A central government is the government that is a controlling power over a unitary state. Another distinct but sovereign political entity is a federal government, which may have distinct powers at various levels of government, authorized or delegated to it by the federation and mutually agreed upon by each of the federated states.
The structure of central governments varies. Many countries have created autonomous regions by delegating powers from the central government to governments on a sub-national level, such as regional, state, provincial, local and other instances. Based on a broad definition of a basic political system, there are two or more levels of government that exist within an established territory and government through common institutions with overlapping or shared powers as prescribed by a constitution or other law.
Common responsibilities of this level of government which are not granted to lower levels are maintaining national security and exercising international diplomacy, including the right to sign binding treaties. Essentially, the central government has the power to make laws for the whole country, in contrast with local governments.
The difference between a central government and a federal government is that the autonomous status of self-governing regions exists by the sufferance of the central government [1] and are often created through a process of devolution. As such they may be unilaterally revoked with a simple change in the law. An example of this was done in 1973 when the Northern Ireland Constitution Act 1973 abolished the government of Northern Ireland which had been created under the Government of Ireland Act 1920. It is common for a federal government to be brought into being by agreement between a number of formally independent states and therefore its powers to affect the status of the balance of powers is significantly smaller (as in the United States). Thus federal governments are often established voluntarily from 'below' whereas devolution grants self-government from above.

A federal government is the common or national government of a federation. The United States is considered the first modern federation. After declaring independence from Britain, the U.S. adopted its first constitution, the Articles of Confederation in 1781. This was the first step towards federalism by establishing the confederal Congress. However, Congress was limited as to its ability to pursue economic, military, and judiciary reform. In 1787, a Constitutional Convention drafted the United States Constitution during the Philadelphia Convention. After the ratification of the Constitution by nine states in 1788, the U.S. was officially a federation, putting the U.S. in a unique position where the central government exists by the sufferance of the individual states rather than the reverse.
Other states followed suit in establishing federal governments: Switzerland (1848); Canada (1867); Germany (1871 and again 1949); Brazil (1891); Australia (1901); Russia (1917); Austria (1920 and again 1945) and India (1947 and again 1950). [2] Examples include:
Federalism is a mode of government that combines a general level of government with a regional level of sub-unit governments, while dividing the powers of governing between the two levels of governments. Two illustrative examples of federated countries—one of the world's oldest federations, and one recently organized—are Australia and the Federated States of Micronesia, (Micronesia).
The autonomous communities are the first-level administrative divisions of Spain, created in accordance with the Spanish Constitution of 1978, with the aim of guaranteeing limited autonomy to the nationalities and regions that make up Spain.
A federal republic is a federation of states with a republican form of government. At its core, the literal meaning of the word republic when used to reference a form of government means a country that is governed by elected representatives and by an elected leader, such as a president, rather than by a monarch or any hereditary aristocracy.
Secession is the formal withdrawal of a group from a political entity. The process begins once a group proclaims an act of secession. A secession attempt might be violent or peaceful, but the goal is the creation of a new state or entity independent of the group or territory from which it seceded. Threats of secession can be a strategy for achieving more limited goals.
Devolution is the statutory delegation of powers from the central government of a sovereign state to govern at a subnational level, such as a regional or local level. It is a form of administrative decentralization. Devolved territories have the power to make legislation relevant to the area, thus granting them a higher level of autonomy.
A federation is an entity characterized by a union of partially self-governing provinces, states, or other regions under a federal government (federalism). In a federation, the self-governing status of the component states, as well as the division of power between them and the central government, is constitutionally entrenched and may not be altered by a unilateral decision, neither by the component states nor the federal political body without constitutional amendment.
A federated state is a territorial and constitutional community forming part of a federation. A federated state does not have international sovereignty since powers are divided between the other federated states and the federal government. Unlike international sovereign states, which have what is often referred to as Westphalian sovereignty, federated states operate under their domestic or federal law with relation to the rest of the world.
Home rule is the government of a colony, dependent country, or region by its own citizens. It is thus the power of a part of a state or an external dependent country to exercise such of the state's powers of governance within its own administrative area that have been decentralized to it by the central government. Home rule may govern in an autonomous administrative division; in contrast, though, there is no sovereignty separate from that of the parent state, and thus no separate chief military command nor separate foreign policy and diplomacy.
A unitary state is a (sovereign) state governed as a single entity in which the central government is the supreme authority. The central government may create or abolish administrative divisions. Such units exercise only the powers that the central government chooses to delegate. Although political power may be delegated through devolution to regional or local governments by statute, the central government may alter the statute, to override the decisions of devolved governments or expand their powers.
The administrative geography of the United Kingdom is complex, multi-layered and non-uniform. The United Kingdom, a sovereign state to the northwest of continental Europe, consists of England, Northern Ireland, Scotland and Wales. For local government in the United Kingdom, England, Northern Ireland, Scotland and Wales each have their own system of administrative and geographic demarcation. Consequently, there is "no common stratum of administrative unit encompassing the United Kingdom".
In Russia, the oblasts are 46 administrative territories; they are one type of federal subject, the highest-level administrative division of Russian territory.
An autonomous administrative division is a subnational administrative division or internal territory of a sovereign state that has a degree of autonomy — self-governance — under the national government. Autonomous areas are distinct from other constituent units of a federation in that they possess unique powers for their given circumstances. Typically, it is either geographically distinct from the rest of the state or populated by a national minority, which may exercise home rule. Decentralization of self-governing powers and functions to such divisions is a way for a national government to try to increase democratic participation or administrative efficiency or to defuse internal conflicts. States that include autonomous areas may be federacies, federations, or confederations. Autonomous areas can be divided into territorial autonomies, subregional territorial autonomies, and local autonomies.
A regional state, or a regionalised unitary state, is a term used to denote a type of state that is formally unitary but where a high degree of political power has been highly decentralised to regional governments. This contrasts with a state organized on principles of federalism where the powers of the regions are enshrined in constitutional law. In many cases, the regions are based on long standing cultural or regional divisions.
Asymmetric federalism or asymmetrical federalism is found in a federation or other types of union in which different constituent states possess different powers: one or more of the substates has considerably more autonomy than the other substates, although they have the same constitutional status. This is in contrast to symmetric federalism, where no distinction is made between constituent states. As a result, it is frequently proposed as a solution to the dissatisfaction that arises when one or more constituent units feel significantly different needs from the others, as the result of an ethnic, linguistic or cultural difference.
A federacy is a form of government where one or several substate units enjoy considerably more independence than the majority of the substate units. To some extent, such an arrangement can be considered to be similar to asymmetric federalism.
A province is an administrative division within a country or state. The term derives from the ancient Roman provincia, which was the major territorial and administrative unit of the Roman Empire's territorial possessions outside Italy. The term province has since been adopted by many countries. In some countries with no actual provinces, "the provinces" is a metaphorical term meaning "outside the capital city".
In the United Kingdom, devolution is the Parliament of the United Kingdom's statutory granting of a greater level of self-government to the Scottish Parliament, the Senedd, the Northern Ireland Assembly and the London Assembly and to their associated executive bodies: the Scottish Government, the Welsh Government, the Northern Ireland Executive and in England, the Greater London Authority and combined authorities.
Federalism in the United Kingdom aims at constitutional reform to achieve a federal UK or a British federation, where there is a division of legislative powers between two or more levels of government, so that sovereignty is decentralised between a federal government and autonomous governments in a federal system.
