Types of democracy refers to the various governance structures that embody the principles of democracy ("rule by the people") in some way. Democracy is frequently applied to governments (ranging from local to global), but may also be applied to other constructs like workplaces, families, community associations, and so forth.

Types of democracy can cluster around values. Some such types, defined as direct democracy (or participatory democracy, or deliberative democracy), promote equal and direct participation in political decisions by all members of the public. Others, including the many variants of representative democracy, favor more indirect or procedural approaches to collective self-governance, where decisions are made by elected representatives rather than by the people directly. [1]

Types of democracy can be found across time, space, and language. [2] The foregoing examples are just a few of the thousands of refinements of, and variations on, the central notion of "democracy." [3]

Direct democracy

A direct democracy, or pure democracy, is a type of democracy where the people govern directly, by voting on laws and policies. It requires wide participation of citizens in politics. [4] Athenian democracy, or classical democracy, refers to a direct democracy developed in ancient times in the Greek city-state of Athens. A popular democracy is a type of direct democracy based on referendums and other devices of empowerment and concretization of popular will.

An industrial democracy is an arrangement which involves workers making decisions, sharing responsibility and authority in the workplace (see also workplace).

Representative democracies

A representative democracy is an indirect democracy where sovereignty is held by the people's representatives.

Types of representative democracy include:

  • Parliamentary democracy a democratic system of government where the legislative branch (the parliament) appoints the executive branch (typically a cabinet), which is headed by a prime minister who is considered the head of government.
  • Presidential democracy a democratic system of government where the head of government is also head of state (typically a president) and leads an executive branch that is separate from the legislative branch.
    • Jacksonian democracy a variant of presidential democracy popularized by U.S. President Andrew Jackson which promoted the strength of the executive branch and the Presidency at the expense of Congressional power.

Representative democracies often contain political parties, which are groups of politicians with similar views who work together to win elections. Depending on how many major parties exist, a representative democracy can have one of the following party systems:

  • Dominant-party system a system where only one political party can realistically win enough votes to become the government, by itself or in a coalition government.
  • Two-party system a system where only two parties or alliances, typically placed either side of the center, have a realistic chance of winning a majority of votes. Other parties are very minor or solely regional.
  • Multi-party system a system in which multiple political parties have the capacity to gain control of government offices, separately or in coalition.
  • Non-partisan system a system in which universal and periodic elections (by secret ballot) take place without reference to political parties.

A demarchy is a form of government where people are randomly selected from the citizenry through sortition to either act as general governmental representatives or to make decisions in specific areas of governance (defense, environment, etc.).

An organic or authoritarian democracy is a democracy where the ruler holds a considerable amount of power, but their rule benefits the people. The term was first used by supporters of Bonapartism. [5]

Types based on location

A cellular democracy, developed by Georgist libertarian economist Fred E. Foldvary, uses a multi-level bottom-up structure based on either small neighborhood governmental districts or contractual communities. [6]

This is different from direct democracy, where the public votes directly on laws or policies, rather than representatives.

A communist state, also known as a Marxist–Leninist state, is a one-party state that is administered and governed by a communist party guided by Marxism–Leninism. Marxism–Leninism was the state ideology of the Soviet Union, the Comintern after Bolshevisation and the communist states within the Comecon, the Eastern Bloc, and the Warsaw Pact. Marxism–Leninism currently still remains the ideology of a few parties around the world. After its peak when many communist states were established, the Revolutions of 1989 brought down most of the communist states, however, it is still the official ideology of the ruling parties of China, Cuba, Laos, Vietnam, and to a lesser extent, North Korea. During most of the 20th century, before the Revolutions of 1989, around one-third of the world's population lived under communist states.

Participatory democracy, participant democracy or participative democracy is a form of government in which citizens participate individually and directly in political decisions and policies that affect their lives, rather than through elected representatives. Elements of direct and representative democracy are combined in this model.

