Political unitarism designates various theories, concepts or policies that advocate or enforce a fully unified and centralized system of government, with ultimate goal in creating a unitary state. In practice, unitarism is often manifested as a political doctrine or movement within complex political entities (confederations, federations, and other political unions), advocating for the highest degree of political integration and unification, beyond mere administrative centralization. One of the main goals of political unitarists (proponents of unitarism) is to abolish or substantially suppress all forms of regional self-government and autonomy, by transferring powers of confederated states, federal units, autonomous regions or cantons directly to the central government. Unitarization and regionalization are often confused with centralization and decentralization, respectively.
Historically, complex processes of political unitarization were often accompanied by political struggle between proponents of unitarism and radical centralization, and their opponents, advocating decentralization and regionalism. In political history, that kind of political struggle was very frequent, even from ancient times. One of the most famous examples of local resistance to political unitarism in classical times was the internal conflict between ancient Athens and other federated city-states within the Delian League.
In modern history, one of the most notable examples of political unitarization was the creation of Kingdom of Great Britain by the Acts of Union in 1701, [2] and subsequently the creation of United Kingdom of Great Britain and Ireland by the Acts of Union in 1800.
One of practical goals of political unitarism is to create a singular legislature, with exclusive legislative powers over the entire territory of a state. Through the process of political unitarization, local regions within an emerging unitary state are deprived of any form of contract with the centralized government. Thus, the remaining regional powers, if any have been left at all, are not protected by being entrenched in the constitution of the unitary state; they can be reduced even more, or completely abolished, by the acts of the central government.
Federalism is a mode of government that combines a general government with regional governments in a single political system, dividing the powers between the two. Johannes Althusius is considered the father of modern federalism along with Montesquieu. He notably exposed the bases of this political philosophy in Politica Methodice Digesta, Atque Exemplis Sacris et Profanis Illustrata (1603). Montesquieu sees in the Spirit of Laws, examples of federalist republics in corporate societies, the polis bringing together villages, and the cities themselves forming confederations. Federalism in the modern era was first adopted in the unions of states during the Old Swiss Confederacy.
Decentralization or decentralisation is the process by which the activities of an organization, particularly those regarding planning and decision-making, are distributed or delegated away from a central, authoritative location or group and given to smaller factions within it.
Devolution is the statutory delegation of powers from the central government of a sovereign state to govern at a subnational level, such as a regional or local level. It is a form of administrative decentralization. Devolved territories have the power to make legislation relevant to the area, thus granting them a higher level of autonomy.
A federation is a political entity characterized by a union of partially self-governing provinces, states, or other regions under a federal government (federalism). In a federation, the self-governing status of the component states, as well as the division of power between them and the central government, is constitutionally entrenched and may not be altered by a unilateral decision, neither by the component states nor the federal political body.
A unitary state is a sovereign state governed as a single entity in which the central government is the supreme authority. The central government may create or abolish administrative divisions. Such units exercise only the powers that the central government chooses to delegate. Although political power may be delegated through devolution to regional or local governments by statute, the central government may override the decisions of devolved governments, curtail their powers, or expand their powers. Unitary states in its modern concept originated in France, in the aftermath of the Hundred Years' War, national feelings that emerged from the war unified France. The Hundred Years' War accelerated the process of transforming France from a feudal monarchy to a unitary state. The French then later spread unitary states by conquests, throughout Europe during and after the Napoleonic Wars, and to the world through the vast French colonial empire.
In American political discourse, states' rights are political powers held for the state governments rather than the federal government according to the United States Constitution, reflecting especially the enumerated powers of Congress and the Tenth Amendment. The enumerated powers that are listed in the Constitution include exclusive federal powers, as well as concurrent powers that are shared with the states, and all of those powers are contrasted with the reserved powers—also called states' rights—that only the states possess.
Subsidiarity is a principle of social organization that holds that social and political issues should be dealt with at the most immediate or local level that is consistent with their resolution. The Oxford English Dictionary defines subsidiarity as "the principle that a central authority should have a subsidiary function, performing only those tasks which cannot be performed at a more local level". The concept is applicable in the fields of government, political science, neuropsychology, cybernetics, management and in military command. The OED adds that the term "subsidiarity" in English follows the early German usage of "Subsidiarität". More distantly, it is derived from the Latin verb subsidio, and the related noun subsidium.
