Parveen Talha is an Indian civil servant, reported to be the first Muslim woman to serve in any Class I civil service in India, the first Indian Revenue Service officer to become a member of the Union Public Service Commission and the first woman to serve in Narcotics Department of India. Biography

Parveen Talha was born in Lucknow, Uttar Pradesh in India, as one of the two children (her brother, Osama Talha, who later became a leading journalist, died young in 1995 [5] ), in the famous Awadh family. [6] Her father, Mohammed Talha, was a freedom fighter and a known lawyer, [5] a participant in the Jang-e-Azadi independence struggle [7] who chose to remain in India when his brother moved to Pakistan during the partition. [5] Parveen did her schooling at Loreto Convent High School from where she passed Senior Cambridge in first division and continued the college studies at Loreto College. [5] After passing MA in Economics from Lucknow University, Parveen joined the University as a Lecturer in 1965. [2]

Career and achievements

There was a large-scale leakage of opium going on in UP then, Parveen Talha said about her campaign against drug traffickers, While I tried my best to play a stringent officer dealing with certain illegal channels, poppy cultivators were surprised too because they had never seen a woman at that level [1] [8]

Parveen Talha started her career as a lecturer of economics at the Lucknow University in 1965 where she worked till 1969, [2] the year she passed Indian Civil Service examination. She joined Indian Revenue Service in 1969, becoming the first Muslim woman to enter the Revenue Service. [6] Later, she served at the Commissionerates at Mumbai and Kolkata and, also at the Central Excise Commissionerate. [2]

The next move was to Narcotics Department as the Deputy Commissioner of Uttar Pradesh, fetching her another first as the only woman officer of the Central Bureau of Narcotics, where she had the official authority to confiscate properties of smugglers and drug traffickers. [2]

After the stint at the Central Bureau of Narcotics, Parveen Talha was appointed as the Director General of the National Academy of Customs, Excise and Narcotics (NACEN), at their training department. She is credited with making NACEN an accredited training institute of the World Customs Organization's (WCO) for Asia-Pacific region. She is also reported to have introduced training modules for stopping the smuggling of ozone depleting substances. She was successful in signing a Memorandum of Understanding with United Nations Environment Program, making NACEN, the only training academy for imparting training for the control of ozone depleting substmces and environmental crimes. Parveen Talha retired from the Revenue Service in 2004 as the senior most woman officer of the Customs and Central Excise and on 30 September 2004, became a member of the Union Public Service Commission. Talha was the first IRS officer and Muslim woman to become a member of UPSC. [1] [3] [8] She retired from Government service on 3 October 2009. [2] [3] [9]

After her retirement from public service, Parveen Talha took up writing. In 2013, she brought out her first book, Fida-e-Lucknow – Tales of the city and its people, a collection of 22 short stories, placed in the landscape of Lucknow, telling the stories of its women. The book was formally released by the Vice-President of India, Hamid Ansari. [10] [11]

Awards and recognitions

Parveen Talha is a recipient of President's Award for distinguished service, which she received in 2000. [2] Fourteen years later, in 2014, the Government of India honoured her services to the Indian Civil Service by awarding her Padma Shri, the fourth among the highest Indian civilian awards. [4]

A successful candidate sits for 32 hours of examination during the complete process spanning around one year.

Begum Parveen Sultana is an Indian Hindustani classical singer of the Patiala Gharana. She was awarded the Padma Bhushan by the Government of India in 2014 and the Sangeet Natak Akademi Award by the Sangeet Natak Akademi in 1998.

Damayanti Joshi was a noted renowned exponent of the Kathak dance form.She believed Kathak is the art of storytelling. She began in the 1930s dancing in Madame Menaka's troupe, which travelled to many parts of the world. She learnt Kathak from Sitaram Prasad of Jaipur Gharana and became an adept dancer at a very young age, and later trained under from Acchan Maharaj, Lacchu Maharaj and Shambhu Maharaj of Lucknow gharana, thus imbibing nuances from both the traditions. She became independent in the 1950s and achieved prominence in the 1960s, before turning into a guru at her dance school in Mumbai.

Perin Ben Captain (1888–1958) was an Indian freedom activist, social worker, and the grand daughter of renowned Indian intellectual and leader, Dadabhai Naoroji. The Government of India honoured her in 1954 with the award of Padma Shri, the fourth highest Indian civilian award for her contributions to the country, placing her among the first group of recipients of the award.

Anna Rajam Malhotra was an Indian Administrative Service officer. She was the first woman in India to hold this position. Malhotra belonged to the 1951 batch of the IAS and married R. N. Malhotra, her batchmate.

Runa Banerjee is an Indian social worker and the co-founder of the Self Employed Women's Association (SEWA), Lucknow, a non governmental organization promoting the interests of the poor working women of the Indian state of Uttar Pradesh, where she serves as the General Secretary and the Chief executive officer. She was one among the PeaceWomen Across the Globe who were collectively nominated for the Nobel Peace Prize in 2005, which was eventually won by Mohamed ElBaradei. Khushwant Lal Wig (1904–1986) was an Indian physician, medical academic, writer and the director of the All India Institute of Medical Science, New Delhi. He was a Fellow of the Royal College of Physicians of London and a recipient of Dr. B. C. Roy Award, the highest Indian award in the medical category. The Government of India awarded him the third highest civilian honour of the Padma Bhushan, in 1964, for his contributions to the Medical science.

Mata Prasad Indian Administrative Service Officer

Mata Prasad is a retired Indian Administrative Service officer. He was one of the first people from the Scheduled Castes and Scheduled Tribes to become an IAS officer. He is a former chairman of the Union Public Service Commission of India. He served as the chief secretary of the state of Uttar Pradesh from June 1995 to October 1996, thus becoming the first Scheduled Caste officer to head the state bureaucracy. The Government of India awarded him the third highest civilian honour of the Padma Bhushan, in 2012, for his contributions to civil service.
