Squatting in Iran mostly occurs around the major cities, as rural migrants move to urban centres. From the 1950s onwards shanty towns have been set up and inhabitants are known as "koukhnishinan". Following the Iranian Revolution of 1979, squatter settlements increased, with the state sometimes evicting and sometimes legalizing the areas.
Migrants from rural areas to Iran's major cities have set up informal settlements for decades. These shanty town dwellers are known as "koukhnishinan". [1] In the 1950s and 1960s, squatters self-organised themselves into hey'ats (neighbourhood associations). They listened to recorded sermons from Ruhollah Khomeini in which he praised slum-dwellers as the real followers of Islam. [2]
A 1972 survey of 481 squatted households in the capital Tehran reported that just over half of the men were unskilled workers. [3] A minority of the squatters lived in caves hollowed out from the city's rubbish dumps. [3] In 1977, there were serious clashes between police and squatters at evictions in places such as Afsariyeh, Mesgarabad, Narmak, Soleimanieh and Tehranpars. [4] At Dowlatabad, thousands of migrants squatted beside the road from Tehran to Ray. [4] During the revolution of 1979, people exploiting the chaos made land grabs and afterwards land squatting continued as well as the occupation of houses and hotels. [1]
Khomeini led the revolution and became Grand Ayatollah of the Islamic Republic of Iran. [2] In Tehran, hashiyenishini (squatter settlements) mushroomed, doubling in size in places such as Soleimanieh, Resalat Highway and Tajrish. Outside the city, squatters built homes out of mud and brick, their population increasing to almost half a million. [1] Similar zones also developed around other cities such as Arak, Bakhtaran, Hamadan, Karadj, Mashhad, Tabriz and Shiraz. In Arak and Karadj, squatters campaigned to be supplied with running water. [1]
Khomeini stated at "no one must remain without a dwelling in this country" and promised to ensure free electricity and water to all settlements. The Housing of the Dispossessed (Daftar-khanehsazi bara-ye mustazafin) began to confiscate buildings and land for distribution to the poor. The Revolutionary Guards often blocked these moves and a year later the office was closed. The state then nationalised land and pursued a policy of facilitating some occupations and evicting others. [1] In 1985, an act was passed aiming to give land rights to peasants. They had one year to make their land productive, otherwise the state would take it over. [5]
In the 1990s, evictions sparked rioting. One of the most serious riots took place in Mashhad at the end of May 1992, when the attempted demolition of the Kouy-e Tollab settlement led to severe disorder in which over 300 people were arrested. Six police officers died and four rioters were later hanged. [1] There were also clashes in 2001. [6]
Squatting is the action of occupying an abandoned or unoccupied area of land or a building, usually residential, that the squatter does not own, rent or otherwise have lawful permission to use. The United Nations estimated in 2003 that there were one billion slum residents and squatters globally. Squatting occurs worldwide and tends to occur when people find empty buildings or land to occupy for housing. It has a long history, broken down by country below.
The Iranian Revolution, or the Islamic Revolution, was a series of events that culminated in the overthrow of the Pahlavi dynasty in 1979. The revolution also led to the replacement of the Imperial State of Iran by the present-day Islamic Republic of Iran, as the monarchical government of Mohammad Reza Pahlavi was superseded by the theocratic government of Ayatollah Ruhollah Khomeini, a religious cleric who had headed one of the rebel factions. The ousting of Pahlavi, the last Shah of Iran, formally marked the end of Iran's historical monarchy.
Grand Ayatollah Hussein-Ali Montazeri was an Iranian Shia Islamic theologian, Islamic democracy advocate, writer and human rights activist. He was one of the leaders of the Iranian Revolution and one of the highest-ranking authorities in Shīʿite Islam. He was once the designated successor to the revolution's Supreme Leader, Ayatollah Khomeini, but they had a falling-out in 1989 over government policies that Montazeri claimed infringed on people's freedom and denied them their rights, especially after the 1988 mass execution of political prisoners. Montazeri spent his later years in Qom and remained politically influential in Iran, but was placed in house arrest in 1997 for questioning "the unaccountable rule exercised by the supreme leader", Ali Khamenei, who succeeded Khomeini in his stead. He was known as the most knowledgeable senior Islamic scholar in Iran and a grand marja of Shia Islam. Ayatollah Montazeri was said to be one of Khamenei's teachers.
Tehranpars or Tehran Pars (تهرانپارس) is an absorbed city inside the Greater Tehran Area, located in the north east area of the city. It is considered a neighbourhood of Tehran City and lies in Tehran's eastern flank inside the area of the 4th and 8th municipalities of Tehran. In 1977, squatted areas in Tehranpars were evicted on the order of the state.
Afsariyeh is a neighborhood in the south-east of Tehran in Iran. In 1977, the state ordered the eviction of squatted shanty towns in Afsariyeh.
The demonstrations of June 5 and 6, also called the events of June 1963 or the 15 Khordad uprising, were protests in Iran against the arrest of Ayatollah Ruhollah Khomeini after his denouncement of Iranian Shah Mohammad Reza Pahlavi and Israel. The Shah's regime was taken by surprise by the massive public demonstrations of support, and although these were crushed within days by the police and military, the events established the importance and power of (Shia) religious opposition to the Shah, and Khomeini as a major political and religious leader. Fifteen years later, Khomeini was to lead the Iranian Revolution which overthrew the Shah and the Pahlavi dynasty and established the Islamic Republic of Iran.
Historically, squatting occurred in the United States during the California Gold Rush and when colonial European settlers established land rights. There was squatting during the Great Depression in Hoovervilles and also during World War II. Shanty towns returned to the US after the Great Recession (2007–2009) and in the 2010s, there were increasing numbers of people occupying foreclosed homes using fraudulent documents. In some cases, a squatter may be able to obtain ownership of property through adverse possession.
