Consensus democracy

Consensus democracy [1] is the application of consensus decision-making and supermajority to the process of legislation in a democracy. It is characterized by a decision-making structure that involves and takes into account as broad a range of opinions as possible, as opposed to majoritarian democracy systems where minority opinions can potentially be ignored by vote-winning majorities. [2] Constitutions typically require consensus or supermajority. [3]

A consensus government is a national unity government with representation across the whole political spectrum. A concordance democracy is a type of consensus democracy where majority rule does not play a central role. Optional referendums and popular initiatives correspond to consensus democracy. [4]

Consensus democracy is most closely embodied in certain countries such as Switzerland, Germany, Denmark, Lebanon, Sweden, Iraq, and Belgium, where consensus is an important feature of political culture, particularly with a view to preventing the domination of one linguistic or cultural group in the political process. [5] The term consociational state is used in political science to describe countries with such consensus based political systems. An example of such a system could be the Dutch Poldermodel. Many parties in Lebanon call for applying consensus democracy, especially at times of crisis.

Consensus government chiefly arises in non-partisan democracies and similar systems in which a majority of politicians are independent. Many former British territories with large indigenous populations use consensus government to fuse traditional tribal leadership with the Westminster system. Consensus government in Canada is used in the Northwest Territories and Nunavut, as well as the autonomous Nunatsiavut region, and similar systems have arisen in the Pacific island nations of Fiji, Tuvalu and Vanuatu, as well as the ancient Tynwald of the Isle of Man. The focus on establishing agreement of at least the majority or the supermajority and avoiding unproductive opinion differentiates consensus from unanimity, which requires all participants to support a decision. Consensus decision-making in a democracy is consensus democracy.

Deliberative democracy or discursive democracy is a form of democracy in which deliberation is central to decision-making. Deliberative democracy seeks quality over quantity by limiting decision-makers to a smaller but more representative sample of the population that is given the time and resources to focus on one issue.

A parliamentarydemocracy is a form of government where the head of government derives their democratic legitimacy from their ability to command the support ("confidence") of a majority of the legislature, to which they are held accountable. This head of government is usually, but not always, distinct from a ceremonial head of state. This is in contrast to a presidential system, which features a president who is not fully accountable to the legislature, and cannot be replaced by a simple majority vote.

The tyranny of the majority is an inherent weakness to majority rule in which the majority of an electorate pursues exclusively its own objectives at the expense of those of the minority factions. This results in oppression of minority groups comparable to that of a tyrant or despot, argued John Stuart Mill in his 1859 book On Liberty.

Majoritarianism is a political philosophy or ideology with an agenda asserting that a majority, whether based on a religion, language, social class, or other category of the population, is entitled to a certain degree of primacy in society, and has the right to make decisions that affect the society. This traditional view has come under growing criticism, and liberal democracies have increasingly included constraints on what the parliamentary majority can do, in order to protect citizens' fundamental rights. Majoritarianism should not be confused with electoral systems that give seats to candidates with only a plurality of votes. Although such systems are sometimes called majoritarian systems, they use plurality, not majority, to set winners. Some electoral systems, such as instant-runoff voting, are most often majoritarian – winners are most often determined by having majority of the votes that are being counted – but not always. A parliament that gives lawmaking power to any group that holds a majority of seats may be called a majoritarian parliament. Such is the case in the Parliament of the United Kingdom and the Parliament of Saudi Arabia and many other chambers of power.

A supermajority is a requirement for a proposal to gain a specified level of support which is greater than the threshold of one-half used for a simple majority. Supermajority rules in a democracy can help to prevent a majority from eroding fundamental rights of a minority, but can also hamper efforts to respond to problems and encourage corrupt compromises at times when action is taken. Changes to constitutions, especially those with entrenched clauses, commonly require supermajority support in a legislature. Parliamentary procedure requires that any action of a deliberative assembly that may alter the rights of a minority have a supermajority requirement, such as a two-thirds vote. In consensus democracy the supermajority rule is applied in most cases.

In social choice theory, the majority rule (MR) is a social choice rule that says that, when comparing two options, the option preferred by more than half of the voters should win.

Arend d'Angremond Lijphart is a Dutch-American political scientist specializing in comparative politics, elections and voting systems, democratic institutions, and ethnicity and politics. He is Research Professor Emeritus of Political Science at the University of California, San Diego. He is influential for his work on consociational democracy and his contribution to the new Institutionalism in political science.

Consociationalism is a form of democratic power sharing. Political scientists define a consociational state as one which has major internal divisions along ethnic, religious, or linguistic lines, but which remains stable due to consultation among the elites of these groups. Consociational states are often contrasted with states with majoritarian electoral systems.

The National Pact is an unwritten agreement that laid the foundation of Lebanon as a multiconfessional state following negotiations between the Shia, Sunni, and Maronite leaderships. Erected in the summer of 1943, the National Pact was formed by the then-president Bechara El Khoury and the prime minister Riad Al Solh. Mainly centered around the interests of political elites, the Maronite elite served as a voice for the Christian population of Lebanon while the Sunni elite represented the voice of the Muslim population. The pact also established Lebanon's independence from France.

Power sharing is a practice in conflict resolution where multiple groups distribute political, military, or economic power among themselves according to agreed rules. It can refer to any formal framework or informal pact that regulates the distribution of power between divided communities. Since the end of the Cold War, power-sharing systems have become increasingly commonplace in negotiating settlements for armed conflict. Two common theoretical approaches to power sharing are consociationalism and centripetalism.

The Borda method or order of merit is a positional voting rule which gives each candidate a number of points equal to the number of candidates ranked below them: the lowest-ranked candidate gets 0 points, the second-lowest gets 1 point, and so on. Once all votes have been counted, the option or candidate with the most points is the winner.

Collaborative e-democracy refers to a hybrid democratic model combining elements of direct democracy, representative democracy, and e-democracy. This concept, first introduced at international academic conferences in 2009, offers a pathway for citizens to directly or indirectly engage in policymaking. Steven Brams and Peter Fishburn describe it as an "innovative way to engage citizens in the democratic process," that potentially makes government "more transparent, accountable, and responsive to the needs of the people."

An electoral or voting system is a set of rules used to determine the results of an election. Electoral systems are used in politics to elect governments, while non-political elections may take place in business, non-profit organisations and informal organisations. These rules govern all aspects of the voting process: when elections occur, who is allowed to vote, who can stand as a candidate, how ballots are marked and cast, how the ballots are counted, how votes translate into the election outcome, limits on campaign spending, and other factors that can affect the result. Political electoral systems are defined by constitutions and electoral laws, are typically conducted by election commissions, and can use multiple types of elections for different offices.

Types of democracy refers to the various governance structures that embody the principles of democracy in some way. Democracy is frequently applied to governments, but may also be applied to other constructs like workplaces, families, community associations, and so forth.

A major branch of social choice theory is devoted to the comparison of electoral systems, otherwise known as social choice functions. Viewed from the perspective of political science, electoral systems are rules for conducting elections and determining winners from the ballots cast. From the perspective of economics, mathematics, and philosophy, a social choice function is a mathematical function that determines how a society should make choices, given a collection of individual preferences.
