Countries with at least one autonomous area

This list of autonomous areas arranged by country gives an overview of autonomous areas of the world. An autonomous area is defined as an area of a country that has a degree of autonomy, or has freedom from an external authority. It is typical for it to be geographically distant from the country, or to be populated by a national minority. Countries that include autonomous areas are often federacies. [1] The autonomous areas differ from federal units and independent states in the sense that they, in relation to the majority of other sub-national territories in the same country, enjoy a special status including some legislative powers, within the state (for a detailed list of federated units, see federated state). [2]

Contents

This list includes areas that are internationally recognized, as well as some that are generally unrecognized. [upper-alpha 1] [upper-alpha 2] The definition of an autonomous area varies from country to country, so the native term as defined by the respective country's government is listed, and the English translation of the term is included.

A central government is the government that is a controlling power over a unitary state. Another distinct but sovereign political entity is a federal government, which may have distinct powers at various levels of government, authorized or delegated to it by the federation and mutually agreed upon by each of the federated states.

An autonomous administrative division is a subnational administrative division or internal territory of a sovereign state that has a degree of autonomy—self-governance—under the national government. Autonomous areas are distinct from the constituent units of a federation in that they possess unique powers for their given circumstances. Typically, it is either geographically distinct from the rest of the state or populated by a national minority, which may exercise home rule. Decentralization of self-governing powers and functions to such divisions is a way for a national government to try to increase democratic participation or administrative efficiency or to defuse internal conflicts. States that include autonomous areas may be federacies, federations, or confederations. Autonomous areas can be divided into territorial autonomies, subregional territorial autonomies, and local autonomies.

A federacy is a form of government where one or several substate units enjoy considerably more independence than the majority of the substate units. To some extent, such an arrangement can be considered to be similar to asymmetric federalism.

These levels are not hierarchical, meaning there is no supremacy or primacy of one over the other, but rather they are separately defined by their jurisdictional powers.

The constitution of Spain of 1978 allowed for the nationalities and regions that make up the Spanish nation to accede to self-government and be constituted as autonomous communities, which became the first-order political and territorial division of the Spanish territory. Both the process whereby the nationalities and regions were to accede to self-government and the scope of competences that were to be devolved or transferred from the central government, were intended to be asymmetrical in nature.
