Mehmood-ur Rehman (Mahmoodur Rehman or Mehmood-ur-Rehman) was an Indian civil servant, best known as the chairman of the 2008 Committee on Socio-Economic Backwardness of Muslims in Maharashtra. [2] He was Vice-Chancellor of Aligarh Muslim University from 1995 to 2000 and served as the chairman of Bombay Mercantile Cooperative Bank. [3] [4]
He graduated in Law in 1962 and secured a master's degree in Persian from Allahabad University before joining the Uttar Pradesh civil services in 1965. [5]

A year after joining the civil service, he was selected to the Indian Administrative Service and served as the Assistant Commissioner in Anantnag District, Jammu and Kashmir during 1967–68. He also served as Sub Divisional Magistrate, Deputy Planning Secretary, Additional Deputy Commissioner, Deputy Commissioner, Development Commissioner, Ladakh and Agriculture Commissioner and Secretary. During his tenure as the Development Commissioner of Ladakh, he is reported to have introduced the Karakul sheep to the region. [5] When the Vilas Rao Deshmukh ministry of Maharashtra decided to set up a committee to propose recommendations for the betterment of the socio-economic and educational conditions of the Muslim community, Rehman was selected to chair the committee. [6] The committee stressed the social and educational backwardness of the Muslims [7] and, after 16 months, submitted its report proposing 8 percent reservation for the community. [8] His contributions are also reported behind the establishment of the Jammu and Kashmir Agriculture University and the Horticulture Processing and Marketing Corporation (HPMC). [5]

During his tenure as the Vice Chancellor of the Aligarh Muslim University (1995 to 2000), he was appreciated for timely start of academic sessions and reviving the campus mess system. He was also appreciated for ending the possibility of corruption in the selection process for various courses of the university, by personally supervising the entire process and reducing the time taken in result declaration by up to 95% in some cases, thereby eliminating the scope of corruption. In a historic step, he also ended interview process for courses like Engineering to cater to the wide spread allegations of selective admissions based on communal lines, in past. Rehman is also credited to give AMU its First woman Proctor since the establishment of the varsity, by making Dr. Shad Bano Ahmad, a professor in Sociology at AMU, as proctor from 1996 to 1999. Being tough on the criminal elements present in the university, he also received criticism for pulling out a revolver at protesting students and was termed as "more a general than a scholar" by India Today . He was the founding CEO of the Australia India Institute at the University of Melbourne and served as chairman of the governing board of Miranda House, University of Delhi, the highest-ranked women's college in India, and served as Chair of Kirori Mal College earlier He has also been a member of the Lancet Commission on Adolescent Health and Wellbeing. In 2002, he was the youngest person to be appointed as vice chancellor of a public university in independent India. Mattoo's advice on policy matters has been sought across political parties and across governments, including by Prime Ministers Atal Behari Vajpayee and Dr Manmohan Singh. Following the abrogation of Article 370 of the Constitution of India, he has offered a political roadmap for securing the future of Jammu and Kashmir. He has been a persistent advocate of multiculturalism and of reconciliation between Kashmiri Pandits and Kashmiri Muslims.
Reasi district is an administrative district in the Jammu division of Indian state of Jammu and Kashmir in the Jammu region. He is responsible for the successful conduct of the first Kashmir Premier League, the Amarnath Yatra, and for relief work after the 2005 Kashmir earthquake. He was the observer for the Ladakh Autonomous Hill Development Council, Leh elections in 2013.

Chewang Phunsog is an Indian civil servant and the chairman of the Public Enterprises Selection Board (PESB) of the Government of India. He is a former Chief Secretary of the state of Jammu and Kashmir. Phunsog, an Albert Parvin Fellow at the Woodrow Wilson School, was awarded the fourth highest civilian award of the Padma Shri by the Government of India, in 1998.
Chering Dorjay is an Indian politician and was a member of the Bharatiya Janata Party. Dorjay was a member of the Jammu and Kashmir Legislative Council from the Assembly Kashmir (Ladakh). He was Minister for Cooperatives and Ladakh Affairs in Jammu and Kashmir till 19 June 2018.
Shahid Iqbal Choudhary is a 2009 batch Indian Administrative Service officer from Jammu and Kashmir cadre and the current Secretary, Department of Rural Development and Local Self Government, Jammu & Kashmir. He secured an All India Rank 51 in the UPSC's Civil Services Examination for the year 2008. Shahid was the first Muslim from Jammu region and first Gurjar from J&K to get into Indian Administrative Service as a direct recruit from IAS.
Jammu and Kashmir is a region administered by India as a union territory and consists of the southern portion of the larger Kashmir region, which has been the subject of a dispute between India and Pakistan since 1947 and between India and China since 1959.
