Syamal Bhushan Ghosh Dastidar is an ex-Indian Civil Servant, former Member Traffic of the Railway Board and Ex-Officio Secretary to the Government of India. [1] In 2009, he was awarded the Padma Shri, India's fourth highest civilian award in the civil service category. He was the only one who is felicitated with this honor in 2009 in the Civil Service category. [2]

Mr. Ghosh Dastidar served as Vice Chairman of the Railway Claims Tribunal, New Delhi. He has also served in the Board of Directors of National Thermal Power Corporation of India [3] and Bharat Coking Coal Limited. [4] In addition, he is an advisor to Gateway Rail Freight Ltd, India's leading private container train operator.

Early life and education

S.B. Ghosh Dastidar was born on 1 April 1947, in the Barisal district of British India to Haridas Ghosh Dastidar (father) and Amiyabala Ghosh Dastidar (mother). Ghosh Dastidar's family moved to Calcutta during the Partition of India. Mr Ghosh Dastidar joined the Indian Railway Traffic Service in 1969 after completing his Bachelor of Engineering (Mechanical) from Calcutta University.[ citation needed ]

Career

As Assistant Operating Superintendent, Sahibgunj, Ghosh Dastidar introduced a new system of clubbing wagon load consignments to trainload for a Single Destination which increased the productivity of wagons fourfold. In 1975, Ghosh Dastidar almost doubled the Freight loading of Barkakhana subdivision by revamping the coal pilot working of Patratu Coalfield. Later, as Senior Divisional Operating Manager of Dhanbad division, he introduced the concept of Pool Allotment in Patratu Coal Field. This improved the supply of coal to power houses by better line capacity utilization and reduced cost of transportation. [5]

Ghosh Dastidar has also worked as Traffic Adviser to Aqaba Railway Corporation in Jordan where he was sent on deputation. He helped improve the freight loading of Aqaba Railways from 1.9 million tons per annum to 4 million tons per annum. [5]

Later as Chief Operations Manager of South Central Railway he achieved 12% Compounded Annual Growth (C.A.G.) of freight loading compared to only 3% C.A.G of freight loading of Indian Railways. He also introduced running of Long Haul Trains up the world's steepest ghat (hill) section between Qulem and Castle Rock without using locotrol. [6]

In Dec 2003, as Additional Member (Traffic) of the Railway Board, Shri S.B.Ghosh signed an agreement with his Pakistani counterpart to re-establish the second rail link between India and Pakistan after about 40 years. Following this, the Thar Express started its operations between Bhagat Ki Kothi (India) and Karachi Cantonment (Pakistan), on 18 February 2006 during his tenure as Member (Traffic). [7]

In 2005, as General Manager of Central Railway, he restored the railway system in record time during the all-time high torrential rain and flood which paralyzed all systems in the city of Mumbai. [8]

As Member Traffic, Railway Board and Ex-Officio Secretary to Government of India from July 2005 to March 2007, Ghosh Dastidar played a pivotal role in scripting the financial turnaround of Indian Railways which generated Rs. 14,453 crores in profit in 2006–07. [5]

Ghosh helped to improve rail movement of 126 million tons in those two years that far exceeded the average growth of 10-11 million tons per year over the last 50 years. At the core of this new operational strategy was bringing about an increase in axel load of freight wagons. [9]

With the help of Member Engineering, he modified and increased the height of "Standard Moving Dimensions". He redesigned the rolling stock to substantially increase the carrying capacities of the freight (particularly covered wagons) and passenger cars. [10]

During his tenure as Member Traffic, Ghosh Dastidar conceived and developed the blueprint of the Dedicated Freight Corridor Project and initiated and led the development work of Western Dedicated Freight Corridor and Eastern Dedicated Freight Corridor. [11] [12]

He also introduced market-driven industry-specific dynamic pricing models and simplified commercial rules. [13] In December 2006, Ghosh Dastidar also introduced ‘Zero Based Time Table’, which is the ‘Bedrock’ of all future Time Tables. [14]

Ghosh Dastidar is the main architect behind many projects in the Indian Railways, such as operation of airconditioned Garib Rath trains, [15] privatization of container train operations, [16] computerized self ticketing machines, dial 139, Internet ticketing system to name a few. [17]

Post retirement, Mr Ghosh Dastidar served as Vice Chairman of Railway Claims Tribunal, New Delhi. In 2011, Ghosh Dastidar was appointed as Independent Director for National Thermal Power Corporation of India [3] and in 2012 he was appointed as Independent Director of Bharat Coking Coal Limited. [4]

Personal life

Mr. Ghosh Dastidar is married to Sreela Ghosh, also a Civil Servant (a recipient of the Presidential Award for Specially Distinguished Record of Service,) who retired as Member, Central Board of Indirect Taxes and Customs and Special Secretary to Government of India. [19] They have two children: Rajarshi Ghosh Dastidar and Sharmishtha Ghosh. He is a devotee of Yogoda Satsanga Society of India established by Sri Sri Paramahansa Yogananda in 1917.