Illegal housing in India consists of huts or shanties built on land not owned by the residents and illegal buildings constructed on land not owned by the builders or developers. Although illegal buildings may afford some basic services, such as electricity, in general, illegal housing does not provide services that afford for healthy, safe environments.
Athens refugee squats exist since the 2015 spike in the European migrant crisis. Greece has been a destination for migrants seeking refuge on the European continent via the "Balkan Route." Coalitions of solidarity groups and migrants have established squats throughout Athens to house refugees, demonstrating an alternative to solutions offered by the European Union and NGOs. The squats are grouped together in the Coordination of Refugee Squats. Notable projects included 5th School and City Plaza. In late 2019, the New Democracy party declared it would evict all the squats.
Squatting in Uruguay is the occupation of unused or derelict buildings or land without the permission of the owner. In the nineteenth century, pueblos de ratas developed when gauchos were forced to settle by the rural enclosures for cattle farming. In the early twentieth century, European migrant workers lived in conventillos.
Squatting in South Korea is the occupation of land or buildings without the permission of the relevant authorities. From the 1950s onwards, shanty towns called P'anjach'on formed around cities, in particular the capital Seoul. As well as providing housing, squatting is used as a tactic by groups opposing gentrification and striking workers.
Squatting in Peru is the occupation of unused or derelict buildings or land without the permission of the owner. From the 1940s onwards, land invasions created shanty towns which were first called barriadas and later pueblos jóvenes. They were initially repressed, then the government decided upon toleration and by 1998 it was estimated 2.5 million inhabitants were living in this way in the capital Lima. There are also slum tenements in the centre known as solares or tugurios, and a "Wall of Shame" has been built to separate rich and poor areas of the city. During the COVID-19 pandemic, an increase in the occupation of UNESCO World Heritage Sites such as Caral and the Nazca Lines was reported.
Squatting in Namibia is the occupation of unused land or derelict buildings without the permission of the owner. European settlers arrived in the nineteenth century and acquired land, leaving only 38 per cent of land in indigenous hands by 1902. This led to squatting and the Herero Wars, which ended with the Herero and Namaqua genocide. After Namibian independence in 1990, squatting increased as people migrated to the cities and land reform became a goal for those who had participated in the liberation struggle. By 2020, 401,748 people were living in 113 informal settlements across the country. Squatting continues to be regulated by the Squatters Proclamation of 1985; a challenge to this law was dismissed by the High Court in 2023.
Squatting in Ghana is the occupation of unused land or derelict buildings without the permission of the owner. Informal settlements are found in cities such as Kumasi and the capital Accra. Ashaiman, now a town of 100,000 people, was swelled by squatters. In central Accra, next to Agbogbloshie, the Old Fadama settlement houses an estimated 80,000 people and is subject to a controversial discussion about eviction. The residents have been supported by Amnesty International, the Centre on Housing Rights and Evictions and Shack Dwellers International.
Squatting in Albania began on a large scale in the 1990s after the fall of communism, with internal migration towards formerly collectivised farmland establishing informal settlements. One such area, Bathore on the periphery of the capital Tirana, had 40,000 squatters by the early 2000s who successfully campaigned for better amenities. Other squatters occupied severely polluted post-industrial sites. The Agency of Legalization, Upgrading, and Integration of Informal Zones and Buildings (ALUIZNI) had legalized 16,500 homes on 152 settlements by 2009. As of 2020, 25 per cent of the population of Albania's cities lived in informal settlements.
Squatting in Chile is the occupation of unused land or derelict buildings without the permission of the owner. From the 1960s onwards, informal settlements known as callampas were permitted although there were also evictions such as the massacre of Puerto Montt in 1969. In the 1970s, the government of Salvador Allende encouraged occupations, then following the coup d'état, the military junta repressed squatting. Callampas then became known as campamentos.
Squatting in Sudan is defined as the "acquisition and construction of land, within the city boundaries for the purpose of housing in contradiction to Urban Planning and Land laws and building regulations." These informal settlements arose in Khartoum from the 1920s onwards, swelling in the 1960s. By the 1980s, the government was clearing settlements in Khartoum and regularizing them elsewhere. It was estimated that in 2015 that were 200,000 squatters in Khartoum, 180,000 in Nyala, 60,000 in Kassala, 70,000 in Port Sudan and 170,000 in Wad Madani.
Squatting in Venezuela is the occupation of derelict buildings or unused land without the permission of the owner. Informal settlements, known first as "ranchos" and then "barrios", are common. In the capital Caracas notable squats have included the 23 de Enero housing estate, Centro Financiero Confinanzas and El Helicoide, a former shopping centre which is now a notorious prison.
Urban areas in the Philippines such as Metro Manila, Metro Cebu, and Metro Davao have large informal settlements. The Philippine Statistics Authority defines a squatter, or alternatively "informal dwellers", as "One who settles on the land of another without title or right or without the owner's consent whether in urban or rural areas". Squatting is criminalized by the Urban Development and Housing Act of 1992, also known as the Lina Law. There have been various attempts to regularize squatter settlements, such as the Zonal Improvement Program and the Community Mortgage Program. In 2018, the Philippine Statistics Authority estimated that out of the country's population of about 106 million, 4.5 million were homeless.
Squatting in Cambodia is the occupation of derelict buildings or unused land without the permission of the owner. Following the Khmer Rouge and the Pol Pot regime, the new democratic government introduced land reform. In the capital Phnom Penh, where in 2003 an estimated 25 per cent of the population was squatting, there are informal settlements and occupied buildings.
