Major General Steven A. Cray (born June 15, 1964) was the Adjutant General of Vermont. In this post he served as the senior uniformed officer in the state, and was responsible for the organization, training and equipping of the 4,000 members of the Vermont Army and Air National Guard. As adjutant general, he also served as inspector general, quartermaster general and head of the State Military Department, including the Vermont State Guard and Veterans Affairs.
Steven A. Cray was born in Burlington, Vermont, on June 15, 1964. [1] He graduated from the University of Vermont (UVM) in 1989 with a Bachelor of Science degree in business. [2]
General Cray enlisted in the Vermont Air National Guard while a student at UVM. [3] He received his commission as a second lieutenant after graduating from the Academy of Military Science in 1984. [4]
He became a pilot and attained the rating of command pilot, logging over 2,500 hours of military flying, mostly in the F-16. [5] He is a qualified Joint Task Force Commander [3] and held a variety of command, supervisory and staff positions in the 158th Fighter Wing and Vermont Joint Force Headquarters. [3] Prior to his appointment as adjutant general he served as assistant adjutant general for air. [6]
In 2012 Michael Dubie left the adjutant general's position to become deputy commander of United States Northern Command. He was succeeded on an interim basis by Thomas E. Drew.
In February, 2013 Cray defeated three other candidates in the Vermont General Assembly election for the position. [7] In Vermont, the adjutant general is elected for a two-year term in secret balloting by a combined meeting of the Vermont House of Representatives and Vermont State Senate. At the time, elections took place in February of each odd-numbered year. [8]
Cray was promoted to major general and took over from Drew in a ceremony on March 1, 2013, and Drew retired. [9]
On February 19, 2015, the Vermont General Assembly reelected Cray to a two-year term. He was unopposed, and won by unanimous voice vote. [10] In February 2017, Cray was re-elected to another two-year term, again by unanimous voice vote. [11] He did not run for re-election in 2019. [12] Cray was presented with the Air Force Distinguished Service Medal at his March 2019 retirement ceremony. [13] He was succeeded by Brigadier General Gregory C. Knight. [14]
Before becoming adjutant general, General Cray was employed as a commercial airline pilot with American Airlines, and logged over 10,000 flight hours. [15] He also served as president of the Vermont National Guard Charitable Foundation and on other civic and charitable boards and commissions. [16]
General Cray holds the rating of Command Pilot. [3] He has flown more than 2,500 hours. The aircraft he has flown include the F-16A/B/C/D, AT-38, T-38, and T-37. [3]

Brian E. Dubie is an American politician who was the 80th lieutenant governor of Vermont from 2003 to 2011. He lost the 2010 election for governor of Vermont by fewer than 5,000 votes.
The Vermont National Guard is composed of the Vermont Army National Guard and the Vermont Air National Guard. Together, they are collectively known as the Green Mountain Boys. Both units use the original Revolutionary War-era Flag of the Green Mountain Boys as their banner. In 2009, they had 2,600 members.
Martha T. Rainville is a retired U.S. Air Force officer who attained the rank of major general. She was the first woman in U.S. history to become a state adjutant general when she served in that post with the Vermont National Guard.

The 158th Fighter Wing is a unit of the Vermont Air National Guard, stationed at Burlington Air National Guard Base, Burlington, Vermont. If activated to federal service, the Wing is gained by the United States Air Force Air Combat Command. The mission of the 158th Fighter Wing was to utilize the F-16 Fighting Falcon to provide a relatively low-cost, high-performance weapon system for the United States and allied nations. They have since ceased the use of the F-16, and started receiving the F-35 in September 2019.
The Vermont Air National Guard (VT ANG) is the aerial militia of the State of Vermont, United States of America. It is, along with the Vermont Army National Guard, an element of the Vermont National Guard. The 158th Fighter Wing is its sole unit. It is under the jurisdiction of the Governor of Vermont through the office of the Vermont Adjutant General unless they are federalized by order of the President of the United States. The Vermont Air National Guard is headquartered at Burlington Air National Guard Base. As of 2019, the Vermont Air National Guard is the first Air National Guard unit to be assigned the Lockheed Martin F-35A Lightning II.
The 134th Fighter Squadron, nicknamed the Green Mountain Boys, is a unit of the Vermont Air National Guard 158th Fighter Wing located at Burlington Air National Guard Base, Burlington, Vermont. From 1986 to 2019, the 134th FS were equipped with the General Dynamics F-16C/D Fighting Falcon Block 30. The last F-16s departed Burlington on 6 April 2019 in preparation for the Lockheed Martin F-35A Lightning II which arrived on 19 September 2019. Since becoming an F-35A unit, the Green Mountain Boys are tasked with carrying out the Suppression of Enemy Air Defenses (SEAD).
Steven Lloyd Kwast is a retired United States Air Force lieutenant general. He last served as commander of Air Education and Training Command, Joint Base San Antonio-Randolph, Texas. In that role, he was responsible for the recruiting, training and education of Air Force personnel. The command includes Air Force Recruiting Service, two numbered air forces and Air University. The command operates more than 1,400 trainer, fighter and mobility aircraft, 23 wings, 10 bases and five geographically separated groups. It trains more than 293,000 students per year with approximately 60,000 active-duty, Reserve, Guard, civilian and contractor personnel.

On 3 April 2012 he was appointed by Governor Deval Patrick as The Adjutant General (TAG) of the Massachusetts National Guard and reappointed as The Adjutant General by Governor Charles Baker on 12 May 2015. Rice retired from the U.S. Air Force on 1 August 2020 after over 40 years of service.

Major General Thaddeus J. Martin is a retired American military officer and former adjutant general of the Connecticut National Guard until June 30, 2018. He began his military service in 1977. He was commissioned, through Officer Training School in 1980 and completed formal training as an aircraft maintenance officer. Through his twelve years of active service, General Martin held several squadron and wing-level assignments and completed a MAJCOM headquarters tour. Joining the Connecticut Air National Guard in 1990, he held command positions at the squadron, group and wing level and completed a statutory tour with the National Guard Bureau. Prior to his assignment as the adjutant general, Martin served as the assistant adjutant general for the Connecticut Air National Guard.