Indian Railways(IR) is a governmental entity under the Ministry of Railways that operates India's national railway system. Grand Chord Indian railway route

Grand Chord is part of the Howrah–Gaya–Delhi line and Howrah–Jabalpur–Mumbai line. It acts as a link between Sitarampur, and Pt. Deen Dayal Upadhyay Junction, Uttar Pradesh, previously known as Mughalsarai Junction, and covers a stretch of 450.7 km (280.1 mi). It is a fully electrified, triple line section from Mughalsarai to Gaya and double line section from Gaya to Asansol. The Grand chord section is the lifeline of the country, 2nd busiest railway section of India after Ghaziabad, Uttar Pradesh to Pt. Deen Dayal Upadhyay Junction, Uttar Pradesh Main Line section, on which coal, steel and other important goods are moved from Eastern section to Western and Northern sections of the country. In the down direction, the traffic consists of mostly food grains, fertilizers and empty wagons for coal loading in the Bihar and West Bengal coal fields. Mughalsarai is a transit division and the main objective is to maintain mobility of high density traffic. The present capacity of the Grand Chord is being optimally utilized. Traversing through Chota Nagpur Plateau of Jharkhand as well as parts of the fertile Gangetic plains of Bihar, the Grand Chord covers a stretch of 450.7 km (280.1 mi).

E. Sreedharan

Elattuvalapil Sreedharan is an Indian engineer, popularly known as the "Metro Man", who is credited with changing the face of public transport in India with his leadership in building the Konkan Railway and the Delhi Metro while he served as the managing director of Delhi Metro Rail corporation DMRC between 1995 and 2012. He was awarded the Padma Shri by the Government of India in 2001, the Padma Vibhushan in 2008, the Chevalier de la Légion d'honneur in 2005 by the French government and was named one of Asia's Heroes by TIME magazine in 2003. Sreedharan was appointed by the former UN Secretary General Ban Ki-moon to serve on the United Nations's High Level Advisory Group on Sustainable Transport (HLAG-ST) for a period of three years in 2015. He is also a member of Mata Vaishno Devi Shrine Board. He attributes his exemplary success to the principles learnt from Bhagwad Gita.

Indian Railway Traffic Service Central Civil Service India

The Indian Railway Traffic Service, abbreviated as IRTS is a Group 'A' Central Civil Service Cadre of the Government of India. IRTS in its present form was reconstituted in 1967. The IRTS Cadre functions under the Administrative Control of the Ministry of Railways, Government of India. The officers of this service are responsible for administering Railway Transport in the country. On one hand, IRTS officers co-ordinate among various technical departments of the Indian Railways, while on the other hand, they form the public interface of the Indian Railways. Colloquially called Traffic Officers, they are the primary facilitators of Railway services right from Planning of freight movement, Passenger transport, Passenger amenities to Station Management and Infrastructure Planning.

Indian locomotive class WAG-9

The Indian locomotive class WAG-9 is a class of 25 kV AC electric locomotives that was developed in 1995 by ABB Group (ABB) for Indian Railways. The model name stands for broad gauge (W), AC Current (A), Goods traffic (G), 9th generation (9) locomotive. They entered service in 1996. A total of 1996 WAG-9 have been built at Chittaranjan Locomotive Works (CLW), with more units being built at Banaras Locomotive Works (BLW) and Bharat Heavy Electricals Limited (BHEL). It was the most powerful freight locomotive of its fleet until the formal induction of the WAG-12.

Secunderabad Junction railway station

Secunderabad Junction is a major intercity junction railway station and a commuter rail hub in the Hyderabad urban area. In the city centre, the station is in the South Central Railway zone of Indian Railways. Built in 1874 by the Nizam of Hyderabad during the British era, it was the main station of Nizam's Guaranteed State Railway until the Kachiguda railway station opened in 1916. The station was taken over by Indian Railways in 1951, when NGSR was nationalized. Its main portico and concourse are influenced by Nizamesque architecture. The station, which resembles a fort, is a tourist attraction in the twin cities of Hyderabad and Secunderabad.

Garib Rath Express

The Garib Rath is a no-frills air-conditioned train started by the Indian Railways in 2005 to provide subsidized price air-conditioned long-distance travel to passengers who could not afford standard fares of air-conditioned class in regular-fare trains. As the fares are less than two-thirds of the fares for air-conditioned classes in other trains, the distance between each seat or berth is less, the seats and berths are narrower and each coach has more seats and berths than in air-conditioned coaches in other trains.