<span class="mw-page-title-main">Third International Theory</span> Theory of governance proposed by Muammar Gaddafi

The Third International Theory, also known as Third Universal Theory and Gaddafism, was the style of government proposed by Muammar Gaddafi on 15 April 1973 in his Zuwara speech, on which his government, the Great Socialist People's Libyan Arab Jamahiriya, was officially based. It combined elements of Arab nationalism, Nasserism, Anti-imperialism, Islamic socialism, left-wing populism African nationalism, Pan-Arabism, and it was partly influenced by the principles of direct democracy. The theory also contained elements of Islamic fundamentalism, as Gaddafi argued that Muslims needed to return to God and the Qur'an and rejected formal interpretation of the Qur'an as blasphemy. However, Gaddafi's regime has been described as Islamist, rather than fundamentalist, as Gaddafi opposed Salafism and many Islamic fundamentalists were imprisoned during his rule.

Demoex, an appellation short for democracy experiment, is a local Swedish political party and an experiment with direct democracy in Vallentuna, a suburb of Stockholm, Sweden. It uses the Internet to make it possible for any member to participate in the local government. Demoex has a representative in the municipal council, who votes in the council according to a poll that is held beforehand on the website of the party. This is unlike traditional representatives, who vote according to their own views or their party's views. Every Vallentuna resident older than 16 years can register on the website to vote; anyone in the world can take part in the debates, if they can write in Swedish. Voters do not have to vote on all issues; the fewer votes on an issue, the more weight each vote carries. To boost participation, the party allows users to choose someone to advise them on a particular topic.

Sociocracy is a theory of governance that seeks to create psychologically safe environments and productive organizations. It draws on the use of consent, rather than majority voting, in discussion and decision-making by people who have a shared goal or work process.

<span class="mw-page-title-main">Liquid democracy</span> Combination of direct and representative democracy

Liquid democracy is a form of delegative democracy, whereby an electorate engages in collective decision-making through direct participation and dynamic representation. This democratic system utilizes elements of both direct and representative democracy. Voters in a liquid democracy have the right to vote directly on all policy issues à la direct democracy; voters also have the option to delegate their votes to someone who will vote on their behalf à la representative democracy. Any individual may be delegated votes and these proxies may in turn delegate their vote as well as any votes they have been delegated by others resulting in "metadelegation".

<span class="mw-page-title-main">Collaborative e-democracy</span> Political concept of an online, participatory policymaking process

Collaborative e-democracy refers to a hybrid democratic model combining elements of direct democracy, representative democracy, and e-democracy. This concept, first introduced at international academic conferences in 2009, offers a pathway for citizens to directly or indirectly engage in policymaking. Steven Brams and Peter Fishburn describe it as an "innovative way to engage citizens in the democratic process," that potentially makes government "more transparent, accountable, and responsive to the needs of the people."

E2D International (E2D) was the political international of the Electronic Direct Democracy (E2D) Party movement. The E2D Manifesto described the basic political principles of E2D International member parties. Most of the member parties are defunct. The Swedish Direktdemokraterna remains as the last active party as of November 2020.

A socialist state, socialist republic, or socialist country, sometimes referred to as a workers' state or workers' republic, is a sovereign state constitutionally dedicated to the establishment of socialism. The term communist state is often used synonymously in the West, specifically when referring to one-party socialist states governed by Marxist–Leninist communist parties, despite these countries being officially socialist states in the process of building socialism and progressing toward a communist society. These countries never describe themselves as communist nor as having implemented a communist society. Oral democracy is a talk-based form of government and political system in which citizens of a determined community have the opportunity to deliberate, through direct oral engagement and mass participation, in the civic and political matters of their community. Additionally, oral democracy represents a form of direct democracy, which has the purpose of empowering citizens by creating open spaces that promote an organized process of discussion, debate, and dialogue that aims to reach consensus and to impact policy decision-making. Political institutions based on this idea of direct democracy seek to decrease the possibilities of state capture from elites by holding them accountable, to encourage civic participation and collective action, and to improve the efficiency and adaptability of development interventions and public policy implementation.
