School District 57 Prince George (SD 57) is a school district in central British Columbia that encompasses urban Prince George, its surroundings, and the outlying communities of McBride and Valemount to the southeast, and Mackenzie to the north.

History

Overview

Land developers organized and sponsored the first schools within Prince George. [1] By 1914, one high and three elementary schools existed. [2] Within the area of what would become SD 57, the establishment of separate school districts (usually comprising a single school), totalled 9 in 1911–1920, 17 in 1921–1930, and 11 in 1931–1940. [3] During the Great Depression, centralization increased because local boards abrogated their responsibilities, forcing the installation of official trustees and creating larger administrative units. [4]

Attracting and retaining qualified rural teachers proved difficult. Factors included salaries, [5] scathing inspectors, [6] isolation, community factions, [7] no running water, no electricity, inadequate heat, [8] teaching multiple grades, [9] and sometimes an expectation to organize the various children's social activities for the community at large. [10] Rural schools were dependent upon a smaller and volatile local tax base for funding. When an economic downturn, fire, or depleted accessible timber, closed a sawmill (the primary employer in most rural communities), workers relocated, student numbers dropped, and the tax base collapsed. [11]

Rural school buildings were usually rudimentary, and many in a poor state of repair. Equipment and supplies were limited. [12] Consequently, rural students, receiving the barest elementary programs, [13] lacked educational opportunities, and few progressed to a secondary school offered only by a main centre. [14]

The 1946 implementation [15] of the 1945 Cameron Report into BC school financing and administration [16] created centralized larger districts. Benefits to rural schools were a broader tax base, [17] to Prince George schools an augmentation of existing infrastructure, [18] and to all schools an increase in provincial funding from 30 to 50 percent. [19] The earlier municipal districts provided no guidance as to setting boundaries, because many were quite small, and 90 percent of the province was unorganized. [20] The new Prince George school district boundaries were equidistant between Quesnel southward, Vanderhoof westward, and at Penny southeastward. [21] On the disbanding of local boards, the former Prince George one, comprising members of civic and economic stature, became the interim board. [15] The elected 1948 board comprised four city and three rural representatives, [22] reaffirming some degree of local control. [19]

The new board did not operate with complete autonomy, but had to avail itself of the experience, training, and knowledge of local inspectors of schools, [23] who represented the province. The latter, who had been regarded as faultfinders by local trustees, became mentors aligned with the centralized trustees. [24] The board became a buffer between local residents and the province, [25] and the inspectors were freed from petty management issues. [26]

Burgeoning student numbers throughout the 1950s saw massive increases in teacher recruitment and classroom capacity. [27] Many new schools served residential development along the new highways north and west. [28] However by the mid 1950s, building remote rural schools rarely occurred because of maintenance challenges, and from the late 1950s, numerous schools closed as mills closed. [29]

In 1970, SD 58 Mc Bride merged into SD 57, and its board dissolved. The new enlarged school district matches the boundaries of the Regional District of Fraser-Fort George. [30]

Terrace is a city in the Skeena region of west central British Columbia, Canada. This regional hub lies east of the confluence of the Kitsumkalum River into the Skeena River. On BC Highway 16, junctions branch northward for the Nisga'a Highway to the west and southward for the Stewart–Cassiar Highway to the east. The locality is by road about 204 kilometres (127 mi) southwest of Smithers and 144 kilometres (89 mi) east of Prince Rupert. Transportation links are the Northwest Regional Airport, a passenger train, and bus services.

Hazelton is a village municipality in the Skeena region of west central British Columbia, Canada. The place is on the southeast side of the Skeena River immediately north of the Bulkley River mouth, where the confluence forms a peninsula. On BC Highway 62, the locality is by road about 75 kilometres (47 mi) northwest of Smithers and 144 kilometres (89 mi) northeast of Terrace. Hazelton is the original of the "Three Hazeltons", the other two being New Hazelton to the southeast and South Hazelton to the south.

Usk is an unincorporated community in the Skeena region of west central British Columbia, Canada. The Usk Ferry connects the two parts of the hamlet that straddle the Skeena River. Just off BC Highway 16, the locality is by road about 182 kilometres (113 mi) west of Smithers and 23 kilometres (14 mi) northeast of Terrace.

Kitwanga or Gitwangak is in the Skeena region of west central British Columbia. Among the Hazelton and Buckley Mountain Ranges, the place is on the north shore of the Skeena River, east of the Kitwanga River confluence. On BC Highway 37, northeast of the junction with BC Highway 16, the locality is by road about 115 kilometres (71 mi) northwest of Smithers, 99 kilometres (62 mi) northeast of Terrace, and 212 kilometres (132 mi) southeast of Stewart.

The community was immediately east of the mouth of Albert Creek on the south shore of the Illecillewaet River. That settlement no longer exists, but the Canyon Hot Springs Resort borders to its north. On BC Highway 1, the locality is by road about 33 kilometres (21 mi) northeast of Revelstoke and 30 kilometres (19 mi) southwest of Glacier.