Longest trains

The length of a train, including the longest trains, may be measured in number of wagons or in metres for general freight. Train lengths and loads on electrified railways, especially lower voltage 3000 V DC and 1500 V DC, are limited by traction power considerations. Drawgear and couplings can be a limiting factor, tied in with curves, gradients and crossing loop lengths.

Dedicated Freight Corridor Corporation of India Indian Railways organisation

The Dedicated Freight Corridor Corporation of India Limited (DFCCIL) is a Public Sector Undertaking (PSU) corporation run by the Government of India's Ministry of Railways to undertake planning, development, and mobilisation of financial resources and construction, maintenance and operation of the "Dedicated Freight Corridors" (DFC). The DFCCIL was registered as a company under the Companies Act 1956 in 2006.

The Research Designs & Standards Organisation (RDSO) is an ISO 9001 research and development organisation under the Ministry of Railways of India, which functions as a technical adviser and consultant to the Railway Board, the Zonal Railways, the Railway Production Units, RITES and IRCON International in respect of design and standardization of railway equipment and problems related to railway construction, operation and maintenance.

Double-stack rail transport

Double-stack rail transport is a form of intermodal freight transport in which railroad cars carry two layers of intermodal containers. Invented in the United States in 1984 it is now being used for nearly seventy percent of United States intermodal shipments. Using double stack technology, a freight train of a given length can carry roughly twice as many containers, sharply reducing transport costs per container. On United States railroads special well cars are used for double-stack shipment to reduce the needed vertical clearance and to lower the center of gravity of a loaded car. In addition, the well car design reduces damage in transit and provides greater cargo security by cradling the lower containers so their doors cannot be opened. A succession of larger container sizes have been introduced to further increase shipping productivity in the United States.

Kolkata railway station

Kolkata railway station is the newest of the five intercity railway stations serving Howrah and Kolkata, India; the others are Sealdah station in Kolkata and Howrah station, Shalimar station and Santragachi Junction in Howrah. Kolkata station is situated in the Chitpur locality of North Kolkata.

Double Decker Express

On Indian Railways, Double Decker Express trains are express trains composed of bi-level passenger seating rail carriages. They have high priority and are considered among fast trains in India. This type of trains was introduced on short travel routes and to cater more people than a conventional chair car carriage. This also allowed the passengers to plan last minute journeys with confirm reservations. Latest stainless steel LHB Coaches, manufactured at Kapurthala Coach Factory are being used for AC Double Decker Trains. The Howrah – Dhanbad AC Double Decker Express was the first of its type to be introduced.

Falna railway station is a main railway station in Pali district, Rajasthan. Its code is FA. It serves Falna town. The station consists of 3 platforms. The platform is well sheltered. Many facilities including Water Vending Machine, Ticket Vending Machine and sanitation. Falna Station equipped with 70 kW solar power supply. Falna Railway station is a part of Delhi–Mumbai Dedicated Freight Corridor. Construction had already begun & completed within few years & will be electrified too.

Phulera Junction railway station

' Phulera Junction railway station is a main railway station in Jaipur district, Rajasthan. Its code is FL. It serves Phulera town. The station consists of 5 platforms. The station lies on Jaipur–Ahmedabad line which connects Jaipur to Ajmer and Ahmedabad as well as Phulera–Merta Road line which connects Jaipur to Jodhpur. 111 trains pass through the station and 5 of the originates form the station.

Jan Sadharan Express trains are series of passenger services operated by Indian Railways in different routes. These trains are the first generation of fully unreserved express train sets. The second generation is the antyodya express

It was initially started as Dhanbad Katras rail line and was extended up to Chandrapura in 1930. The first train in this route ran from Dhanbad to Katrasgarh. Dhanbad–Chandrapura line was a railway passing through Railways in Jharia Coalfield lying between the Dhanbad line on the north and the Chandrapura in the south. The rail line was laid late nineteenth century by extending the Grand Chord to Katrasgarh via Dhanbad in 1894. This line was opened in 1930.

Vinod Kumar Yadav

Vinod Kumar Yadav is the Ex Chairman & Chief Executive Officer, Railway Board, Indian Railways. He previously served as General Manager for South Central Railway zone of Indian Railways and held various other important assignments in Rail Vikas Nigam Limited, Dedicated Freight Corridor Corporation of India Limited and in the United Nations Industrial Development Organization. He is from Indian Railway Service of Electrical Engineers (IRSEE) – 1980 batch.
