether the governance of the European Union (EU) lacks democratic legitimacy has been debated since the time of the European Economic Community in the late 1970s. This led in part to an elected European Parliament being created in 1979 and given the power to approve or reject EU legislation. Since then, usage of the term has broadened to describe newer issues facing the European Union. Voter turnout at the elections to the European Parliament fell consecutively at every election from the first in 1979 up to 2014 when it hit a low of 42.54%, before finally rising in 2019. The 2014 turnout figure is lower than that of any national election in the 27 countries of the European Union, where turnout at national elections averages 68% across the EU.

<span class="mw-page-title-main">Liberal democracy</span> Political philosophy and form of government

Liberal democracy, substantive democracy or western democracy is the combination of a liberal political philosophy that operates under a representative democratic form of government. It is characterized by elections between multiple distinct political parties, a separation of powers into different branches of government, the rule of law in everyday life as part of an open society, a market economy with private property, universal suffrage, and the equal protection of human rights, civil rights, civil liberties and political freedoms for all people. To define the system in practice, liberal democracies often draw upon a constitution, either codified or uncodified, to delineate the powers of government and enshrine the social contract. The purpose of a constitution is often seen as a limit on the authority of the government. A liberal democracy may take various and mixed constitutional forms: it may be a constitutional monarchy or a republic. It may have a parliamentary system, a presidential system, or a semi-presidential system (France). Liberal democracies are contrasted with illiberal democracies and with dictatorships.

<span class="mw-page-title-main">Democracy promotion</span> Domestic of foreign policy to increase democratic rule

Democracy promotion, also referred to as democracy building, can be domestic policy to increase the quality of already existing democracy or a strand of foreign policy adopted by governments and international organizations that seek to support the spread of democracy as a system of government. Among the reasons for supporting democracy include the belief that countries with a democratic system of governance are less likely to go to war, are likely to be economically better off and socially more harmonious. In democracy building, the process includes the building and strengthening of democracy, in particular the consolidation of democratic institutions, including courts of law, police forces, and constitutions. Some critics have argued that the United States has used democracy promotion to justify military intervention abroad.

Types of democracy refers to pluralism of governing structures such as governments and other constructs like workplaces, families, community associations, and so forth. Types of democracy can cluster around values. For example, some like direct democracy, electronic democracy, participatory democracy, real democracy, and deliberative democracy, strive to allow people to participate equally and directly in protest, discussion, decision-making, or other acts of politics. Different types of democracy - like representative democracy - strive for indirect participation as this procedural approach to collective self-governance is still widely considered the only means for the more or less stable democratic functioning of mass societies. Types of democracy can be found across time, space, and language. In the English language the noun "democracy" has been modified by 2,234 adjectives. These adjectival pairings, like atomic democracy or Zulu democracy, act as signal words that point not only to specific meanings of democracy but to groups, or families, of meaning as well.

A citizens' assembly is a group of people selected by lottery from the general population to deliberate on important public questions so as to exert an influence. Other names and variations include citizens' jury, citizens' panel, people's panel, mini-publics,people's jury, policy jury, citizens' initiative review, consensus conference and citizens' convention.

A hybrid regime is a type of political system often created as a result of an incomplete democratic transition from an authoritarian regime to a democratic one. Hybrid regimes are categorized as having a combination of autocratic features with democratic ones and can simultaneously hold political repressions and regular elections. Hybrid regimes are commonly found in developing countries with abundant natural resources such as petro-states. Although these regimes experience civil unrest, they may be relatively stable and tenacious for decades at a time. There has been a rise in hybrid regimes since the end of the Cold War.

<span class="mw-page-title-main">Embedded democracy</span>

Embedded democracy is a form of government in which democratic governance is secured by democratic partial regimes. The term "embedded democracy" was coined by political scientists Wolfgang Merkel, Hans-Jürgen Puhle, and Aurel Croissant, who identified "five interdependent partial regimes" necessary for an embedded democracy: electoral regime, political participation, civil rights, horizontal accountability, and the power of the elected representatives to govern. The five internal regimes work together to check the power of the government, while external regimes also help to secure and stabilize embedded democracies. Together, all the regimes ensure that an embedded democracy is guided by the three fundamental principles of freedom, equality, and control.

Epistemic democracy refers to a range of views in political science and philosophy which see the value of democracy as based, at least in part, on its ability to make good or correct decisions. Epistemic democrats believe that the legitimacy or justification of democratic government should not be exclusively based on the intrinsic value of its procedures and how they embody or express values such as fairness, equality, or freedom. Instead, they claim that a political system based on political equality can be expected to make good political decisions, and possibly decisions better than any alternative form of government .   

Oral democracy is a talk-based form of government and political system in which citizens of a determined community have the opportunity to deliberate, through direct oral engagement and mass participation, in the civic and political matters of their community. Additionally, oral democracy represents a form of direct democracy, which has the purpose of empowering citizens by creating open spaces that promote an organized process of discussion, debate, and dialogue that aims to reach consensus and to impact policy decision-making. Political institutions based on this idea of direct democracy seek to decrease the possibilities of state capture from elites by holding them accountable, to encourage civic participation and collective action, and to improve the efficiency and adaptability of development interventions and public policy implementation.