Regionalism is a political ideology that seeks to increase the political power, influence and self-determination of the people of one or more subnational regions. It focuses on the "development of a political or social system based on one or more" regions and/or the national, normative or economic interests of a specific region, group of regions or another subnational entity, gaining strength from or aiming to strengthen the "consciousness of and loyalty to a distinct region with a homogeneous population", similarly to nationalism. More specifically, "regionalism refers to three distinct elements: movements demanding territorial autonomy within unitary states; the organization of the central state on a regional basis for the delivery of its policies including regional development policies; political decentralization and regional autonomy".
A central government is the government that is a controlling power over a unitary state. Another distinct but sovereign political entity is a federal government, which may have distinct powers at various levels of government, authorized or delegated to it by the federation and mutually agreed upon by each of the federated states. Though inappropriate, the adjective "central" is also sometimes used to describe the government of a federation, such as in India.
A regional state, or a regionalised unitary state, is a term used to denote a type of state that is formally unitary but where a high degree of political power has been highly decentralised to regional governments. This contrasts with a state organized on principles of federalism where the powers of the regions are enshrined in constitutional law. In many cases, the regions are based on long standing cultural or regional divisions.
Asymmetric federalism or asymmetrical federalism is found in a federation or other types of union in which different constituent states possess different powers: one or more of the substates has considerably more autonomy than the other substates, although they have the same constitutional status. This is in contrast to symmetric federalism, where no distinction is made between constituent states. As a result, it is frequently proposed as a solution to the dissatisfaction that arises when one or more constituent units feel significantly different needs from the others, as the result of an ethnic, linguistic or cultural difference.
Turkey has a unitary structure in terms of administration and this aspect is one of the most important factors shaping the Turkish public administration. When three powers are taken into account as the main functions of the state, local administrations have little power. Turkey is a highly centralized unitary system, and the provinces are subordinated to the centre. Local administrations were established to provide services in place and the government is represented by the governors and city governors. Besides the governors and the city governors, other senior public officials are also appointed by the central government rather than appointed by mayors or elected by constituents.
A province is almost always an administrative division within a country or state. The term derives from the ancient Roman provincia, which was the major territorial and administrative unit of the Roman Empire's territorial possessions outside Italy. The term province has since been adopted by many countries. In some countries with no actual provinces, "the provinces" is a metaphorical term meaning "outside the capital city".
Federalism in the Philippines refers to political movements in the Philippines that are variants of federalism. Federalism has grown in popularity among Filipinos in recent decades, with multiple political candidates successfully campaigning on federalism-based platforms. In 2022, Bongbong Marcos won the Philippine presidential election under the banner of Partido Federal ng Pilipinas.
Government in Spain is divided into three spheres or levels: the State itself, the regions or autonomous communities and local entities. These levels are not hierarchical, meaning there is no supremacy or primacy of one over the other, but rather they are separately defined by their jurisdictional powers.
The Madisonian model is a structure of government in which the powers of the government are separated into three branches: executive, legislative, and judicial. This came about because the delegates saw the need to structure the government in such a way to prevent the imposition of tyranny by either majority or minority. James Madison proposed this governmental scheme so that the power and influence of each branch would be balanced by those of the others. The separation of powers is a result of Congress passing laws, the president enforcing laws, and the courts interpreting the laws. The three branches of government are independent from each other, yet cooperate by necessity. In the Federalist Paper No. 51, Madison illustrated his beliefs on how a balance in the power was necessary for a government to exist.
The Anglophone problem is a socio-political issue in the modern Republic of Cameroon, rooted in the country's German, British, and French colonial legacies. Anglophone (English-speaking) Cameroonians form a minority population of around 16 percent, mainly from the northwest and southwest regions that formerly constituted the Southern Cameroons, part of the former British Cameroon colonies. These Anglophone regions were formerly controlled by Britain as a mandate of the League of Nations, and then as a United Nations trust territory. During the Foumban Conference of 1961, territories with different colonial legacies were finally united into one state.
Bill of Rights socialism is an ideology based on the interpretation that the United States Bill of Rights advocated for a socialist society or that if need be, a new United States Bill of Rights that explicitly advocated for it should be made. The concept was first coined by Gus Hall, General Secretary of Communist Party USA. Communist Party USA has advocated for amending the United States Constitution to include the right to join a union, the right to a fair-paying job and others.
World federalism or global federalism is a political ideology advocating a democratic, federal world government. A world federation would have authority on issues of global reach, while the members of such a federation would retain authority over local and national issues. The overall sovereignty over the world population would largely reside in the federal government.