Kitselas is a railway point on the northwestern shore of the Skeena River in the Skeena region of west central British Columbia, Canada. The former name was Vanarsdol. Across the Skeena to the southwest is the mouth of the Zymoetz River. This river bridge on BC Highway 16 is by road about 10 kilometres (6 mi) northeast of Terrace.

Willow River is a community northeast of Prince George, on the northeast bank of the Willow River, 2.5 kilometres (1.6 mi) southeast of the confluence with the Fraser River, in central British Columbia. The name derives from the many willow swamps in the river valley. Comprising about 150 residents, it has a general store/post-office, a volunteer fire department, church building and a small community hall. Street map.

Aleza Lake is immediately south of the eastern end of its namesake lake, and west of Upper Fraser, in central British Columbia. The community, which clusters the railway line and highway, comprises 15–20 full-time residents.

Hansard station existed on the southwest side of the Fraser River 2.8 miles (4.5 km) northwest of the Bowron River confluence, and 4 miles (6.4 km) southeast of Upper Fraser, in central British Columbia. The namesake small community to its northwest has since dispersed.

Hutton nestles in the foothills of the Rocky Mountains about four miles (6.4 km) north-northeast of the Grand Canyon of the Fraser, in central British Columbia. Moxley Creek, a tributary on the northeast side of the Fraser River, passes to the southwest. The former mill and village site is private property, whose owners remain the sole occupants. Surviving structures are some concrete foundations of mill buildings and the railway water tower.

Penny, between Longworth and Dome Creek on the northeast side of the Fraser River in central British Columbia, offers an access point for outdoor recreational activities. With a community hall and 15 permanent residents, No utilities infrastructure exists. Prior to the post office permanently closing on 31 December 2013, the community was the only one in Canada that still relied upon the railway for its postal service.

Bend, the remnants of a community 2.1 miles (3.4 km) northwest of Dome Creek in central British Columbia, comprises several scattered rural properties stretching along the Fraser River on the northwest side of the railway bridge. The area was named after the 90-degree curve on the railway track, 1 mile (1.6 km) northwest of the railway bridge.

Dome Creek, between Penny and Crescent Spur on the southwest side of the Fraser River in central British Columbia, provides a year-round destination for hiking, hunting, snowshoeing and snowmobiling. The scattered community of about 40 permanent residents clusters the railway line and the actual creek. The creek and town are similarly named after Dome Mountain. The recreational facility, which occupies the former school building, houses the community hall, a public library and a museum, with a small rustic post office nearby. Shelley, northeast of Prince George in central British Columbia, was often misspelled as "Shelly", especially during the earlier years. The First Nations Shelley Reserve No. 1 is on the northwest side of the Fraser River, and the Reserve No. 2, on the southeast side, includes a gas station and convenience store. Beyond the west of the latter are freehold properties, comprising about 30 residences immediately and in the vicinity. To the south is the Shell-Glen volunteer firehouse, which lies on the west side of the Gleneagle neighbourhood.

Ferndale is a scattered community located northeast of Prince George in central British Columbia. The name, derived from the numerous ferns in the district, appeared in the later 1920s. Adopted by the new school in 1931, and included as a settlement in Wrigley’s BC Directory for that year, the first newspaper reference was the following year. In earlier times, the northern part was considered as Willow River, and the western part as Shelley. Although Ferndale once stretched as far south as Tabor Lake, the 1977 completion of the Blackburn Bypass of Highway 16 effectively created the southern boundary. Comprising about 40 residences, it has a good-sized community hall, and the Ferndale-Tabor volunteer fire hall lies between the two localities.

South Hazelton is an unincorporated community in the Skeena region of west central British Columbia, Canada. The place is on the east side of the Skeena River immediately south of the Bulkley River mouth. On BC Highway 16, the locality is by road about 73 kilometres (45 mi) northwest of Smithers and 132 kilometres (82 mi) northeast of Terrace. South Hazelton is one of the "Three Hazeltons", the other two being the original "Old" Hazelton to the north and New Hazelton to the east.

Pacific is a railway point in the Skeena region of west central British Columbia. On the western shore of the Skeena River, no direct link exists to the highway section on the eastern shore near the mouth of Legate Creek. On BC Highway 16, the locality is by road about 164 kilometres (102 mi) west of Smithers and 40 kilometres (25 mi) northeast of Terrace.

Isle Pierre is a railway point in the Nechako Region of central British Columbia. The scattered community straddles the shores of the Nechako River. The west side, off BC Highway 16, is by road about 55 kilometres (34 mi) west of Prince George and 69 kilometres (43 mi) east of Vanderhoof. The east side is by road about 46 kilometres (29 mi) west of Prince George.

Miworth is an unincorporated community on the southeast shore of the Nechako River in the Nechako Region of central British Columbia. The location, via Otway Rd and Miworth Rd, is about 16 kilometres (10 mi) northwest of Prince George.
